ADVERTISEMENT TO BID INCINERATOR DEMOLITION CITY OF MONROE, WI

The City of Monroe will accept sealed bids for the Incinerator Demolition project until 10:00 a.m. on Thursday, May 30, 2019 at the City of Monroe, City Clerk’s Office, City Hall, 1110 18th Avenue, Monroe, Wisconsin 53566, at which time they will be publicly opened and read aloud. The work under this contract shall consist of: Demolition of the City’s trash incinerator building and foundations, burn chamber removal and disposal, tree removal, backfill, topsoil, minor grading, site restoration, and all incidental items necessary to complete the work as shown on the plans and included in the proposal and contract. Completed Bidders Proof of Responsibility forms must be submitted at least five (5) calendar days prior to bid opening. Bidders Proof of Responsibility forms are required once per calendar year. Bidders not submitting said forms at least five (5) days prior to Bid opening may be considered non-responsive and their bids may not be read. Bidders should submit a base bid as a lump sum value for the work outlined in the bid documents. Each bid shall be accompanied by a certified check, or bank draft, payable to the City of Monroe, or satisfactory bid bond, in the amount of 5% of the gross bid as a guarantee that if the bid is accepted as the successful bid, such successful bidder will execute and file the proper Contract and Performance Bond within the time limit specified by the City of Monroe. NO CASH OR PERSONAL CHECKS WILL BE ACCEPTED. NOTE: SUBMITTAL OF A PERFORMANCE BOND IS REQUIRED. If the Successful Bidder fails to file an executed Contract and Performance Bond with the City, the Bid Bond will be executed, and its face value will be forfeited to the City as liquidated damages. Reason for Modification: On April 25, 2019, the permittee requested the Department modify the permit to authorize the permittee to accept wastes from off-site sources for the purposes of generating more biogas from the recently constructed centralized anaerobic digester. The modified permit now includes an “Influent” section with appropriate requirements to regulate acceptance of various wastes generated off-site of the Juda facility. Also included in this modification is a revision and clarification of the WET testing schedule for the facility. Persons wishing to comment on or object to the proposed permit action, or to request a public hearing, may write to the Department of Natural Resources at the permit drafter’s address. All comments or suggestions received no later than 30 days after the publication date of this public notice will be considered along with other information on file in making a final decision regarding the permit. Anyone providing comments in response to this public notice will receive a notification of the Department’s final decision when the permit is issued. The Department may schedule a public informational hearing if requested by any person and shall schedule an informational hearing if a petition requesting a hearing is received from 5 or more persons or if response to this notice indicates significant public interest pursuant to s. 283.49, Stats. Information on requesting a hearing is at the above web link. Limitations and conditions which the Department believes adequately protect the receiving water are included in the proposed permit. Information on file for this permit action, including the draft permit, fact sheet and permit application, may be reviewed on the internet at the above web link or may be inspected and copied at the permit drafter’s office during office hours. Information on this permit may also be obtained by calling the permit drafter or by writing to the Department.
