Common Council Minutes

CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Douglas on Monday, August 7, 2023 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Thoman, Kranig, Schindler, Threuthardt, Kleven, Grenzow, Wartenweiler, and Knoll. Absent at roll call was Alder Miller. B. CORRECTION OF MINUTES - JULY 17, 2023 The July 17th, 2023 minutes were accepted as presented. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION D. BUSINESS BY MAYOR Mayor Douglas shares Common Council just toured the Monroe Municipal Airport and recognizes Rob Driver for maintaining and operating a great asset to the City of Monroe. Mayor Douglas would like to recognize Bob Wartenweiler for his service to the community and his service on the Monroe Fire Department over the years. Resolution Approving the Installation of a Handicapped Parking Space on the South Side of the 1800 Block of 8th Street Motion made by Andrew Kranig and seconded by Chris Schindler to approve the installation of the handicapped parking stall on the south side of the 1800 block of 8th street. On a roll call vote, Motion Passed. 2. Resolution Approving Special Events - 1. On a roll call vote, Motion Passed. I. COUNCIL OF THE WHOLE 1. Presentation of McGrath Wage and Compensation Study City Administrator Rindy summarized the history of getting to this point of the wage and compensation study and thanks all involved. Malayna Halverson with McGrath presented the study statistics and recommendations. Turnover and recruitment challenges were discussed, including the consideration of retirements. The study methodology and process was reviewed. The City of Monroe doesn't have current salary range schedule to compare to the market but analyzed what current employees that are earning in comparable organizations with a comp ratio. Only 1/3 of employees are market competitive. The impressive amount of tenure at the City would typically correlate with more competitive wages, therefore this further confirms the gap in current wages. The philosophy of being competitive in the average market was discussed. The Step and Grade model is recommended. The management and administration of the step and grade model is simple and clear with structure so employees can forecast their future. This should include performance expectations to gain a step increase. The recommendation is to implement the step and grade model by placing employees within their appropriate grade while including tenure for the current employees with an in-range adjustment. Wages were determined by four factors including the current market, salary compression, internal comparability and position analysis. The benefits were included but is not the primary focus for tonight. The health insurance and PTO comparisons were summarized. Wages and benefits need to be considered separately. The total rewards are important to consider for the total employee experience. It is clarified the recommended step method has a separation of 2.5% between each step. It will be important to ensure market competitive increases to the salary schedule are considered annually to remain aligned with the external market. It is recommended to establish an economic indicator and use that annually for consistency. If using CPI, it is recommended to use an average over a 5-year trend. Another option is to reach out to the comparable municipalities and utilize an average of their increase rate. 2. Resolution Approving Implementation of the Wages Recommended in the McGrath Wage and Compensation Study Administrator Rindy summarizes the goal tonight is to seek approval for the wage and salary ranges for the positions as recommended and detailed in the memo provided. The policies regarding long term enforcement and adjustments of the model can be further discussed over the coming months at committee level. Motion made by Andrew Kranig and seconded by Heidi Treuthardt to approve the implementation of the step and grade wages and salaries recommended by McGrath with the recommended in-range adjustment. On a roll call vote, Motion Passed. 3. Discussion and Possible Action Regarding the McGrath Wage and Compensation Study Policy Recommendations Motion made by Andrew Kranig and seconded by Chris Schindler to recommend Salary and Personnel review the policies recommended in the wage and compensation study. On a roll call vote, Motion Passed. 4. Discussion Regarding Administrative Flag Policy Director of Facilities and Logistics Rob Jacobson reviewed the flag policy and the direction is to clarify the city will only fly Federal, State and municipal flags. Alder Kranig has a preference that there is not an option for an organization or individual to request approval to fly an additional flag by City Council. If the Council would like this to be a permanent change versus policy it would need to be recommended to Judiciary and Ordinance to be adopted as an ordinance. Motion made by Andrew Kranig and seconded by Chris Schindler to recommend Judiciary and Ordinance consider adopting the flag policy as an ordinance. On a roll call vote, Motion Passed. J. SALARY AND PERSONNEL COMMITTEE 1. Resolution Establishing the Salary Range for the Vacant Fire Chief Position The salary range recommended ties into the wage and compensation study presented to Council tonight. The Police and Fire Commission is scheduled to meet to discuss resuming recruitment on Thursday, pending the approval of the salary range. Motion made by Mary Grenzow and seconded by Lynne Kleven to approve the resolution to establish the salary range for the vacant fire chief position. On a roll call vote, Motion Passed. 2. Resolution Approving Street Laborer Skilled II Wages Administrator Rindy spoke about the overlap of new employees versus employees who have worked for the City for a longer period of time. The study that was mentioned concluded that this role would not be needed at this point. The pay scale already falls into that range of the study that predicted wages. Alder Grenzow made a motion to approve the resolution, seconded by Alder Kleven. Both Alder Grenzow and Kleven rescinded their motion. K. BUSINESS PRESENTED BY ALDERPERSONS Alder Thoman shares an article in the Wisconsin County Magazine regarding tourism spending. Green County is one of the few Counties that has not increased in tourism and he advises it would be worth investigating why. L. BUSINESS PRESENTED BY DEPARTMENT HEADS M. COUNCIL OF THE WHOLE 1. Tour of the Monroe Municipal Airport Facility Airport manager Rob Driver summarized the operations of the Monroe Municipal airport, including historical changes and challenges.
