City of Monroe Common Council Minutes

CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order on Monday, June 7, 2021 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Rob Driver, Donna Douglas, Brooke Bauman, Richard Thoman, Michael Boyce, Andrew Kranig, Bryan Doyle, Joshua Binger and Mickey Beam. B. APPROVAL OF MINUTES - MAY 17, 2021 Motion made by Donna Douglas and seconded by Rob Driver to approve the May 17, 2021 minutes. On a roll call vote, Motion Passed. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR 1. Recognize Firefighters for Life Saving Actions Mary Tessendorf, Monroe Clinic RN, recognized firefighters for life saving actions on February 14, 2021 in the 2900 block of 13th Street. The firefighters recognized include Joel Faith, Brett Broge, Alex Lonien, Eric Welty, Bob Wartenweiler, and Jared Van Dellen. 2. BUSINESS PRESENTED BY DEPARTMENT HEADS Clerk Rindy shares that the first Monday in July is July 5, an observed holiday. Therefore, the first Common Council meeting in July will be held on Tuesday, July 6, 2021. J. BUSINESS PRESENTED BY THE PRESS None. K. COUNCIL OF THE WHOLE 1. Resolution Approving Permits for Use and Possession of Fireworks Motion made by Rob Driver and seconded by Richard Thoman to approve the resolution for permit to use and possession of fireworks to Monroe Park and Recreation. On a roll call vote, Motion Passed. 2. Review Resolution Post COVID-19 Recovery Action Discussion held regarding this resolution and whether it is worthy to continue. The Council has the capability to discontinue the actions of the resolution at any time. Clerk Rindy reviewed the resolution allows for businesses with delinquencies to continue to renew their licenses, covers convenience fees for online payment of utility bills. There are no businesses not actively using their liquor license and the City currently covers the cross-connection fees, so those items are no longer an issue. There is a desire to consider continuation of covering the convenience fee for online utility payments, but Council would like further information regarding this including cost and usage. The Council will revisit this item at the next meeting when more information is available regarding any delinquencies and online bill pay reports. 3. Compliance Maintenance Annual Report Supervisor Kennison summarized the CMAR. The plant received all A's in the report, and approval of this by resolution is the last step required for the report. Motion made by Rob Driver and seconded by Richard Thoman to approve the resolution accepting the Compliance Maintenance Annual Report (CMAR). On a roll call vote, Motion Passed. 4. BUSINESS: CLOSED Motion made by Rob Driver and seconded by Richard Thoman to move to closed session. On a voice vote, Motion Passed. a. Closed under Wis.
