Special Committee Appointments Motion made by Donna Douglas and seconded by Kelly Hermanson to approve the appointment of Brittney Rindy to the Joint Review Board. On a roll call vote, Motion Passed. D. APPEARANCES BY THE PUBLIC 1. Driftless Homes Presentation by GCDC Cara Carper, representing the GCDC, shared a presentation regarding the Driftless Home Project. Alder Thoman inquired on the cost of the units presented. The owners would be under the control of the LLC: Southwest Cap and the developer. This would only occur if the WHEDA application is approved. Alder Bauman agrees it is a great concept, however the cost is quite high Alder Douglas inquires what is required of the City if wanting to proceed. Cara advised the City is responsible for providing the land for the homes. If there are a few acres the City already owns, there would be no cost to the City. Discussion held regarding the appropriate committee to review this project and determine if land is available or able to purchase for this project. It was agreed this would begin at Finance and Taxation, and later need possible review by the City Plan Commission. E. CONSENT AGENDA 1. Claims List 2. Resolution Granting Miscellaneous Licenses Motion made by Donna Douglas and seconded by Richard Thoman to approve the consent agenda. On a roll call vote, Motion Passed. F. SENIOR CITIZENS BOARD 1. Resolution Approving the Behring Senior Center Post COVID-19 Pandemic Reopening Plan Senior Center Coordinator, Elizabeth Sorn, provided a summary of the proposed plan as agreed upon by the Senior Citizen's Board and recommended by Salary and Personnel. Alder Bauman provides positive feedback and is appreciative of the time and effort put into this reopening plan. Alder Douglas agrees these safe social distancing options are needed and will be well received. Alder Hermanson inquires the about the normal Senior Center maintenance and cleaning staff. There is one part time maintenance employee, and these requests would be in addition to that employee. Alder Hermanson further shares positive feedback and appreciation for developing a phased reopening plan to support the seniors and citizens in the community. Motion made by Rob Driver and seconded by Mickey Beam to approve the resolution for the Behring Senior Center post COVID-19 pandemic reopening plan. On a roll call vote, Motion Passed. G. VISITOR AND PROMOTION BOARD 1. Resolution Approving Amended Visitor and Promotion Distribution Guidelines The distribution guidelines do not contradict any of the State Statutes and the distribution guidelines would work in conjunction with the State Statutes. The local organizations that apply for V&P funds were in attendance of the meeting when these changes were discussed, and provided input and feedback regarding these proposed changes. The goal in the proposed guidelines are to allow for greater potential use of funds, rather than building a remaining balance year after year. Discussed there is not a required minimum balance to maintain in the Visitor and Promotion fund. Motion made by Donna Douglas and seconded by Mickey Beam to approve the resolution amending the Visitor and Promotion distribution guidelines. On a roll call vote, Motion Passed. H. BUSINESS PRESENTED BY ALDERPERSONS Alder Bauman shares there remains a vacancy for Visitor and Promotion that should be addressed at the next meeting. The Mayor sent out an update from the current City Administrator search, however it was related to the prior search. She sent a response inquiring for a more recent update. I. BUSINESS PRESENTED BY DEPARTMENT HEADS Chief Smits shares an update there were no incidents with the fireworks. There was one fire this afternoon that was a result of an accidental ignition. There was quick response and everyone is doing well. City Clerk/Treasurer, Brittney Rindy updated Council there are measures being taken to share video recordings of all meetings. Currently there are links to the WebEx recordings within the minutes. The City of Monroe is eligible for grant funds through the "Route to Recovery" CARES Act grant, up to approximately $174,000. Submissions for those funds will occur in three separate reporting periods between July and November. The City of Monroe is working on submitting eligible expenses. J. BUSINESS PRESENTED BY THE PRESS None. K. COUNCIL OF THE WHOLE 1. Review Resolution Post COVID-19 Recovery Action This resolution was approved in May 2020, and is to be reviewed at the first of the month by direction of the Council. Alder Beam doesn't believe this pandemic is over yet, and we should continue with the approved resolution, and proceed with another review next month. Alder Bauman expresses agreement. 2. Discussion and Possible Action on Long Term Fire Protection Contract with the Town of Monroe and the Town of Clarno Alder Douglas shares she is not comfortable with the short-term proposal agreed upon at last week's meeting. She would like to develop a long-term plan that is fair for all parties. She proposes to return to closed session for discussion. Alder Douglas makes a motion to enter closed session, seconded by Alder Beam. Representatives from the RFD and townships are present to share the proposal agreed upon last week with. Confirmation by the members that Alder Douglas is recommending the closed session would only include the Council members, then return to open session to share a proposal. There was a motion made at the last meeting for an agreement of what to propose tonight. Alder Bauman states that if Alders do wish to discuss alternative options for an agreement, this should be for future discussion and negotiations. Alder Binger agreed that the goal was to reach an agreement with the Monroe Rural Fire District (RFD) to allow for future discussion and development of a long-term agreement. Attorney Bartholf advises if the Council negotiates with the RFD, this should be done in open session. He recommends exchanging proposals in open session, then entering any closed session for discussion of negotiation strategy related to counter proposals. The Alders are agreeable. Alder Douglas and Alder Beam rescind the motion to enter into closed session. The City Council shares the proposal with the Monroe RFD that was agreed upon last week: a contract