The Work of this Project consists, in general, of the following: - Replacement of the existing open stair between the 1st and 2nd floor main library areas. - Creation of a new Teen Area, Literacy Council Room, Flex Room, and Meeting Storage Room on the 2nd floor. - Renovation of the entry vestibule, lobby, and circulation desk, along with the creation of a new Quiet Reading Room on the 1st floor. - Renovation of all restrooms. Work will include plumbing, HVAC, and electrical. The scope of the project includes all rough and finish work as shown on plans and described within the specifications. All work will be performed in accordance with applicable laws, regulations, codes, and standards prevailing in the industry. The Project will be subject to Davis Bacon Wage Rates issued by the federal government. No less than the rates listed shall be paid to an individual for performing work in the classification indicated, regardless of any contractual obligation that may exist between such individuals and the Contractor or Subcontractor. Any wage paid for classification(s) of work not included in the Davis Bacon Wage Rates shall be not less than the applicable wage rates. Specified wage rates are minimums. Contractor may pay rates in excess of applicable rates. Lump-sum, single-prime bids will be received. The Project Drawings, Project Manual, and other Bidding Documents prepared by the A/E will be made available to interested bidders commencing August 24, 2023. STATE OF WISCONSIN DEPARTMENT OF NATURAL RESOURCES PUBLIC NOTICE OF INTENT TO REISSUE A WISCONSIN POLLUTANT DISCHARGE ELIMINATION SYSTEM (WPDES) PERMIT No.WI-0038580-09-0

Permittee: UPG Electrical, 350 21st St, Monroe, WI, 53566 Facility Where Discharge Occurs: UPG Electrical, 350 21st St, Monroe, WI Receiving Water And Location: Groundwater of the Honey Creek Watershed (via stormwater retention pond) Brief Facility Description and Summary of Proposed Changes: Orchid International processes primarily raw material, electric grad and mild steel. The steel is stamped into laminations which are stress relieved by an annealing process. The furnaces are cooled by non-contact cooling towers. Non-contact cooling water is used to cool roller bearings for the annealing furnace is routed through a cooling tower and recycled. A variety of chemical additives are used to control biofouling and corrosion. Approximately 875 gallons of cooling water blowdown is discharged per day through outfall 001. The City of Monroe constructed a stormwater retention pond adjacent to Orchid International property. Orchid International’s Outfall 001 now discharges directly into this retention pond. Orchid International’s flow contribution is a small (approximately less than 1%) portion of the water standing in the retention pond. There is a culvert with a weir controlling the flow of water from the retention pond to beneath 21st Street. Through the culvert there was a dry ditch that led through a grassy area, up along the Badger State Trail, beneath the Badger State Trail, and then into an adjacent woodland area.
