PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS August 8, 2023 County Boardroom, Green County Courthouse, 1016 16th Ave, Monroe, WI

Chair Jerry Guth called the meeting to order at 7:00 p.m. The Clerk read the roll call with 29 present with 2 excused absence being Roemer and Sheaffer. The Board recited the Pledge of Allegiance. Motion by Hartwig, seconded by Boll to approve the minutes of the July 11, 2023, meeting. Motion carried by a unanimous voice vote. Maria Johnson, Pleasant View Nursing Home Administrator, presented the PVNH Annual Report. Motion by Schafer, seconded by Rufenacht to receive the PVNH Annual Report. Motion carried on a voice vote. Troy Maggied of Southwestern Wisconsin Regional Planning Commission presented an annual report. Motion by Wilke, seconded by Hoesly to receive the SWRPC Annual Report. Motion carried on a voice vote. The county board discussed the county-wide compensation study proposal. $500,000 is to be proposed in the 2024 budget for a phased implementation of the wage study.

RESOLUTION 8-1-23 Resolution Approving Wage Study Contract (Over $75,000)

WHEREAS, County Code Section 1-11-2, entitled COUNTY PURCHASES AND CONTRACTS, provides for review, approval and execution of all County contracts and purchases necessary to carry out approved budget operations; and WHEREAS, Section 1-11-2(A)(3) STATES: Cost or price in excess of seventy-five thousand dollars ($75,000.00), recommendation by the appropriate department head and the supervisory committee to the full County Board with approval by the full Board before the purchase is made. Execution of the contract documents shall be by the Green County Board Chair and the appropriate Committee Chairperson, after the document has been reviewed by the Green County Corporation Counsel. NOW, THEREFORE, BE IT RESOLVED by the Green County Board of Supervisors, in legal session assembled, that the Board approve the recommendation of the Personnel and Labor Relations Committee for the contracting of services for the following: McGrath Human Resources Group Classification and Compensation Study $80,722 SIGNED: PERSONNEL AND LABOR RELATIONS COMMITTEE: Jerry Guth, Chair Kristi Leonard, Vice-chair Mike Furgal Dave Tschudy Linda Boll Richard Thoman Harvey Mandel REVIEWED AND APPROVED BY: Jerry Guth, Chair Brian Bucholtz Chair, County Board & Personnel and Labor Relations Committee Corporation Counsel Motion by Wilke, seconded by Furgal to approve Resolution 8-1-23.
