Bid Opening: Thursday, May 27, 2021 at 1:00 p.m., C.S.T. The Pleasant View Nursing Home will receive sealed bids via the online electronic bid service through QuestCDN VBid online bidding or by sealed paper copy. Sealed paper bids shall be delivered to the Pleasant View Nursing Home located at N3150 State Hwy 81, Monroe, WI 53566 for the Pleasant View Nursing Home Facility Renovation. Both electronic and paper bids will be publicly opened and read aloud on Thursday, May 27, 2021 at 1:00 p.m., C.S.T. Description of Work: This Project consists of full window replacements and exterior metal panel installation, as well as existing restroom renovations and the construction of accessible restrooms. Work includes, but is not limited to, all demolition, framing, finishes, electrical, HVAC and plumbing. Bids shall be on a lump sum price basis with Alternates. Printed Bidding Documents may be obtained from the Issuing Office during the hours indicated above for a non-refundable deposit of $145.00, including shipping, upon Issuing Office’s receipt of payment for the Bidding Documents. Consideration of Bids: No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least five percent (5%) of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the Bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the Bidder as soon as the contract is signed. If after 15 days the Bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. The OWNER reserves the right to increase or decrease the quantity of any item or portion of the work, or to omit portions of the work, as may be deemed necessary by the OWNER, and the same shall in no way affect or make void the contract, except that additions to, or deductions from, the contract price will be appropriately made. The OWNER reserves the right to waive any informalities, or to reject any or all bids, or any part of a bid, and to award the Contract to the Bidder, who in the judgment of the OWNER, will best serve the interest of the OWNER. A pre-bid conference will be conducted on site on Thursday, May 13, 2021 at 1:00 p.m., C.S.T. Bidders will not be prequalified. Additional Conditions: The letting of the work described herein is subject to the provisions of Sections 62.15, 66.0901, and 66.0903(1m) of the Wisconsin Statutes. This project is funded in part by a Community Development Block Grant CLOSE for Public Facilities (CDBG CL-PF) from the Wisconsin Department of Administration using federal CDBG funds. Wage Rates: The Contract shall be subject to Section 66.093 of the Wisconsin Statutes pertaining to municipal wage scales and Federal Davis-Bacon wage rates. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. Any contract or contracts awarded under this Advertisement for Bids may be funded in part by a grant from Community Development Block Grant Program. Minimum salaries and fringes to be paid on the Project shall be in accordance with the prevailing wage rate determination established by the Federal Department of Labor (DOL). Attention is also called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this Project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class.