agreement for one year from January 1, 2021 to December 31, 2021 with an increase in cost by 10% based off of the current contract price of $42,200. Further clarification shared the goal for this proposal is to allow time for a new City Administrator to be in place and involved in the development of a long-term contract agreement. The City Council is striving to determine the amount that is accurate and fair for all parties involved. By extending the contract for only one year, this will allow going through a budget cycle for the City to further evaluate and determine the accurate and fair cost to base the contract off of going forward. Alders further express and share their rationale for the proposal. Alder Binger inquires to hear from the RFD regarding their thoughts on the shared proposal. Chad Spotts with the Monroe Township responds and expresses his concerns regarding the City of Monroe distributing the cost for a highly rated fire department to the townships that do not require or necessarily see the benefits of the higher ratings. There is expressed concern the contract proposals are not fair for the services they are receiving. Alders continue to discuss their rationale and concerns with the current proposal shared. Alder Binger again directs the conversation to the RFD to hear more response to the current offer on the table. Alder Bauman reiterates there is a current offer that the RFD can counter or negotiate against. Town of Clarno representative, Collin Nack, responds that previous proposals have been shared with the City over the years. The Council advises unfortunately not all proposals were shared in detail with the full Council for consideration, and understands the frustration for continued negotiations. Some of those proposals were sent in when there were different Council members. Alder Hermanson asks for clarity regarding what the townships are currently asking for. Collin Nack responds that the Fire Board would have to meet and discuss before making any decision. If prior proposals need to be resubmitted, then would need to meet and discuss prior to submission. At this point, with this proposal, the City has shared a proposal and it is up to the Monroe RFD to determine what to submit as a counter offer. Discussed the safest distribution of a counter proposal is to the Mayor, City Clerk and City Attorney. They will then share with all Council members, as the Council members cannot discuss anything with each other outside of meetings. City Council will wait for the RFD and townships to return with their counter proposal. Timeline discussed and the RFD believes they will be able to return with a counter proposal prior to the next Council meeting on July 20, 2020. 3. BUSINESS: CLOSED a. Closed Under Wis. APPEARANCES BY THE PUBLIC 1. 2019 Final Audit Presentation - Baker Tilly Andrew Kranig of 1717 12th Street reviewed current concerns with properties that are non-compliant with the City Code, particularly with properties surrounding his business in the downtown area. He has been requesting action be taken regarding this for almost one year with no changes. It is now to the point of involving his own attorney. He expresses his frustration with the City not enforcing it's own code. Presentation of the 2019 Audit by John Rader and Paul McEvilly with Baker Tilly audit. The overall audit process was reviewed. Alder Beam inquires if all Alders return to City Hall, would they be tested. The Mayor advises there will not be any mandatory testing prior to returning for meetings. Alder Fetterolf will only return if all members and attendees are wearing a mask while in attendance. K. BUSINESS PRESENTED BY DEPARTMENT HEADS Brittney Rindy shared an update regarding the adjustments made to the Council chambers to allow for recommended social distancing measures, as well as the sanitizing efforts in place by Rob Jacobson. L. BUSINESS PRESENTED BY THE PRESS None. M. COUNCIL OF THE WHOLE 1. Continued Negotiations on Long Term Fire Protection Contract with the Town of Monroe and the Town of Clarno Attorney Bartholf provided an update that the RFD will tonight offer acceptance or a counter proposal in response to the offer the City of Monroe presented to the RFD at the July 6th meeting. The City of Monroe offered a one year contract with a 10% increase from the current agreement of $42,000 per year. Collin Nack and Chad Spotts representing the Monroe Rural Fire District shared the RFD has decided to turn down the City of Monroe's proposal, and return with a counter proposal. They have added up the operating budget for Brodhead, Juda, and Monticello fire departments, and divided the total by three. This results in an average budget of $156,529. They then included an additional $200,000 for capital improvement per year. The total comes to $356,529 and with the equalized value formula that results in $46,000 for the Town of Clarno and $43,000 for Town of Monroe. They are also requesting a 15-year contract, with an annual increase based on the current cost of living percentage of 1.6%. The RFD would also include the handover of all equipment, request no representation in the Monroe Fire Department, as well as hand over all inspections. The RFD expressed they did not think the City of Monroe had real substance or purpose behind the most recent proposal. The reason for using Brodhead, Juda and Monticello was because they are the most local fire departments that would run at an ISO rating the townships would need/require. The RFD expresses the belief that the township does not benefit from the City of Monroe running at an ISO rating of 2, so they are trying to compare costs to fire departments that run at an ISO rating more favorable for the township. Further discussion held regarding ISO ratings are based on water supply, personnel, response time and the dispatch center. It is difficult to determine the costs related to the ISO ratings. Neither the RFD's attorney nor the City Attorney have reviewed this proposal. The RFD has the proposal in writing, but has not distributed it to anyone else at this time. Alder Hermanson, would like to see the proposal in writing to review in more detail. There is value in this proposal, but she would appreciate the ability to evaluate it further. Alder Bauman inquires if the fire dues ever change. Chief Smits responds the dues vary from year to year, but is unable to speak to any trends. Alder Binger inquires what the impact would be of the City taking on the equipment as proposed. Chief Smits advises this would require further investigation. The brush truck and tenders are older and may require maintenance or even replacement. Cost of apparatus goes up approximately 10% every year. Insurance costs should also be considered for acquiring additional apparatus. The Mayor requests a list of the equipment to be included with the written proposal. The RFD will submit the written proposal to their attorney to review and formalize. It will then be submitted directly to City Attorney Bartholf to distribute appropriately. 