PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS September 10, 2024 County Boardroom, Green County Courthouse, 1016 16th Ave, Monroe, WI

Chair Jerry Guth called the meeting to order at 7:00 p.m. The Clerk read the roll call with 27 present, 2 excused absences being Rufenacht and Sass and 2 tardy being Burchard and Hartwig. The Board recited the Pledge of Allegiance. There was a moment of silence for the victims of 9-11. Motion by Boll, seconded by Roemer to approve the minutes of the August 8, 2024, meeting. Motion carried by a unanimous voice vote. Green County Treasurer Sherri Hawkins presented the Treasurer’s Annual Report. Motion by Pennington, seconded by Carus to receive the Treasurer’s Annual Report. Motion carried by a unanimous voice vote. Veterans Service Officer Clayton Ruegsegger presented the Veterans Service Annual Report. Motion by Snow, seconded by Furgal to receive the Veterans Service Annual Report. Motion carried by a unanimous voice vote. Green County Sheriff Cody Kanable gave an overview of the 2025-2027 WPPA Labor Contract. Motion by Wilke, seconded by Burchard to ratify the aforementioned labor contract. Motion carried by a unanimous voice vote.

RESOLUTION 9-1-24 Resolution Awarding Landfill Driveway Replacement Project (Contracts Over $150,000)

WHEREAS, County Code Section 1-11-2, entitled COUNTY PURCHASES AND CONTRACTS, provides for review, approval and execution of all County contracts and purchases necessary to carry out approved budget operations; and WHEREAS, Section 1-11-2(A)(3) STATES: Cost or price in excess of one hundred and fifty thousand dollars ($150,000.00), recommendation by the appropriate department head and the supervisory committee to the full County Board with approval by the full Board before the purchase is made. Execution of the contract documents shall be by the Green County Board Chair and the appropriate Committee Chairperson, after the document has been reviewed by the Green County Corporation Counsel. RESOLUTION 9-4-24 RESOLUTION REQUESTING INCREASED FUNDING FOR MENTAL HEALTH SERVICES

WHEREAS, Green County (“County”) is concerned that the public mental health system in Wisconsin is in need of additional resources to respond appropriately to the needs of individuals with persistent mental illness and those experiencing a mental health crisis; and WHEREAS, state law designates counties with the responsibility for the well-being, treatment, and care of individuals with mental illness, and serving those without private insurance coverage; and WHEREAS, the Medical Assistance program (MA) covers an array of mental health services, ranging from office-based therapy to inpatient hospitalization, and many of these services are delivered by counties; and WHEREAS, Community Support Programs (CSP) offer intensive community-based care for adults whose mental illness and functional limitations might otherwise require them to need institutionalized care. Counties use CSP services to keep people out of extended hospitalizations and support people in the community following emergency detentions; and WHEREAS, counties are required to provide Crisis intervention services including an emergency mental health services program to serve persons in crisis situations; at a minimum, 24-hour crisis telephone service and 24-hour in-person response on an on-call basis; and WHEREAS, while the state pays the full cost of most MA services, when it comes to county-based CSP and Crisis mental health services, the county finances the cost of the services up front, and receives MA reimbursement for only the federal share for that service, and WHEREAS, Community Aids funding has not kept pace over the years with increased county costs for services, resulting in counties bearing a disproportionate share of CSP and Crisis service costs from county tax levy; and WHEREAS, counties are limited in their capacity to use tax levy revenue due to state levy limits, so the lack of Community Aids increases combined with strict property tax controls makes it difficult for counties to maintain Crisis and CSP services; and WHEREAS, in addition to the costs to county human service departments, counties and municipalities also incur law enforcement costs to transport and provide security for persons in a crisis; and WHEREAS, the awareness of the 988 National Suicide & Crisis Lifeline has made mental health assessment and referral more readily available, resulting in more demand on the mental health crisis systems; and WHEREAS, stagnant state funding results in variations in the extent of services available across counties, wait lists for services, and eligible people receiving limited services; and WHEREAS, the limited state funding for Crisis services makes it difficult for counties to implement new evidence-based services, such as mobile crisis workers that could meet law enforcement officers in the field for crisis calls, that would reduce the need for law enforcement involvement and provide a more trauma-informed response to crisis situations, and; WHEREAS, Wisconsin’s counties continue to cover the costs of mental health services for individuals who are not Medicaid eligible, and; NOW, THEREFORE, BE IT RESOLVED: that the Green County Board of Supervisors does hereby request that the state of Wisconsin, in its 2025-27 state biennial budget, provide state GPR funding to cover the full non-federal share of MA CSP and Crisis services, and; BE IT FURTHER RESOLVED, that the Green County Clerk is hereby authorized and directed to send a copy of this Resolution to the Governor of the State of Wisconsin, Wisconsin State Legislators with a constituency within Green County, and the Wisconsin Counties Association. RESOLUTION 9-5-24 Resolution Approving Expenditure of ARPA Funds

