TOWN OF MONROE SEALED ROADWORK BIDS (LRIP)

The Town Board of the Town of Monroe will accept sealed bids until 5:00 p.m., Saturday, May 28, 2022. Bids may be mailed to Town of Monroe, Attn: Duane Zimmerman, W6577 Wald Road, Monroe, WI 53566. Bid is to: Pave a 21’ wide road in two lifts using 3LT at 2.25” on the first lift and 4LT at 2.25” on the final lift. The shoulders would be 2’ on each side. Pulverize 3,870’ of roadway, shape, compact and overlay with hot mix asphalt in two lifts with final compaction of 4.5”. Apply a tack oil coat between lifts. A two week separation between the two lifts being applied is needed. For specifications please contact: Duane Zimmerman, Town Chair at 608-214-6793. All roadwork must be completed by 9/1/22. CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Douglas on Monday, May 2, 2022 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Josh Binger, Brooke Bauman, Richard Thoman, Andrew Kranig, Chris Schindler, Heidi Treuthardt, Mary Jane Grenzow and Lynne Hardy. B. CORRECTION OF MINUTES 1. April 18, 2022 and April 19, 2022 Minutes The April 18, 2022 and April 19, 2022 minutes were accepted as posted. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR Mayor Douglas proclaimed May as national registered nurses’ month and recognized the nurses for their profession and health care services for the community. Monroe Clinic nurses were present and recognized for their service in the nursing profession. Mayor Douglas recognized awards presented at the recent State Main Street Awards banquet. Main Street Volunteer of the Year Steven Moon is recognized as one of only 17 volunteers awarded this by the State Main Street. Zodica Perfumery was recognized as a 2021 Main Street Award for the best business success in 2021. Kevin and Kelsey Visel owners of Sunrise Bakery were recognized for receiving honorable mention award for best façade rehabilitation project over $20,000. 1. Presentation of Restored Fire Department Banner by Questors The Questors presented a restored Fire Department Banner to the City of Monroe and Mayor Douglas. The Questors members were introduced and the history of the banner was shared. They are thankful for the opportunity to provide the services for the Monroe Fire Department. Mayor Douglas extends gratitude on behalf of the City of Monroe to the Questors. E. APPEARANCES BY CITIZENS - city residents must register with City Clerk prior to the meeting to be allowed to speak Robert J Witt of 2116 11th Street spoke on the topic regarding the City of Monroe code and Wisconsin Statutes related to dogs at large. He has been cited twice for this issue recently. He requests further clarification and review of the language regarding having control of your dog with and without being leashed. F. CONSENT AGENDA 1. Resolution Approving "No Parking Zone" in the 1700 Block of 12th Street Alder Binger inquires on the history for the removal of the "No Parking Zone" in the 1700 block of 11th Street. It was originally put in place for the Wisconsin Cheese Group, however the operations shifted and there are no longer milk trucks needing to park nearby. Therefore, the other local businesses have asked for this to be removed and allow for greater parking opportunities. Motion made by Andrew Kranig and seconded by Brooke Bauman to approve the resolution removing the "No Parking Zone" in the 1700 block of 12th Street. On a roll call vote, Motion Passed. H. Set Public Hearing for May 16, 2022 - Ordinance Repealing and Recreating Subsection 7-6-6 of the Monroe City Code: Painting or Color Coding of Fire Hydrants Public hearing is set for May 16, 2022 to consider the ordinance repealing and recreating subsection 7-6-6 of the Monroe City Code: Painting or Color Coding of Fire Hydrants. J. FINANCE AND TAXATION COMMITTEE 1. Resolution Approving Utilization of American Recue Plan Act (ARPA) Funds and Capital Reserve Funds for the Approved Purchase of the Monroe Fire Department Aerial Ladder Truck Alder Binger inquires if the ARPA funds are one of the grants applied for. City Administrator Lothspeich advises one of the grants that were applied for the funding of the aerial ladder truck will no long be eligible as it is only applicable for future expenses. The FEMA grant applied for by former MFD Chief Erb is still eligible for award, as it may be used for reimbursement. Motion made by Brooke Bauman and seconded by Heidi Treuthardt to approve the resolution authorizing the use of the American Rescue Plan Act Funds and Capital Reserve funds for the approved purchase of the Monroe Fire Department aerial ladder truck. On a roll call vote, Motion Passed. K. SALARY AND PERSONNEL COMMITTEE 1. Resolution Setting Salary for Interim Fire Chief Alder Kranig inquires if the salary varies from the last time he was appointed as the interim Fire Chief. The pay rate for the prior appointment of Interim Chief was based on 20 hours per week versus the average of hours actually spent working as Interim Chief in the fall of 2021. Therefore, the current rate is based off of 33 hours per week. Motion made by Joshua Binger and seconded by Lynne Hardy to approve the resolution setting the salary for Interim Fire Chief. On a roll call vote, Motion Passed. L. AIRPORT BOARD OF MANAGEMENT 1. Monroe Municipal Airport 2022 Operations Agreement This is an extension of the current agreement that has been in place for many years with Touch & Go Aviation. There are no changes from the prior year's agreement. Motion made by Joshua Binger and seconded by Andrew Kranig to approve the Monroe Municipal Airport Operations Agreement for an extension through 2022. On a roll call vote, Motion Passed. 2. Resolution Approving Bond and Note Approval for Wisconsin Department of Transportation Bureau of Aeronautics Contract for Airport Improvement Alder Binger shares the total sum for all airports is the $1,047,380.10, while the Monroe Municipal Airport portion is $62,400, and the City is only responsible for $3,120 of that total amount. Motion made by Joshua Binger and seconded by Chris Schindler to approve the bond and note approval for Wisconsin Department of Transportation/Bureau of Aeronautics contract for airport improvement project.
