PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS June 10, 2025 County Boardroom, Green County Courthouse, 1016 16th Ave, Monroe, WI

Chair Jerry Guth called the meeting to order at 7:00 p.m. County Clerk Voegeli introduced new County Board District 28 Supervisor Jenifer Gassman. The Clerk read the roll call with 28 present, 2 excused absences being Leonard and Sheaffer and 1 tardy being Hartwig. The board recited the Pledge of Allegiance. Motion by Thoman, seconded by Boll to approve the minutes of the May 13, 2025, meeting. Motion carried by a unanimous voice vote. Chair Guth asked for a unanimous consent from the board to move Announcements to be read before the Sheriff’s Office/Jail project presentation. There were no objections. ANNOUNCEMENTS: County Clerk Voegeli announced the New Glarus Hotel as a historical designation; there was a moment of silence for former employee Tom Moczynski who passed away; Clerk Voegeli introduced new Pleasant View Nursing Home Administrator Ryder Arians; Chair Guth announced registrations are now open for signing up for the WCA Fall Conference, and Clerk Voegeli read a statement recognizing Resolution 5-1-23 (Resolution Designating June as LGBTQ+ Pride Month in Green County). The Sheriff’s Office and Jail project budget was presented.

RESOLUTION 6-1-25 Resolution Designating County Investment Depositories

WHEREAS, pursuant to County Code section 1-11-4 provides that the Finance and Accounting Committee of the Green County Board shall consider investment of funds not needed for current use by Green County and the County Treasurer in any manner permitted pursuant to Wisconsin State Statutes 66.0603(1m), where investments and deposits may be made to the reasonable advantage of Green County and its taxpayers; and WHEREAS, pursuant to County Code section 1-11-3:B(1). Green County has elected to participate in the State of Wisconsin’s Local Government Pooled Investment Fund; and WHEREAS, County Code section 1-6-10 authorizes the Treasurer to invest county funds, provided that he or she consult with the Finance and Accounting Committee on a regular basis regarding investment policy and procedure. NOW, THEREFORE, BE IT RESOLVED by the Green County Board of Supervisors, in legal session assembled, that the Board approve the recommendation of the Finance and Accounting Committee authorizing the Treasurer to invest surplus county funds at the following depositories: Local Government Investment Pool Fund First National Bank and Trust Company Wisconsin Bank & Trust – A Division of UMB Bank Woodford State Bank HTLF Bank Marine Credit Union Summit Credit Union The Bank of New Glarus Associated Bank N.A. WHEREAS, the Finance and Accounting Committee adopted a Grant Application and Acceptance procedure at its August 2, 2005 meeting, which states that grants over ten thousand dollars ($10,000.00) shall be subject to County Board consideration before acceptance, after approval by the oversight committee and Finance Committee; and WHEREAS, County Code Section 2-12-1, entitled COUNTY BOARD APPROVAL, provides for County Board approval of programs or services within Green County which are funded by other than County funds and revenues. RESOLUTION 6-4-25 Resolution to Dissolve Aging & Disability Resource Center (ADRC) of Southwest Wisconsin and Approving the Application to Become a Single-county ADRC

WHEREAS, the Aging and Disability Resource Center (ADRC) of Southwest Wisconsin consisting of a regional consortium of Green, Iowa, Grant and Lafayette Counties started operating in June of 2008; and WHEREAS, Green County has served as the lead agency handling the contractual, financial, and program responsibilities for the regional ADRC through a contract with the Wisconsin Department of Health Services and each member County; and WHEREAS, Green County has appreciated and benefitted from the relationship with Iowa, Grant, and Lafayette Counties; and WHEREAS, in FY2024 the Wisconsin Department of Health Services changed the funding formula for ADRCS removing a financial incentive to be part of a Regional ADRC; and WHEREAS, the Human Services Board reviewed Green County’s participation in the Regional ADRC as part of an ongoing review of non-mandated programs and explored multiple options from remaining in the Regional ADRC, reducing Regional ADRC Staff to 1.0 FTE, and withdrawing from the ADRC; and WHEREAS, after evaluating the pros and cons of each model it was determined that Green County would be best served as a Single County ADRC fully integrated with Aging Services and to withdraw from the ADRC of Southwest Wisconsin; and WHEREAS, the ADRC of Green County and Human Services Administration Division are well equipped to handle the financial and programmatic planning and reporting for the ADRC of Green County that is currently handled by the Regional Office; and WHEREAS, this change will have no impact on the Wisconsin Department of Health Services funding allocation for the ADRC in Green County and will direct funding that was put towards the Regional ADRC to local programs and services. NOW, THEREFORE, BE IT RESOLVED that the Green County Board of Supervisors approves the Dissolution of the ADRC of Southwest Wisconsin effective 12/31/2025; and BE IT FURTHER RESOLVED that Green County Human Services be authorized to apply to operate a Single County ADRC fully integrated with Aging Services effective 1/1/2026; and BE IT FURTHER RESOLVED that Green County Human Services be authorized to enter into a shared services agreement with another County for the purposes of having a full-time Dementia Care Specialist (DCS) effective 1/1/2026. RESOLUTION 6-5-25 Resolution Approving IT Contract (Over $150,000)

WHEREAS, County Code Section 1-11-2, entitled COUNTY PURCHASES AND CONTRACTS, provides for review, approval and execution of all County contracts and purchases necessary to carry out approved budget operations; and WHEREAS, Section 1-11-2(A)(3) STATES: Cost or price in excess of one hundred and fifty thousand dollars ($150,000.00), recommendation by the appropriate department head and the supervisory committee to the full County Board with approval by the full Board before the purchase is made. Execution of the contract documents shall be by the Green County Board Chair and the appropriate Committee Chairperson, after the document has been reviewed by the Green County Corporation Counsel. Resolution No. 6-6-25 INITIAL RESOLUTION AUTHORIZING GENERAL OBLIGATION PROMISSORY NOTES FOR A JAIL FACILITY AND LAW ENFORCEMENT CENTER PROJECT AND HIGHWAY PROJECTS

WHEREAS, Green County, Wisconsin (the "County") is in need of an amount not to exceed $86,130,000 for public purposes, including designing, constructing and equipping a new county jail facility and law enforcement center and various campus-wide site improvements along with any demolition and/or relocation of existing structures necessitated thereby as well as Highway projects (collectively, the "Project"); WHEREAS, general obligation promissory notes may be issued under Section 67.045, Wis. Stats., if the County Board of Supervisors adopts a resolution to issue the debt by a vote of at least three-fourths of its members-elect; WHEREAS, it is desirable to authorize the issuance of general obligation promissory notes in an amount not to exceed $86,130,000 to pay costs of the Project pursuant to Chapter 67 of the Wisconsin Statutes; NOW, THEREFORE, BE IT RESOLVED by the Green County Board of Supervisors that the County borrow an amount not to exceed $86,130,000 by issuing its general obligation promissory notes for the public purpose of financing the Project. There be and there hereby is levied on all the taxable property in the County a direct, annual irrepealable tax in such years and in such amounts as are sufficient to pay when due the principal and interest on such notes.
