PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS June 11, 2024 County Boardroom, Green County Courthouse, 1016 16th Ave, Monroe, WI

Chair Jerry Guth called the meeting to order at 7:01 p.m. The Clerk read the roll call with 29 present and 2 excused absences being Boll and Oemichen. The Board recited the Pledge of Allegiance. Chair Jerry Guth presented retiring Sheriff Jeff Skatrud with a Recognition of Service plaque. Malayna Halvorson Maes from McGrath Human Resources Group presented the Compensation, Classification, and Benefits Study Final Report. Motion by Roemer, seconded by Furgal to receive the aforementioned report. Motion carried by a unanimous voice vote. Public Health Director RoAnn Warden presented Public Health Annual Report. Motion by Kubly, seconded by Rufenacht to receive the Public Health Annual Report. Motion carried by a unanimous voice vote. Troy Maggied presented the Southwestern Wisconsin Regional Planning Commission (SWWRPC) Annual Report. Motion by Roth, seconded by Hoesly to receive the SWWRPC Report. Motion carried by a unanimous voice vote. Victoria Solomon gave an overview of past studies on groundwater to the new county board. Kevin Masarik gave an updated report on the groundwater quality trend. Motion by Schwartz, seconded by Wilke to receive the report. Motion carried by a unanimous voice vote. Motion by Carlson, seconded by Gundlach to approve the minutes of the May 14, 2024, meeting. Motion carried by a unanimous voice vote.

RESOLUTION 6-1-24 Resolution Designating County Investment Depositories

WHEREAS, pursuant to County Code section 1-11-4 provides that the Finance and Accounting Committee of the Green County Board shall consider investment of funds not needed for current use by Green County and the County Treasurer in any manner permitted pursuant to Wisconsin State Statutes 66.0603(1m), where investments and deposits may be made to the reasonable advantage of Green County and its taxpayers; and WHEREAS, pursuant to County Code section 1-11-3:B(1). Green County has elected to participate in the State of Wisconsin’s Local Government Pooled Investment Fund; and WHEREAS, County Code section 1-6-10 authorizes the Treasurer to invest county funds, provided that he or she consult with the Finance and Accounting Committee on a regular basis regarding investment policy and procedure. NOW, THEREFORE, BE IT RESOLVED by the Green County Board of Supervisors, in legal session assembled, that the Board approve the recommendation of the Finance and Accounting Committee authorizing the Treasurer to invest surplus county funds at the following depositories: Local Government Investment Pool Fund First National Bank and Trust Company Wisconsin Bank & Trust – A Division of HTLF Bank Town Bank Woodford State Bank HTLF Bank Marine Credit Union Summit Credit Union The Bank of New Glarus Associated Bank N.A. RESOLUTION 6-2-24 RESOLUTION TO APPROVE A NEW COMPENSATION AND CLASSIFICATION PLAN FOR GREEN COUNTY

WHEREAS, the Personnel and Labor Relations Committee has general jurisdiction over wages and benefits of all Green County (hereinafter “County”) employees; and WHEREAS, the County currently has eight non-union wage scales, which creates a number of issues; therefore, it is prudent for the County to review its pay plans and develop a uniform method for compensating its employees and create a Unified Salary Schedule for all its non-union employees; and WHEREAS, McGrath Human Resources Group, Inc, (hereinafter “Consultant”), an organization that specializes in public sector consulting, was commissioned by the County to conduct a Classification, Compensation, and Benefits Study; and WHEREAS, as recommended by the Consultant, the Committee approved combining all eight non-union pay schedules into one Unified Salary Schedule (exclusive of the Sheriff’s Department Union positions), consisting of 21 Pay Grades with a 6.5% wage difference between the Pay Grades, with each Grade having 11 steps, and with a 2.5% wage increase between each next step in the Grade; and WHEREAS, the Committee further recommends the newly recommended compensation structure be implemented on July 7, 2024; and WHEREAS, the Consultant has also recommended the following: 1. Employees should receive an annual cost of living adjustment, as budgeted by the County Board, in an effort to keep the pay scale relevant within the market. 2. On January 1 of each year, employees receive a one-step increase. Employees will no longer receive step increases on their anniversary dates. 3. New employees hired between January 1 and June 30 will receive a one-step increase the following January 1. New employees hired between July 1 and December 31 will not receive a one-step increase the following January 1 but will receive a one-step increase the next January 1. NOW, THEREFORE, BE IT RESOLVED, by the Green County Board of Supervisors, in legal session assembled, the Green County Board of Supervisors hereby authorizes and directs the adoption and implementation of the recommended Unified Salary Schedule made by the Consultant to replace the existing employee compensation structures, excepting the employee compensation structure for the Sheriff’s Department Union positions and the compensation structure for the County’s Elected Officials, effective July 7, 2024; and BE IT FURTHER RESOLVED, that all prior pay plans, job titles, descriptions, and specifications for the affected employees are hereby rescinded and abolished effective 11:59 p.m. July 6, 2024; and BE IT FURTHER RESOLVED, that the implementation of these compensation structures will be accomplished by moving employees to the step closest to their current rate of pay without taking a cut in pay; and BE IT FURTHER RESOLVED, that if financially feasible, employees should receive an annual cost of living adjustment, as budgeted by the County Board, in an effort to keep the pay scale relevant within the market; and BE IT FURTHER RESOLVED, that employees entitled to a step increase will receive the increase on January 1 of each year and the practice of anniversary date step increases is abolished; and BE IT FURTHER RESOLVED, that new employees hired between January 1 and June 30 will receive a one-step increase the following January 1. New employees hired between July 1 and December 31 will not receive a one-step increase the following January 1 but will receive a one-step increase the next January 1; and BE IT FURTHER RESOLVED, that the additional recommendations made by the Consultant will be reviewed and evaluated by the Employee Salary and Benefits Subcommittee, who will submit recommendations to the Personnel and Labor Relations Committee for further action. Resolution 3-1-22 (Resolution Designating County Elected Officers Salaries) was clarified with the following verbiage: “Proposed Salaries 2024, 2025, 2026 – Each Official: Current Year Salary plus Percentage of Cost of Living Increase Awarded to Department Heads.” Motion by Leonard, seconded by Torkelson to approve the language clarification. ORDINANCE 24-0601 Modifications Regarding Job Positions

