A. CALL TO ORDER The Common Council meeting was called to order by Mayor Douglas at 6:30 PM on Monday, May 19, 2025. B. PLEDGE OF ALLEGIANCE C. ROLL CALL Present in person were Mayor Donna Douglas, Lynne Kleven, Tom Miller, Heidi Treuthardt, Corinne Wartenweiler, Matt Sheaffer, Craig Franke, and Dylan McGuire. Absent was Craig Franke and Richard Thoman. D. CORRECTION OF MINUTES - MAY 5, 2025 The minutes from May 5, 2025, were accepted as presented. E. PRESENTATIONS OF PETITIONS AND COMMUNICATION F. BUSINESS BY MAYOR Mayor Douglas paused for a moment of silence in honor of Alder Mary Jane Grenzow. 1. Appointment of the Salary & Personnel Committee Chair Mayor Douglas appointed Alder Franke as Chair of the Salary & Personnel Committee. Alder Craig Franke joined the meeting at 6:33 PM. G. COUNCIL OF THE WHOLE 1. 2024 Final Audit Presentation Justin Hoagland from Baker Tilly presented the 2024 final audit, reviewing the reports and financial statements. The Council was given the opportunity to ask questions. 2. Discussion Regarding Filling the Current Alderperson at Large Vacancy on the City Council and Setting a Deadline for Accepting Nomination Papers Administrator Rindy reviewed the procedures for filling an Alderperson vacancy. It was recommended that applications be submitted by Friday, June 27th. A motion was made by Miller, seconded by Treuthardt, to set the deadline for Alderperson vacancy nomination paperwork for Friday, June 27, 2025.. BUSINESS PRESENTED BY ALDERPERSONS Alder Sheaffer inquired about the Richardland Heights PDF and its intended audience. Administrator Rindy reviewed the flyer. Alder Sheaffer expressed that he liked its simplicity but felt it was a bit too high-level. Alder Franke commented that the flyer could help guide the public and inquired about the level of participation in the 2015 public participation survey. Alder Miller noted that the Farmer's Market has started and reminded the Council about the Main Street Monroe Kickoff event on May 31st. He also shared that the parks on the Square is progressing well and thanked everyone involved for their hard work. Mayor Douglas thanked the department heads and alderpersons for attending the meeting and for their continued support of the city. R. BUSINESS PRESENTED BY DEPARTMENT HEADS Administrator Rindy provided an update on upcoming Council meetings. The next committee meetings have been rescheduled to Tuesday, May 27. Additionally, a special Council meeting will be held on June 16th at 5:00 PM for the purpose of a City tour. S. BUSINESS PRESENTED BY THE PRESS T.
