PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS August 12, 2020 County Boardroom, Green County Courthouse, 1016 16th Ave, Monroe, WI

Arthur Carter, Chair, called the meeting to order at 7:00 PM. The Clerk read the roll with 28 present, and 3 absent being Supervisors Bernstein, Mandel, and Lonien. The Board recited the Pledge of Allegiance. Motion by Neuenschwander, seconded by Leonard to approve the minutes from the July 14, 2020, County Board meeting. Motion carried by a unanimous voice vote. A Water Trends Program presentation was given by Kevin Masarik, UW Stevens Point Water Specialist and Victoria Solomon, UW-Extension Community Resource Development Educator.

RESOLUTION 8-1-20 Resolution to Request the State Senate to Address the 13 “Water Bills” Passed in the Assembly Earlier This Year

WHEREAS, a clean, plentiful supply of rural drinking water is necessary for the health and well-being of roughly 70% of Wisconsinites, and WHEREAS, keeping Wisconsin’s rural drinking water free of pollutants, especially nitrogen and phosphorus, benefits not only citizens but also Wisconsin’s tourism industry as well as rural economic development, and WHEREAS, the 2019 Speaker’s Task Force on Water Quality brought attention to state legislators and the state’s residents, the immensity of this problem, and WHEREAS, the Wisconsin Assembly took a step in addressing the problem by passing (most unanimously) 13 “Water Bills” on February 18, 2020, and WHEREAS, the State Senate never had the opportunity to consider these “Water Bills” when its last scheduled session on March 24, 2020, was postponed by the COVID-19 pandemic, and WHEREAS, the Green County Land and Water Conservation Committee wishes to have these 13 “Water Bills” addressed by the State Senate. NOW, THEREFORE, THE GREEN COUNTY BOARD OF SUPERVISORS HEREBY RESOLVES to request the State Senate to convene and address the 13 Water Bills passed in the Assembly earlier this year, and BE IT FURTHER RESOLVED, that the Green County Clerk is directed to send a copy of this resolution to members of the Assembly who represent Green County, all State Senators, and the Wisconsin Counties Association. RESOLUTION 8-2-20 Resolution Approving Engineering Costs for Ongoing Radio Project Contract over $75,000

WHEREAS, County Code Section 1-11-2, entitled COUNTY PURCHASES AND CONTRACTS, provides for review, approval and execution of all County contracts and purchases necessary to carry out approved budget operations; and WHEREAS, Section 1-11-2(A)(4) STATES: Cost or price in excess of seventy-five thousand dollars ($75,000.00), recommendation by the appropriate department head and the supervisory committee to the full County Board with approval by the full Board before the purchase is made. Execution of the contract documents shall be by the Green County Board Chair and the appropriate Committee Chairperson, after the document has been reviewed by the Green County Corporation Counsel. Motion by Thoman, seconded by Snow to accept the Sheriff’s Office and Emergency Management annual reports. Motion carried by a unanimous voice vote. There were no out-of-state travel requests for the board’s consideration. Veterans Service and Highway annual reports were handed out as well as a Library Board report. A Wisconsin Counties Association survey was handed out. Supervisor Guth commented on the upcoming budget hearings for the county departments. County Clerk Arianna Voegeli thanked the municipal clerks, poll workers and county clerk staff for their work on elections. County Board Chair Arthur Carter talked about UW-Extension educational training sessions through the UW-Extension. Motion by Kubly, seconded by Olson to appoint Jay Lowery to the Rail Transit Commission to fill the unexpired term of Aaron Withee ending on February 14, 2021.