WHEREAS, the Green County Personnel and Labor Relations Committee has general supervision over County personnel policies; and WHEREAS, after review of the Green County Code, the Green County Personnel and Labor Relations Committee has indicated that the Green County Code is in need of updating; and NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that the following modification be made to Title 1 of the Green County Code: 1-9-4: EMPLOYEE JOB POSITIONS AND WAGES The Personnel and Labor Relations Committee is delegated the responsibility to continually review the Employee Handbook, compensation wage scales, number of authorized job positions and all other employee and wage related matters in the County. 1-9-3: JOB POSTING A. All job openings which are not filled from within the particular department are to be posted on the Green County website job link and on the Green County job board for a minimum of seven working days. For positions where equally qualified candidates apply, preference may be given to the County employee. This Section shall apply to all vacancies in existing positions within the County as well as for newly created positions. B. All departments, at their discretion, may maintain and keep an applicant’s application and/or resume for a maximum of 12 months. Future vacancies not filled from within the particular department may be filled from said database with or without the need for further interviews at the discretion of the department head. (Ord. 21-0701, 7/13/2021) 1-9-4: EMPLOYEE JOB POSITIONS AND WAGES The Personnel and Labor Relations Committee is delegated the responsibility to continually review the Employee Handbook, compensation wage scales, number of authorized job positions and all other employee and wage related matters in the County. A. Job Position Creation or Elimination – All job position creation or elimination shall be made by the Green County Board of Supervisors upon the recommendation of the Personnel and Labor Relations Committee. All new position creations will be presented to the Personnel and Labor Relations Committee by the Human Resources Director at the request of the Department Head following discussion and consultation with an approved third-party compensation expert. The final approval of all job position creation and eliminations shall be made by the Green County Board of Supervisors upon the recommendation of the Personnel and Labor Relations Committee. B. Amendments to the Employee Handbook – Amendments to the Employee Handbook may shall be made approved by the Personnel and Labor Relations Committee as presented by the Human Resources Director. The Personnel and Labor Relations Committee may, in its sole discretion, submit the proposed amendments to the Green County Board of Supervisors for consideration. C. Cost of Living Adjustments – Any annual across the board cost of living adjustment shall be determined by the Personnel and Labor Relations Committee, after review and recommendation by the Finance Committee, and included in the annual budget for consideration by the Green County Board of Supervisors. D. Job Position Wage Grade Reclassifications – All job position wage grade reclassifications shall be made approved by the Personnel and Labor Relations Committee upon the recommendation of the Human Resources Director based upon consultation with an approved third-party compensation expert. on its own initiative or upon recommendation of the job position’s department oversight committee, if any. The Personnel and Labor Relations Committee may, in its sole discretion, submit the proposed job position wage grade reclassification(s) to the Green County Board of Supervisors for consideration. E. Wage Grade Step Increases – The Personnel and Labor Relations Committee may move an employee along the minimum and maximum steps in that employee’s wage grade on its own initiative or upon recommendation of the employee’s department oversight committee, if any. An employee shall be placed or move along the wage grade steps based upon the wage and benefit study or as recommended by the Human Resources Director with the Personnel and Labor Relations Committee providing final approval for any out of sequence movement or above Step F placement. F. Shift Differential Pay – The Green County Sheriff’s Department and Pleasant View Nursing Home traditionally offer shift differential pay to encourage employees to work certain shifts and certain days of the week. Any modifications to the amounts paid shall be made by the Personnel and Labor Relations Committee upon recommendation of the department oversight committee. The Personnel and Labor Relations Committee may, in its sole discretion, submit the proposed shift differential amount change to the Green County Board of Supervisors for consideration. G. Modification of Job Position Descriptions – The Personnel and Labor Relations Committee may modify an employee’s job position description on its own initiative or upon recommendation of the employee’s department oversight committee, if any. The Human Resources Director or Department Head may modify an employee’s job description as needed to ensure it is updated and accurate All official job descriptions shall be maintained in the Human Resources Department.
