PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS May 9, 2023 County Boardroom, Green County Courthouse, 1016 16th Ave, Monroe, WI

Jerry Guth, Chair, called the meeting to order at 7:00 p.m. Corporation Counsel Brian Bucholtz read a statement on the rules of decorum. The Clerk read the roll call with 30 present and 1 Tardy being Hartwig. The Board recited the Pledge of Allegiance. Zoning Administrator Adam Wiegel presented the Land Use and Zoning Annual Report. Motion by Schwartz, seconded by Schafer to receive the Land Use and Zoning annual report. Motion carried by a unanimous voice vote. Motion by Mandel, seconded by Boll to approve the April 18, 2023, meeting, with an amendment for approval of the appointments. Motion carried by a unanimous voice vote. There was no action taken on the county-wide strategic planning. RESOLUTION 5-1-23 Resolution Designating June as LGBTQ+ Pride Month in Green County WHEREAS, LGBTQ+ Pride Month is celebrated throughout the US, and in many countries around the world, each year in the month of June to commemorate the Stonewall uprising of June 1969; and WHEREAS Green County is committed to justice, inclusion, equality, and freedom from discrimination for all people, regardless of age, gender identity, race, ethnicity, religion, marital status, national origin, sexual orientation, or physical abilities; and WHEREAS Green County embraces its responsibility to ensure that the County’s employment practices and work environments are respectful and free from discrimination for all people; and WHEREAS Green County acknowledges that LGBTQ+ individuals have contributed immeasurably to the economic prosperity and cultural vitality of our community; and WHEREAS Surveys conducted by the Centers for Disease Control and Prevention and Gallup polling indicate that 3.8% of Wisconsin’s population identifies as LGBTQ+ ; and assuming that state statistics hold true locally, more than 1,400 Green County residents identify as LGBTQ+; and WHEREAS the LGBTQ+ community continues to be the target of lingering social stigmas, suffering manifest discrimination in e.g., the areas of education, employment, health care and housing, and numerous studies have documented that inequities experienced by LGBTQ+ individuals result in e.g., poverty, homelessness, violence, mental health issues, and substance abuse concerns ; and WHEREAS LGBTQ+ youth are at increased risk of experiencing anxiety, depression, bullying and suicide compared to their peers ; NOW, THEREFORE, BE IT RESOLVED that the Green County Board of Supervisors does hereby proclaim June as LGBTQ+ Pride Month in Green County, starting with June 2023 and for every year thereafter. BE IT FURTHER RESOLVED that the Green County Board encourages residents to learn about the contributions of LGBTQ+ people in Green County and reflect on ways that we can live and work together with a commitment to mutual respect and understanding. BE IT FURTHER RESOLVED that this Resolution shall be effective immediately upon its passage and publication. RESOLUTION 5-2-23 Resolution Approving Human Services Contracts (Over $75,000) WHEREAS, County Code Section 1-11-2, entitled COUNTY PURCHASES AND CONTRACTS, provides for review, approval and execution of all County contracts and purchases necessary to carry out approved budget operations; and WHEREAS, Section 1-11-2(A)(3) STATES: Cost or price in excess of seventy-five thousand dollars ($75,000.00), recommendation by the appropriate department head and the supervisory committee to the full County Board with approval by the full Board before the purchase is made. RESOLUTION 5-3-23 Resolution Approving Expenditure of ARPA Funds WHEREAS, the American Rescue Plan Act of 2021 (ARPA), was signed into law by President Biden on March 11, 2021, to speed up the United States’ recovery from the economic and health effects of the COVID-19 pandemic; and WHEREAS, the plan allocates $350 billion to help state, local, and tribal governments, with the County of Green receiving $7.17 million and Green County municipalities receiving a little over $3.6 million; and WHEREAS, a community survey was conducted in the spring of 2021 for those who lived or worked in Green County to help officials make decisions regarding ARPA funds; and WHEREAS, the survey identified sustainability, fiscal responsibility, equity, accessibility, and efficiency as the top 5 values that local officials should consider when making decisions surrounding the American Rescue Plan; and WHEREAS, in the fall of 2021, the Finance and Accounting Committee acted on the creation of an ARPA Ad Hoc Committee to create a participatory way for community members to submit ideas; and WHEREAS, the ARPA Ad Hoc Committee met several times in 2022 to review ideas and proposals for consideration by the Finance and Accounting Committee; and WHEREAS, the ARPA Ad Hoc Committee has concluded their fact-finding and information gathering process and has prepared a final report to the Finance and Accounting Committee; and WHEREAS, the Finance and Accounting Committee has reviewed the final report from the ARPA Ad Hoc Committee and voted to approve expenditure of ARPA funds for the following project: NOW, THEREFORE, BE IT RESOLVED by the Green County Board of Supervisors, in legal session assembled, that the Board approves the recommendation of the Finance and Accounting Committee to allocate and use up to $400,000 of ARPA funds to fund the aforementioned projects.
