A. CALL TO ORDER The Common Council meeting was called to order by Mayor Douglas at 6:30 PM on Monday, April 21, 2025. B. PLEDGE OF ALLEGIANCE C. ROLL CALL Present in person were Mayor Donna Douglas, Richard Thoman, Lynne Kleven, Tom Miller, Heidi Treuthardt, Corinne Wartenweiler, Matt Sheaffer, Craig Franke, Dylan McGuire. Absent was Mary Jane Grenzow. D. CORRECTION OF MINUTES - APRIL 14 &15, 2025 The minutes from April 14 & 15, 2025, were accepted as presented. E. PRESENTATIONS OF PETITIONS AND COMMUNICATION F. BUSINESS BY MAYOR 1. Mayoral Appointments to Special Boards, Committees, Commissions and Offices including Designations of Chairpersons Mayor Douglas presented her expectations regarding how Alderpersons should conduct themselves while serving on the Common Council. A motion was made by Miller, seconded by Treuthardt, to approve nominations to the special boards . The motion passed 8-0, by the following vote: AYES: Richard Thoman, Corinne Wartenweiler, Heidi Treuthardt, Lynne Kleven, Tom Miller, Matt Sheaffer, Craig Franke, Dylan McGuire NOES: None ABSENT: Mary Jane Grenzow ABSTAINED: None G. COMMENTS/QUESTIONS ON TREASURER'S REPORT 1. Treasurer's Report The treasurer's report was accepted as presented. Administrator Rindy made a few comments regarding the Treasurer’s Report. J. COUNCIL OF THE WHOLE 1. Main Street Monroe Update Jordan Norby provided the Common Council with an update on all current activities and ongoing projects. He shared the history of Main Street Monroe and highlighted the ongoing collaboration with various community groups to promote economic viability. The Council was given the opportunity to ask questions. K. BUSINESS PRESENTED BY ALDERPERSONS Alder Miller spoke about the history of the Pocket Park project, noting that the idea dates back as far as the 1920s. L. BUSINESS PRESENTED BY DEPARTMENT HEADS Administrator Rindy reminded the Council that the next Board of Public Works meeting will be held on Tuesday, May 6th. M. BUSINESS PRESENTED BY THE PRESS N. ADJOURNMENT A motion was made by Thoman, seconded by Treuthardt, to adjourn at 7:07 PM. A public hearing will be held in the City Hall Council Chambers located at 1110 18th Avenue, Monroe, Wisconsin, Monday, May 19, 2025, at 6:30 P.M. in front of the Common Council of the City of Monroe relative to: • Ordinance Repealing and Recreating Subsection Section 8-5-11 of the Monroe City Code: Industrial Wastewater Discharge Permits The details regarding the Ordinance are available for inspection at the City Clerk’s Office – 1110 18th Avenue.
