PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS June 8, 2021 County Boardroom, Green County Courthouse, 1016 16th Ave, Monroe, WI

Arthur Carter, Chair, called the meeting to order at 7:00 p.m. The Clerk read the roll call with 29 present and 2 absent being Maresch and Borowski. The Board recited the Pledge of Allegiance. Motion by Neuenschwander, seconded by Roth to approve the minutes of the May 11, 2021, meeting. Motion carried by a unanimous voice vote. The Land and Water Resource Management Plan was given by Land Conservationist Todd Jenson, Conservation Technician Austin Loeffelholz and Soil Conservationist Tonya Gratz. Motion by Leonard, seconded by Williams to approve the Land and Water Resource Management Plan. Motion carried by a unanimous voice vote. Land Conservationist Todd Jenson presented the Land and Water Conservation annual report. Motion by Leonard, seconded by Thoman to accept the report. Motion carried by a unanimous voice vote. Pleasant View Administrator Terry Snow presented the Pleasant View Nursing Home annual report. Motion by Hanson, seconded by Rufenacht to accept the report. Motion carried by a unanimous voice vote. There were public comments on Ordinance 21-0601 (Creating All-Terrain Vehicle and Utility-Terrain Vehicle Trail Crossings and Routes on County Trunk Highways in Green County). ORDINANCE 21-0601 Creating All-Terrain Vehicle and Utility-Terrain Vehicle Trail Crossings and Routes on County Trunk Highways in Green County WHEREAS, the Green County Highway Committee is charged with the duty to receive and make recommendations for Green County upon all highway matters referred to them; and WHEREAS, the Green County Highway Committee believes it is in the interest of Green County to open up certain county trunk highways for use by all-terrain vehicles (ATV) and utility-terrain vehicles (UTV); and WHERES, in order to accomplish this the State of Wisconsin requires the County Board of Supervisors to adopt an ordinance to create a route upon which ATV/UTVs may travel on certain designated county trunk highways; NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that Title 8, Chapter 2 of the Green County Code be created as is attached to this Ordinance. No action was taken and the motion died due to a lack of a vote. Motion by Furgal, seconded by Roth to postpone Ordinance 06-0201 until the next county board meeting. Motion carried by a unanimous voice vote with nays being: Leonard, Torkelson, Thoman, Olson and Williams. ORDINANCE 21-0602 Modification Regarding County-Owned Bank Accounts WHEREAS, the Green County Finance and Accounting Committee has oversight over financial matters in the County; and WHEREAS, the Green County Finance and Accounting Committee has reviewed Title 1 as it applies to the procedure for opening, closing and reconciling bank accounts. NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that the following addition be made to Title 1, Chapter 11 of the Green County Code: 1-11-13: COUNTY-OWNED BANK ACCOUNTS The purpose of this section is to establish authority for opening, closing and reconciling any and all bank accounts owned by the County of Green, Green County, or that use the County’s IRS Employer Identification Number. A. No account owned by the County of Green, Green County, or an account using the County’s IRS Employer Identification Number shall be opened, maintained or closed without the prior written authorization of the Green County Treasurer and/or the Finance Director. B. No account owned by the County of Green, Green County, or an account using the County’s IRS Employer Identification Number shall be opened at a financial institution that is not listed on the annual required Resolution Designating County Investment Depositories. C. Any account owned by the County of Green, Green County, or an account using the County’s IRS Employer Identification Number or that contains funds owned by Green County must list the Green County Treasurer as an authorized signatory. Any account that does not list the Green County Treasurer as an authorized signatory is void and upon notice from the Green County Treasurer and the Green County Clerk the investment depository shall close the account and return the funds to the Green County Treasurer. This does not apply to accounts to which the Green County Clerk of Courts is an authorized signatory. D. All correspondence, statements, documents or other transmittals in any form from investment depositories concerning an account owned by the County of Green, Green County, or an account using the County’s IRS Employer Identification Number must be emailed or delivered directly to the Green County Treasurer. E. All investment depositories and other financial institutions in Green County that hold monetary funds for individuals and businesses shall be notified of this section of the Code within 10 days after its effective date. Each investment depository and financial institution shall provide a list of each account owned by the County of Green, Green County, or an account using the County’s IRS Employer Identification Number to the Green County Treasurer within 30 days of the request. F. All accounts owned by the County of Green, Green County, or an account using the County’s IRS Employer Identification Number shall be closed no later than 60 days after the effective date of this section unless the investment depository or financial institution receives written authorization from the Green County Treasurer and/or the Finance Director stating that the account may remain open. G. Failure to comply with any part of this section may result in a designated investment depository losing its designation. RESOLUTION 6-1-21 Resolution Approving Highway Purchase in Excess of $75,000 WHEREAS, County Code Section 1-11-2, entitled COUNTY PURCHASES AND CONTRACTS, provides for review, approval and execution of all county contracts and purchases necessary to carry out approved budget operations; and WHEREAS, Section 1-11-2(A)(4) states: Cost or price in excess of seventy-five thousand dollars ($75,000.00), recommendation by the appropriate department head and the supervisory committee to the full County Board and approval by the full Board before the purchase is made. RESOLUTION 6-2-21 Resolution Creating Human Services Position WHEREAS, County Code 1-7-4 directs and charges the Personnel and Labor Relations Committee with the responsibility for considering and recommending requests for employee reclassification, creation and description of new positions and associated grades. NOW, THEREFORE, BE IT RESOLVED, by the Green County Board of Supervisors, in legal session assembled, that the Board consider the recommendation of the Personnel and Labor Relations Committee for the following new position at Human Services: Unit: Children’s Long-Term Support/Birth-3 Title: CLTS Case Worker Grade: 61, Human Services Payroll Group Status: Full-time 40 hrs per week, nonexempt Minimum/Maximum Hourly Rate: $19.28/$22.77 Benefits: All county fringe benefits Effective Date: June 8, 2021 Tax Levy: $00.00 SIGNED: PERSONNEL AND LABOR RELATIONS COMMITTEE Arthur Carter, Chair Jerry Guth, Vice-Chair Herb Hanson Harvey Mandel Kristi Leonard Erica Roth Richard Thoman Motion by Hanson, seconded by Guth to approve Resolution 6-2-21. The Register of Deeds annual report and Land and Water Conservation Resource Management Plan were distributed. Motion by Thoman, seconded by Gundlach to appoint Ted Fahey and Calvin Wasserstrass to the Board of Adjustment for a three-year term expiring on July 1, 2024.
