Notice of Pending Application for Proposed Riprap and Habitat Structures

The City of Monroe c/o Michael Kennison, 1224 10th Avenue. W., Monroe, WI, 53566, has applied to the Department of Natural Resources for a permit to install riprap and habitat structures on the banks of Honey Creek. The project is located in SE 1/4, SE 1/4, and SW 1/4, SE 1/4, Section 33, Township 02N, Range 07E in City of Monroe, Green County. Specifically, the project consists of the stabilization of 2,760 feet of streambank via integrated bank treatment. The north and south banks will be excavated and graded to a more gradual slope. 837 non-contiguous linear feet of streambank will be recontoured to a 4:1 slope and include a rock riprap toe and 10’ minimum vegetated buffer. In addition, 12 root wads will be installed for in-stream woody habitat and approximately 2,199.5 square feet of live staking is proposed along the banks for stabilization and enhancement. All spoil produced from the project will be spread in upland locations out of any floodplains. Erosion control and construction best management projects will be utilized throughout the duration of the project. Construction is anticipated to commence Fall 2022. The Department will review the proposal provided by the applicant and any information from public comments and the public informational hearing. The Department will determine whether the proposal complies with ss. 1.11, 30.12, and 30.208, Stats., and ch. NR 150, Wis. Adm. Code, and ensure that the required mitigation meets the standards in s. 281.36(3r), Stats. if the project impacts wetlands. The Department has made a tentative determination that it will issue the permit for the proposed activity. Jerry Guth, Chair, called the meeting to order at 7:00 p.m. The Clerk read the roll call with 30 present and 1 absent being Hoesly. The Board recited the Pledge of Allegiance. Motion by Williams, seconded by Roemer to approve the August 16, 2022. Motion carried by a unanimous voice vote. Ken Lucht of the Wisconsin Southern Railroad gave a presentation. Troy Maggied of Southwestern Wisconsin Regional Planning Commission gave a presentation. Highway Commissioner Chris Narveson presented the Highway annual report. Motion by Torkelson, seconded by Williams to receive the Highway Department annual report. Motion carried by a unanimous voice vote. Veterans Service Officer Clayton Ruegsegger presented the Veterans Service annual report. Motion by Furgal, seconded by Snow to receive the Veterans Service annual report. Motion carried by a unanimous voice vote. ORDINANCE 22-0901 Ordinance Rezoning Parcel in Town of Decatur WHEREAS, the Green County Board of Supervisors has adopted the Green County Land Use and Zoning Ordinance; and WHEREAS, the Green County Land Use and Zoning Committee has been petitioned to rezone a certain parcel of land from agricultural to industrial; and WHEREAS, the Green County Land Use and Zoning Committee held a public hearing on the Petition on August 8, 2022, and has taken into consideration all of the testimony heard at such public hearing; and WHEREAS, it is the recommendation of the Green County Land Use and Zoning Committee that the land area described below be rezoned from agricultural to industrial. RESOLUTION 9-1-22 Resolution Welcoming Wisconsin Treasurer’s Association to Green County WHEREAS, the duties of the County Treasurer’s include but are not limited to receipting all moneys from all sources belonging to the county, and all other monies by state statute or county ordinance that are directed to be paid to the treasurer, pay out all moneys belonging to the county only on order of the board, file various state reports and issue payments on various accounts including transfer fees, court imposed fines, keep accurate financial reports, produce and print tax bills, collect postponed and delinquent real estate taxes, maintain accurate records of all tax collections, exercise investment authority as delegated by the County Board, and act as treasurer for Drainage District Boards, and WHEREAS, the Wisconsin County Treasurer’s Association mission statement is “To stimulate professional development; promote unity and assistance among our members; to advocate and exchange of ideas and information, along with a spirit of cooperation with the state departments, legislators, local governments, and County Boards; and to promote ideas for operating efficiently and effectively as fiduciaries of our counties on behalf of the citizens of the State of Wisconsin”, and WHEREAS, the Wisconsin County Treasurer’s Association holds an annual fall conference every October for educational classes through UW-Green Bay specific to performing our duties; receive updates that impact our position and responsibilities from state agencies; and speakers that provide information and guidance to more efficiently and effectively serve our constituents, and WHEREAS, this year the Association has chosen Green County to be its host county for the Fall conference. NOW, THEREFORE, BE IT RESOLVED that the Green County Board of Supervisors, in legal session assembled, extend a warm “Willkommen” (Welcome) and best wishes for a successful conference and enjoyable stay in “America’s Little Switzerland”.
