CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Armstrong on Monday, April 18, 2022 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Brooke Bauman, Richard Thoman, Joshua Binger, Andrew Kranig, Chris Schindler, Donna Douglas and Mickey Beam. BUSINESS BY MAYOR 1. Arbor Day Proclamation Mayor Armstrong proclaimed April 29, 2022 as Arbor Day in the City of Monroe. He further shared history of the City of Monroe's Forestry program. There have been 2500 trees planted in the terraces since 1986. The proclamation is also important in regards to the DNR Forestry grant award. E. APPEARANCES BY CITIZENS - city residents must register with City Clerk prior to the meeting to be allowed to speak Following the motion made in Business by Department Heads, the Council returned to "Appearances by Citizens". Resolution Approving Preliminary Plat for Field Stone, Extraterritorial Plat Review in the Town of Clarno Discussion that this would be a subdivision surrounding housing already established in the area. There have been conversations with the current property owner regarding potential annexation to the City of Monroe. The City of Monroe is reviewing the Plat as municipalities have extraterritorial zoning rights and authority. Motion made by Donna Douglas and seconded by Chris Schindler to approve the resolution approving the preliminary Plat for Field Stone, extraterritorial Plat review in the Town of Clarno. On a roll call vote, Motion Passed. L. FINANCE AND TAXATION COMMITTEE 1. Resolution Approving to Proceed with Replacement of Monroe Fire Department Aerial Ladder Truck Alder Schindler inquires on some of the options chosen for the proposed aerial ladder truck, including the pump size and mid versus rear-mount. Deputy Chief Rufer and Division Chief Montgomery respond that an alternative pump capacity will not improve the SRO rating or guarantee the need for less trucks in the future. The mid mount allows for greater clearance to the garage and maneuverability. The last call the current aerial ladder truck was used on was December 2020, however it responds to many other calls. It is important to have the appropriate emergency resources for the community when the need arises. Deputy Chief Rufer advises he does not anticipate any significant increased costs as the aerial truck is designed. Motion made by Donna Douglas and seconded by Richard Thoman to approve the resolution authorizing to proceed with the purchase of the Monroe Fire Department Aerial Ladder Truck. BUSINESS PRESENTED BY DEPARTMENT HEADS City Administrator also expresses gratitude for the outgoing Council members and their service to the City of Monroe. Motion made by Andrew Kranig and seconded by Joshua Binger to return to "Appearances by the Citizen" for a resident that arrived late and wishes to speak before the Common Council. On a roll call vote, Motion Passed. O. BUSINESS PRESENTED BY THE PRESS None. P. COUNCIL OF THE WHOLE 1. Monthly Review of 1. Temporary Amendment to Employee Paid Time Off Policy 2. City of Monroe Public Health Emergency Personnel and Leave Policy No action taken or discussion held. 2. Property Maintenance Code Enforcement Report and Request for Funds to Proceed with Demolition City Administrator Lothspeich shares the update on the property maintenance code enforcement activities, and refers to the summary included with the agenda. As part of the program, there have been multiple properties identified that will likely require demolition. There is one property that is currently in the raze process and staff is seeking authorization to proceed with the demolition. If the City must front the demolition, it is anticipated the cost will be approximately $15,000. The City would place a special assessment on the property for the reimbursement of those costs. The City does not own the property, and the property is current on it's taxes and mortgage. It is further clarified the staff is seeking permission to proceed with the raze process and notify the property owner. Depending on the owner’s response they may proceed with the demolition themselves or rectify the property, or if they refuse the City will then proceed with the demolition. There are continued internal staff discussions being held regarding covering future demolition costs with affordable housing funds. Alder Kranig would like to see demolition and raze orders on a case-by-case basis. The direction to proceed tonight is only for the one house at 2023 15th Avenue. It is confirmed the other confidential properties are in the midst of the property maintenance code violation process and are still to be determined if they need to be condemned. Mayor Armstrong suggests incorporating these expenses into the future budget. 3. BUSINESS: CLOSED Motion made by Joshua Binger and seconded by Richard Thoman to move to closed session.
