PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS July 11, 2023 County Boardroom, Green County Courthouse, 1016 16th Ave, Monroe, WI

Chair Jerry Guth called the meeting to order at 7:00 p.m. The Clerk read the roll call with 29 present, 1 excused absence being Roemer and 1 tardy being Sass. The Board recited the Pledge of Allegiance. Motion by Furgal, seconded by Rufenacht to approve the minutes of the June 13, 2023, meeting. Motion carried by a unanimous voice vote. The county board discussed extending the groundwater quality trend data work for another two years. Motion by Snow, seconded by Bristow to approve the 2-year extension. Motion carried by a unanimous voice vote. The county board discussed a county-wide strategic planning initiative. Motion by Hoesly, seconded by Sheaffer to approve the county-wide strategic planning initiative. Motion carried by a unanimous voice vote. Sheriff Jeff Skatrud discussed the Memorandum of Understanding (MOU) between Green County, Green County Deputy Sheriff’s Association and WPPA. Sheriff Skatrud also presented the board with a wage comparison between municipalities and several Wisconsin counties. Motion by Snow, seconded by Tschudy to approve the MOU. Motion carried by a unanimous voice vote. Highway Commissioner Chris Narveson presented the Highway Annual Report. Motion by Larson, seconded by Torkelson to receive the Highway Annual Report. Motion carried by a unanimous voice vote. Public Health Director RoAnn Warden presented the Public Health Annual Report. Motion by Krattiger, seconded by Rufenacht to receive the Public Health Annual Report. Motion carried by a unanimous voice vote.

ORDINANCE 23-0701

Ordinance Rezoning Parcel in Town of Clarno WHEREAS, the Green County Board of Supervisors has adopted the Green County Land Use and Zoning Ordinance; and WHEREAS, the Green County Land Use and Zoning Committee has been petitioned to rezone a certain parcel of land from agricultural to industrial; and WHEREAS, the Green County Land Use and Zoning Committee held a public hearing on the Petition on May 8, 2023, and has taken into consideration all of the testimony heard at such public hearing; and WHEREAS, it is the recommendation of the Green County Land Use and Zoning Committee that the land area described below be rezoned from agricultural to industrial. ORDINANCE 23-0702 Modifications to Traffic Regulations

RESOLUTION 7-1-23 Resolution Banning TikTok from Green County-Owned Devices

WHEREAS, TikTok is owned by a Chinese company, ByteDance, that has access to all of the data and content created by, and viewed by American users; and, WHEREAS, TikTok is promoted as a fun, innocent social media entertainment application; and, WHEREAS, Tiktok is actually nefarious Chinese Communist Party (“CCP”) spyware that surveils American citizens, promotes CCP propaganda, and allows the CCP to censor and control Americans’ news and content; and, WHEREAS, common sense dictates that spyware should not be downloaded onto government devices including cell phones, tablets, and computers; and, WHEREAS, the Federal government, as well as a growing number of state and local governments are banning TikTok from their government devices. NOW, THEREFORE, BE IT RESOLVED, that the Green County board of Supervisors, in legal session assembled, hereby orders that TikTok is banned from any and all Green County-owned devices; and, BE IT FURTHER RESOLVED, that effective upon passage of this Resolution, the Information Technology department shall take all necessary steps to ensure that TikTok is not downloaded onto, or is immediately removed from all county devices; and, BE IT FURTHER RESOLVED, that the Green County Clerk shall send a copy of this resolution to Governor Tony Evers, all Wisconsin legislators who represent Green County, both of Wisconsin’s U.S. Senators, all eight (8) of Wisconsin’s U.S. Representatives, and the Wisconsin Counties Association. RESOLUTION 7-2-23 Resolution Approving Purchase of Land in the Town of New Glarus

WHEREAS, Section 59.06 of the Wisconsin Statutes allows the County Board to acquire real property for public uses or purposes of any nature in their general powers and discretion; and WHEREAS, Section 59.06 of the Wisconsin Statutes allows the County Clerk to hold property in the name of the county and that after direction of the County Board under Section 59.06; when documents are signed and acknowledged by the County Clerk and the County Seal attached are evidence sufficient of the county’s right, title and interest therein; and WHEREAS, the hereinafter mentioned property is not donated nor is it required to be held for a specific purpose and is not acquired by way of tax deed; and WHEREAS, the Green County Highway Committee has determined that the purchase of 12 acres of a 55-acre parcel located at W6177 STH 39, New Glarus, WI 53574 would enhance the operation of the Highway Department with the construction of a pole shed and salt shed in the north portion of the county and the Property, Parks and insurance Committee is in agreement; NOW, THEREFORE, BE IT RESOLVED by the Green County Board of Supervisors in legal session assembled, that the Board approve the purchase of 12 acres of a 55-acre parcel located at W6177 STH 39, New Glarus, WI 53574 currently owned by Mr. Randall S. Shotliff for the price of $150,000.00; and BE IT FURTHER RESOLVED that the Highway Commissioner and Corporation Counsel are authorized to finalize the purchase and the Green County Clerk is authorized to accept a warranty deed on behalf of the County Board, upon completion of a certified survey of said property, pursuant to Section 59.06, Wis. Stats. RESOLUTION 7-3-23 Resolution Approving Expenditure of ARPA Funds

WHEREAS, the American Rescue Plan Act of 2021 (ARPA), was signed into law by President Biden on March 11, 2021, to speed up the United States’ recovery from the economic and health effects of the COVID-19 pandemic; and WHEREAS, the plan allocates $350 billion to help state, local, and tribal governments, with the County of Green receiving $7.17 million and Green County municipalities receiving a little over $3.6 million; and WHEREAS, a community survey was conducted in the spring of 2021 for those who lived or worked in Green County to help officials make decisions regarding ARPA funds; and WHEREAS, the survey identified sustainability, fiscal responsibility, equity, accessibility, and efficiency as the top 5 values that local officials should consider when making decisions surrounding the American Rescue Plan; and WHEREAS, in the fall of 2021, the Finance and Accounting Committee acted on the creation of an ARPA Ad Hoc Committee to create a participatory way for community members to submit ideas; and WHEREAS, the ARPA Ad Hoc Committee met several times in 2022 to review ideas and proposals for consideration by the Finance and Accounting Committee; and WHEREAS, the ARPA Ad Hoc Committee has concluded their fact-finding and information gathering process and has prepared a final report to the Finance and Accounting Committee; and WHEREAS, the Finance and Accounting Committee has reviewed the final report from the ARPA Ad Hoc Committee and voted to approve expenditure of ARPA funds for the following project: Project Not to Exceed Cost Highway Department Land Purchase $150,000 NOW, THEREFORE, BE IT RESOLVED by the Green County Board of Supervisors, in legal session assembled, that the Board approves the recommendation of the Finance and Accounting Committee to allocate and use up to $ 150,000 of ARPA funds to fund the aforementioned projects.
