Permittee: Bytec Resource Management Inc Monroe, 1037 8th Ave W, Monroe, WI, 53566 Facility Where Discharge Occurs: Bytec Resource Management Inc Monroe, 1037 8th Ave West, Monroe, WI 53566 Receiving Water And Location: Groundwaters of the state located primarily in the counties of Dane, Dodge, Grant, Green, Iowa, Jefferson, Lafayette, Richland, Rock, Sauk, and Vernon. Brief Facility Description : Bytec Resource Management, Inc. (hereafter Bytec) is a contract waste hauler that provides short-term storage and landspreading of industrial wastes (Ch. NR 214, Wis. Adm. Code) from numerous confidential clients. Bytec does not manage septage waste (ch. NR 113, Wis. Adm. Code) under this WPDES permit. Bytec typically operates under two scenarios: • Wastes are received from off-site industrial generators, stored in Bytec’s tanks, and before being landspread, the tanks are mixed, the wastes are sampled, then landspread on department approved sites. No sewage sludge or septage is stored in the tanks. • Wastes are received from off-site generators and hauled directly to department-approved fields for landspreading without storage. Wastes are sampled at monthly or quarterly intervals. Bytec has 1,607 department-approved fields (~46,000 acres) for landspreading of industrial liquid waste and industrial sludge. Bytec’s approved fields are located primarily in Dane, Dodge, Grant, Green, Iowa, Jefferson, Lafayette, Richland, Rock, Sauk, and Vernon counties. Each field must comply with ss. Where designated as a reviewable surface water discharge permit, the U.S. Environmental Protection Agency is allowed up to 90 days to submit comments or objections regarding this permit determination. If no comments are received on the proposed permit from anyone, including U.S. EPA, the permit will be issued as proposed. The Department may schedule a public informational hearing if requested by any person and shall schedule a public informational hearing if a petition requesting a hearing is received from 5 or more persons or if response to this notice indicates significant public interest pursuant to s. 283.49, Wis. Stats.
