Motion made by Donna Douglas and seconded by Mickey Beam to approve the amended resolution for temporary class "B" malt beverage license and beer garden application for Main Street Monroe in conjunction with Concerts on the Square for August 21, 2021. Resolution to Purchase Larue D30 Loader Mounted Snow Blower from Casper's Truck Equipment Alder Kranig inquires on what kind of warranty is included with the purchase. Director of Public Works Gerber advises it is typically for one year. He plans to keep the current snow blower for back up through the winter season. The replacement parts are able to be obtained locally. Motion made by Brooke Bauman and seconded by Richard Thoman to approve resolutions authorizing the purchase of the Larue D30 loader mounted snow blower from Casper's Truck Equipment. On a roll call vote, Motion Passed. K. FINANCE AND TAXATION COMMITTEE 1. Waiver of Eastland Feed and Grain, Inc. Purchase Price and 2017 Non- Performance Penalty Motion made by Michael Boyce and seconded by Brooke Bauman to approve the resolution waiving the Eastland Feed and Grain (Farmer's Choice) purchase price and 2017 non-performance penalty. On a roll call vote, Motion Passed. L. SALARY AND PERSONNEL COMMITTEE 1. GovHR Staffing Analysis Proposal Administrator Lothspeich reviews the origin of this staffing study proposal came from Administration due to recent consolidation of positions within the organization, and seeking to improve efficiencies. Motion made by Michael Boyce and seconded by Bryan Doyle to approve the GovHR staffing analysis proposal resolution. On a roll call vote, Motion Passed. M. BUSINESS PRESENTED BY DEPARTMENT HEADS 1. Recognition and Acceptance of Splash Pad Fundraiser by Move it Forward Marge Klinzing recognized the Move it Forward sophomore group. They have done three fundraisers for the community, most recently a fundraiser for the Splash pad. They raised $2000. Ethan Rosenstiel and Lizzie Boll were present for the recognition. Ethan shared the history and development of the Move it Forward group. Marge expresses her pride and gratitude of their efforts. N. BUSINESS PRESENTED BY ALDERPERSONS None. O. BUSINESS PRESENTED BY THE PRESS None. P. COUNCIL OF THE WHOLE 1. Wisconsin Gas, LLC Ground Lease Motion made by Michael Boyce and seconded by Donna Douglas to approve the Wisconsin Gas, LLC ground lease. On a roll call vote, Motion Passed. Q.
