City of Monroe Common Council

CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order on Monday, August 2, 2021 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Andrew Kranig, Brooke Bauman, Richard Thoman, Michael Boyce, Rob Driver, Donna Douglas, and Mickey Beam. Absent were Alders Bryan Doyle and Joshua Binger. B. APPROVAL OF MINUTES - JULY 19, 2021 Motion made by Rob Driver and seconded by Richard Thoman to approve the July 19, 2021 minutes. On a roll call vote, Motion Passed. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR Mayor Armstrong commends the Public Works Department for their well planned and efficient operation for the road construction project he observed on a daily basis by Minhas Brewery. E. APPEARANCES BY THE PUBLIC None. F. CONSENT AGENDA 1. Claims List 2. Resolution Granting Miscellaneous Licenses Motion made by Donna Douglas and seconded by Rob Driver to approve the consent agenda. On a roll call vote, Motion Passed. G. JUDICIARY AND ORDINANCE REVIEW COMMITTEE 1. Public Hearing. Consideration and Recommendation to Common Council Zoning Ordinance Amendment for Section 5-3-17(5): Home Occupations Public hearing opened up. Jackie Mich, Zoning Administrator, provided an overview of the proposed changes to the home occupation ordinance. There have been a few issues with residents and in home businesses that resulted in an overview of the ordinance and proposed changes. The pandemic has altered the workforce by increasing the number of individuals that work from home. The language was cleaned up to continue to allow this. There is not a desire to allow in home breeding of animals, including fish. Public hearing closed. Motion made by Richard Thoman and seconded by Brooke Bauman to approve ordinance repealing and recreating subsection 5-3-17(5) of the Monroe City Code: Home Occupations. On a roll call vote, Motion Passed. H. PUBLIC SAFETY COMMITTEE 1. Special Events - 1. Green County Fall Nationals 2. Tour de Cheese Big Brother Big Sisters Bike Ride 3. Harley's Hustle 5K Run/Walk 4. Cheeseland EAA Chapter 431 Young Eagles Rally 5. Monroe High School Homecoming Parade Motion made by Brooke Bauman and seconded by Rob Driver to approve the special events resolution. On a roll call vote, Motion Passed. I. FINANCE AND TAXATION COMMITTEE 1. Tyler Technologies, Inc Software as a Service Agreement Alder Boyce inquired if Cybersecurity insurance is included, and if it is not currently, it should be requested. Cody from Tyler Technologies will review and follow up with City staff regarding cybersecurity insurance. Motion made by Michael Boyce and seconded by Brooke Bauman to approve the Tyler Technologies, Inc Software as a service agreement. On a roll call vote, Motion Passed. J. BOARD OF PUBLIC WORKS 1. Resolution Approving Bid for 2021 Curb and Gutter Installation Contract from R&T Voegeli Excavating Motion made by Brooke Bauman and seconded by Rob Driver to approve the bid for 2021 curb and gutter installation contract from R&T Voegeli Excavating. On a roll call vote, Motion Passed. 2. Resolution Approving Bid for 2021 Street Construction Projects from Rock Road Companies Alder Boyce inquires why it was a sole bid. It was sent to 4 different contractors, but only one was returned. The prices quoted are lower than prices for an asphalt paving project two years ago. Motion made by Brooke Bauman and seconded by Donna Douglas to approve the bid for 2021 Street Construction projects from Rock Road Companies. On a roll call vote, Motion Passed. K. SALARY AND PERSONNEL COMMITTEE 1. Resolution Setting Salary for Interim Fire Chief It was confirmed the deputy fire chief position is appointed by the PFC, Al Rufer will return to deputy chief position upon the appointment of the permanent Fire Chief. Motion made by Rob Driver and seconded by Mickey Beam to approve the resolution setting the salary for Interim Fire Chief. On a roll call vote, Motion Passed. L. BUSINESS PRESENTED BY ALDERPERSONS Alder Thoman had residents inquire about extending a dead-end street by the Habitat for Humanity. The City Administrator will follow up with Alder Thoman. M. BUSINESS PRESENTED BY DEPARTMENT HEADS None. N. BUSINESS PRESENTED BY THE PRESS None. O. ADJOURNMENT Motion made by Michael Boyce and seconded by Richard Thoman to adjourn at 6:55 PM.