2. BUSINESS: CLOSED a. The District’s schools are: Abraham Lincoln Elementary School (Grades 4K-5) Northside Elementary School (Grades K-5) Parkside Elementary School (Grades 4K-5) Monroe Middle School (Grades 6-8) Monroe High School (Grades 9-12) Some of the specific education programs offered to eligible students who are enrolled in and attending the District’s schools include the following: ➢ Early childhood special education (for students who are at least 3 years old but not yet school-age) ➢ Special education for students with disabilities ➢ English language learner education ➢ Gifted and Talented programming ➢ Career and Technical Education (CTE) programs ➢ Individualized program and curriculum modifications ➢ Alternative education program(s) ➢ At-Risk education (e.g. for students identified as being at-risk of not graduating from high school) ➢ Summer school programming The full version of the District’s most recent school and school district accountability report, as issued by the Wisconsin Department of Public Instruction under section 115.385 of the state statutes, can be accessed via the following page on the District’s website (if the report has been issued by DPI): http://wisedash.dpi.wi.gov Educational options for students who are enrolled in the School District of Monroe that involve part-time attendance at an educational institution other than a school of the School District of Monroe include the following: ➢ The Course Options Program, which ● provides opportunities to apply for approval to take up to two (2) courses at a time at another educational institution; ● is subject to state and local eligibility requirements, including the limitation that the course(s) must satisfy a high school graduation requirement; and ● includes certain District-approved dual credit opportunities that the District offers in conjunction with a partner institution of higher education. ➢ The Youth Options Program, which ● provides opportunities to apply for approval to take courses at certain institutions of higher education; and ● is available only to students who are enrolled in the 11th or 12th grade. Additional educational options for children who reside in the District that involve full-time enrollment/attendance at a school, program, or other educational institution that is not a school or instrumentality of the School District of Monroe include the following: ➢ High school students meeting certain age and other eligibility requirements may be permitted to attend a technical college or certain other programs for the purpose of completing a program leading to the student’s high school graduation or to a high school equivalency diploma. ➢ Full-time Open Enrollment involving physical attendance in a public school of a nonresident school district or attendance through a virtual charter school that is associated with a nonresident school district. ➢ Beginning in the 2016-2017 school year, a child with a disability who meets the program’s specific eligibility requirements may apply to attend an eligible, participating private school under a scholarship awarded through the state’s “Special Needs Scholarship Program,” as established under section 115.7915 of the state statutes. ➢ Enrollment in a private school of the family’s choosing (at the family’s own cost, as applicable). ➢ Enrollment in a home-based private educational program as provided under state law. Educational options for children who reside in the School District of Monroe but who are enrolled in and attending a private school or home-based private educational program include the following: ➢ Such students have the opportunity to attend summer school classes/programs offered in the District. ➢ Private school students in the high school grades have the opportunity to apply for approval to take up to two (2) courses per semester in a District school, pursuant to section 118.145(4) of the state statutes. ➢ Students who are enrolled in a home-based private educational program have the opportunity to: ● Apply for approval to take up to two (2) courses per semester in public schools as provided under section 118.53; ● Participate in District interscholastic athletics and other District extracurricular activities as provided under section 118.133. Title I Programs

The School District of Monroe is a participant in Federal Title I programs and therefore must notify parents that they may request and obtain information regarding the professional qualifications of their child’s classroom teachers. These would include whether the teacher has met state licensing criteria for the grade levels and subject areas taught, whether the teacher is teaching under emergency or provisional status through which state licensing criteria have been waived, and the undergraduate degree major of the teacher and any graduate certification or degree held by the teacher, including the field of discipline of the Title 1 Programs certification or degree the professional qualification of paraprofessionals providing instructional-related services may also be requested. As part of the Title 1 (No Child Left Behind) Program, a Parent Advisory Group will be established to provide the opportunity for parents and staff to jointly determine guidelines for improved student achievement. The importance of ongoing parent-teacher communication is emphasized through parent-teacher conferences, reports of student progress, and information to parents regarding contacting staff, volunteering in the classroom and observing classroom activities.
