CALL TO ORDER FOR THIS MEETING
The Common Council meeting was called to order by Mayor Douglas on Monday, April 15, 2024, at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Richard Thoman, Tom Miller, Lynne Kleven, Heidi Treuthardt, Mary Jane Grenzow, Corinne Wartenweiler, and Kyle Knoll. Absent was Alder Andrew Kranig. B. CORRECTION OF MINUTES - APRIL 1, 2024 The April 1, 2024, minutes were accepted as presented. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION D. COMMENTS/QUESTIONS ON TREASURER'S REPORT (2ND REGULAR MEETING OF EACH MONTH) 1. Treasurer's Report The treasurer's report was accepted as presented. H. JUDICIARY AND ORDINANCE REVIEW COMMITTEE 1. Hold Public Hearing and Approval of Ordinance Changes for the Format for the NW Street Naming A public hearing was held. Aaron Stauffacher, on behalf of Haven Homes, expressed their support for any direction regarding names. They need street names to proceed with the next steps of the plat. The hearing was then closed. Attorney Bartholf clarified that the ordinance presented involves street and avenues with a number format, preceded by 'Northwest.' Alder Grenzow is unsure if this option is still not better and may be confusing. Alder Thoman doesn't feel it's confusing. Alder Miller says not many people are in favor of beer, cheese, or naming, but will go with the 'NW' theme. Mayor Douglas would like to see names and feels it wouldn't be complicated to go with street names. Though 'NW' is easily identified and uncomplicates things. Alder Knoll doesn't want to slow down construction and would like to approve. Motion made by Richard Thoman and seconded by Lynne Kleven to approve the ordinance as it is written. On a roll call vote, Motion Passed. Ayes: Kleven, Knoll, Miller, Thoman, Treuthardt, Wartenweiler Nays: Grenzow I. LICENSE COMMITTEE 1. Annual Organizational Meeting CALL TO ORDER FOR THIS MEETING The Organizational Common Council meeting was called to order by Mayor Douglas at 5:30 PM on Tuesday, April 16, 2024. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Richard Thoman, Tom Miller, Andrew Kranig, Lynne Kleven, Heidi Treuthardt, Mary Jane Grenzow, Corinne Wartenweiler, and Kyle Knoll. B. RECOGNITION OF OUTGOING ALDERPERSONS Mayor Douglas recognized Chris Schindler for his time on the Common Council, as well as those who ran again and were re-elected. C. ADJOURN SINE DIE Mayor Douglas adjourned sine die. D. NEW COUNCIL CONVENES The new Common Council meeting convened. E. CLERK ADMINISTERS OATHS TO NEWLY ELECTED OR RE-ELECTED OFFICIALS Clerk Wahl administered the oath of the City of Monroe Alderpersons to the newly elected Alder Matt Sheaffer, and the re-elected Mayor Donna Douglas and Alders Richard Thoman, Heidi Truethardt, Lynne Kleven, and Mary Jane Grenzow. F. ROLL CALL Present at roll call were Alders Richard Thoman, Tom Miller, Andrew Kranig, Lynne Kleven, Heidi Treuthardt, Mary Jane Grenzow, Corinne Wartenweiler, Kyle Knoll, and Matt Sheaffer. G. SELECTION OF COUNCIL PRESIDENT Alder Knoll made a motion to nominate Alder Kranig. Alder Treuthardt made a motion to nominate Alder Miller. Alder Kranig made a motion to close the nominations, seconded by Alder Miller. Motion carried by unanimous roll call vote. Council members voted by secret ballots and Clerk Wahl tallied the votes. Alder Kranig - 5 votes Alder Miller - 4 votes Alder Kranig was elected Common Council president. H. BUSINESS BY MAYOR 1. Mayoral Appointments of Alderpersons and Designation of Chairpersons to Standing Committees Mayor Douglas presented the list of appointments to the standing committees. 2. Mayoral Appointments to Special Boards, Committees, Commissions and Offices including Designations of Chairpersons Mayor Douglas presented the list of appointments to special boards and committees. Motion made by Tom Miller and seconded by Andrew Kranig to approve the list of reappointments. On a roll call vote, Motion Passed. 3. Attorney's Presentation on Legal Considerations for Common Council Attorney Bartholf highlighted a few items in the paperwork that he prepared for his presentation. He spoke about open meeting laws, what constitutes a meeting, agenda posting, closed sessions, and public records. He also touched base on Robert's Rules of Order. I. APPOINT OFFICIAL NEWSPAPER The council would like to see more press releases issued to the paper. If the council is approached by the press for a comment, it is advised to direct them to city staff for a complete detailed answer if needed. Motion made by Andrew Kranig and seconded by Tom Miller to appoint the Monroe Times as the official paper. On a roll call vote, Motion Passed. Ayes: Grenzow, Kleven, Kranig, Miller, Thoman, Treuthardt, Wartenweiler, Sheaffer Nays: Knoll J. BUSINESS PRESENTED BY ALDERPERSONS Alder Miller would like to thank Attorney Bartholf for the information he provided. He encouraged other Alders to take a government 101 class offered in Madison if they would like more training. K. BUSINESS PRESENTED BY DEPARTMENT HEADS Administrator Rindy thanked everyone for serving their previous term and returning for another term. Police Chief Kelley welcomed the new members and thanked those returning. L. BUSINESS PRESENTED BY THE PRESS M.
