CALL TO ORDER FOR THIS MEETING The meeting was called to order. Present at roll call were Alders Boyce, Bauman, Newcomer, Marsh, Schilt, Douglas, and Beam. Alders Thoman and Beer were absent. A. CORRECTION OF MINUTES None. B. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. C. BUSINESS BY MAYOR 1. INTRODUCTION OF NEW MEMBERS OF MFD (Clerk to administer Oath of Office (Swearing In)) Fire Chief Dan Smits introduced four new members of the Monroe Volunteer Fire Department: Danyell Stevenson, Colton Smith, Robert Kellesvig, and Joel Faith. City Clerk Arianna Voegeli administered oaths. Newly sworn members were presented with their badges. D. APPEARANCES BY THE PUBLIC None. E. CONSENT AGENDA Alder Marsh raised a question about the claim listed for dehumidifier rentals. Questions and answers took place. RESOLUTION GRANTING TEMPORARY "CLASS B" WINE LICENSE TO MAIN STREET MONROE, INC. IN CONJUNCTION WITH WINE WALK AT MULTIPLE LOCATIONS Alder Boyce presented the resolution. Motion made by Michael Boyce and seconded by Jeff Newcomer to approve resolution granting Temporary "Class B" Wine license to Main Street Monroe, Inc. in conjunction with Wine Walk at multiple locations. On a roll call vote, Motion Passed. J. COUNCIL OF THE WHOLE(BOYCE) 1. Resolution Approving Change Order #2 for Energy Services Contract with Schneider Electric for Capital and Energy Improvement and Reinvestment Program Alder Boyce presented the resolution. Administrator Rath explained that the original project scope included rehabilitating existing units rather than replacing with new. Rehabbing the existing units could provide approximately another 5 years of service, however, there are several components of the units that are of concern and the units would need to be replaced at that time. It is recommended by staff that the new units be purchased and installed during the Capital and Energy Improvement and Reinvestment program, with funds being drawn from the Facility Replacement Capital account to cover the cost of the change order. Questions and answers took place. Motion made by Michael Boyce and seconded by Rob Schilt to approve resolution approving change order #2 for Energy Services Contract with Schneider Electric for Capital and Energy Improvement and Reinvestment Program. BUSINESS PRESENTED BY ALDERPERSONS Alder Marsh requests the City Administrator and Finance and Taxation Committee Chairperson to address the overages to the 2017 audit. L. BUSINESS PRESENTED BY DEPARTMENT HEADS Assistant Administrator Sam Liebert explained that he took part in a conference call with some representatives of the Green County Fairgrounds to discuss changes to the zoning of the fairgrounds. He advised that they still have some questions. Assistant Administrator Liebert is looking to hold the final Plan Commission meeting for the zoning code on August 8th, with the public hearing and adoption taking place at the September 4th Council meeting. M. BUSINESS PRESENTED BY THE PRESS Times reporter Bridget Cooke asked if there would be any official action taken regarding AMLAT. Staff advised that there would be no action taken in open session during this meeting. 1. BUSINESS: CLOSED Mayor Armstrong read the purpose of the closed meeting under Wis. Stats. 19.85(1)(g): Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved; along with the following agenda item: CONSIDERATION OF OPTIONS REGARDING STALLED AMLAT DEVELOPMENT. NOTICE OF PUBLIC MEETING

Absentee Voting to be Administered on Tuesday, July 24, 2018 at: St Claire Friedenshiem Assisted Living 9:00 AM Aster Assisted Living of Monroe 12:00 PM Monroe Manor Nursing & Rehab 3:30 PM Special Voting Deputies appointed by the City of Monroe will be administering absentee voting for the residents of these facilities for the August 14th Partisan Primary Election at the above times and places. Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot. A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 10 consecutive days before the election. The elector must also be registered in order to receive an absentee ballot. Only observers from each of the two recognized political parties whose candidates for governor or president received the greatest number of votes in the municipality at the most recent general election may accompany the deputies to each facility where absentee voting will take place. The observers may observe the process of absentee ballot distribution in the common areas of the home, facility, or complex. Each party wishing to have an observer present shall submit the name of the observer to the clerk or board of election commissioners no later than the close of business on the last business day prior to the visit. Family members of residents may be present at the time of voting.