WHEREAS, the American Rescue Plan Act of 2021 (ARPA), was signed into law by President Biden on March 11, 2021, to speed up the United States’ recovery from the economic and health effects of the COVID-19 pandemic; and WHEREAS, the plan allocates $350 billion to help state, local, and tribal governments, with the County of Green receiving $7.17 million and Green County municipalities receiving a little over $3.6 million; and WHEREAS, a community survey was conducted in the spring of 2021 for those who lived or worked in Green County to help officials make decisions regarding ARPA funds; and WHEREAS, the survey identified sustainability, fiscal responsibility, equity, accessibility, and efficiency as the top 5 values that local officials should consider when making decisions surrounding the American Rescue Plan; and WHEREAS, in the fall of 2021, the Finance and Accounting Committee acted on the creation of an ARPA Ad Hoc Committee to create a participatory way for community members to submit ideas; and WHEREAS, the ARPA Ad Hoc Committee met several times in 2022 to review ideas and proposals for consideration by the Finance and Accounting Committee; and WHEREAS, the ARPA Ad Hoc Committee has concluded their fact-finding and information gathering process and has prepared a final report to the Finance and Accounting Committee; and WHEREAS, the Finance and Accounting Committee has reviewed the final report from the ARPA Ad Hoc Committee and voted to approve expenditure of ARPA funds for the following project: Project Not to Exceed Cost New Glarus Highway Shop $549,000 NOW, THEREFORE, BE IT RESOLVED by the Green County Board of Supervisors, in legal session assembled, that the Board approves the recommendation of the Finance and Accounting Committee to allocate and use up to $549,000 of ARPA funds to fund the aforementioned projects. ORDINANCE 24-0901 Modification to Landfill Finances

WHEREAS, the Green County Finance and Accounting Committee has general supervision over County finances; and WHEREAS, after review of the Green County Code, the Green County Finance and Accounting Committee has indicated that the Green County Code is in need of updating; and NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that Title 1, Section 13 of the Green County Code be modified as follows: 2-13-5: FINANCES E. Authorized Trust Signatory: The Solid Waste Manager and the Finance Director are authorized to approve disbursement from the trust required to be maintained by the Department of Natural Resources. The Solid Waste Management Board shall meet at least annually with a representative of the financial institution acting as the trustee to review the funds held in the trust. ORDINANCE 24-0902 Modification to Dog License Fees

WHEREAS, Section 7-1-4 of the Green County Code provides that certain fees be charged for dog licenses on an annual basis; and WHEREAS, section 174.05(2) Wis. Stats. requires the collection of a fee for dog licenses on an annual basis; and WHEREAS, the fees have not been increased since January of 1993; and WHEREAS, the Resolutions, Legislative, and Judicial Committee has reviewed the fees and determined that an increase is recommended. NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that Title 7, Section 4 of the Green County Code be repealed and recreated as follows: 7-1-4: FEES Repeal: Dog license fees shall be three dollars ($3.00) for neutered males and spayed females and eight dollars ($8.00) for unneutered males and unspayed females (§174.05(2), Wis. Stats.) Pursuant to §174.05(3), Wis. Stats., said dog license fees shall be four dollars ($4.00) for neutered males and spayed females and nine dollars ($9.00) for unneutered males and unspayed females commencing January 1, 1993. Proceeds from said license fees, over and above what may be necessary to fund the dog damage claims account, shall be applied to the animal control and humane care account under the supervision of the Law Enforcement and Public Safety Committee. (Ord. 92-0210; Ord. 09-0801, 8/11/2009). Recreate: County dog license fees shall be four dollars ($4.00) for neutered males and spayed females and nine dollars ($9.00) for unneutered males and unspayed females (Wis. Stats. 174.05(3)), effective immediately beginning with sales for 2025 licenses. Proceeds from said license fees, over and above what may be necessary to fund the dog damage claims account, shall be applied to the animal control and humane care account under the supervision of the Law Enforcement and Public Safety Committee. ORDINANCE 24-0903 Modification Regarding Responsibility for Creating Land Parcel Numbers

WHEREAS, the Green County Land Information Council has general supervision over recommendations to the Green County Board regarding assigning real property parcel identification numbers to parcels of land in the County; and WHEREAS, after review of the Green County Code, the Green County Land Information Council has indicated that the Green County Code is in need of updating; and NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that Title 1-6-13 of the Green County Code be modified as follows: 1-6-13: REGISTER OF DEEDS; PARCEL IDENTIFICATION NUMBERS REQUIRED AND CUT-OFF RECEPTION TIMES FOR FILINGS AND RECORDINGS A. The Register of Deeds shall not accept for recording any “conveyance” as defined in §706.01(4), Wis. Stats., of any interest in real estate which does not contain the parcel identification number. B. A person recording a conveyance for a newly created parcel for which a tax identification number has not yet been assigned by the Green County real property tax lister Treasurer’s Office shall provide the parcel identification number from the parcel which the newly created parcel is formed.
