According to City Ordinance 9-4-15 which corresponds to State Statute 66.0407: Every person shall destroy all noxious weeds on all lands which he shall own, occupy, or control at such time and in such manner as will effectually prevent such plants from maturing to the bloom or flower stage. CALL TO ORDER FOR THIS MEETING The Organizational Common Council meeting was called to order by Mayor Douglas at 6:32 PM on Tuesday, April 18, 2023. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Brooke Bauman, Joshua Binger, Richard Thoman, Andrew Kranig, Chris Schindler, Heidi Treuthardt, Lynne Kleven, Mary Jane Grenzow, and Tom Miller. B. RECOGNITION OF OUTGOING ALDERPERSONS Mayor Douglas recognizes Alder Brooke Bauman for her twelve years of service on the Common Council. Mayor Douglas recognizes Alder Josh Binger for his four years of service to the Common Council. Alder Bauman expresses thanks to the Alders continuing to serve on the Common Council, sharing a statistic of attending over 1400 meetings over 12 years. She further extends gratitude to all those that supported her during her terms including city employees, former Council members and Mayors, citizens and her family. Alder Binger expresses gratitude for the residents electing him, Mayors and city employees. He states serving on the Common Council is a challenge and he encourages the current Council members to rely on the employees in the City and their knowledge as they are good stewards of the taxpayers, the projects, and the people that work with them. The community is fortunate to have employees that care for the health of the City. C. ADJOURN SINE DIE Mayor Douglas adjourned sine die. D. NEW COUNCIL CONVENES The new Common Council meeting convened. E. CLERK ADMINISTERS OATHS TO NEWLY ELECTED OR RE-ELECTED OFFICIALS Clerk Rindy administered the oath of the City of Monroe Alderpersons to the newly elected Alders Corinne Wartenweiler and Kyle Knoll, and the re-elected Alders Tom Miller and Andrew Kranig. F. ROLL CALL Present at roll call were Alders Richard Thoman, Tom Miller, Andrew Kranig, Chris Schindler, Lynne Kleven, Heidi Treuthardt, Mary Jane Grenzow, Corinne Wartenweiler and Kyle Knoll. G. SELECTION OF COUNCIL PRESIDENT Alder Kranig made a motion to nominate Alder Schindler as Council President. Alder Treuthardt made a motion to nominate Alder Miller as Council President. Alder Thoman made a motion to close the nominations, seconded by Alder Kleven. Motion carried by unanimous roll call vote. Council members voted by secret ballots and Clerk Rindy tallied the votes. Alder Miller - 5 votes Alder Schindler - 4 votes Alder Miller was elected Common Council president. H. BUSINESS BY MAYOR 1. Mayoral Appointments of Alderpersons and Designation of Chairpersons to Standing Committees Mayor Douglas read through the appointments to the standing committees. There were a few changes from what was presented with the agenda. Alder Kranig was put on Public Safety in place of Alder Kleven. Alder Thoman was put on Plan Commission in place of Alder Kranig, and Alder Treuthardt was placed on the Redevelopment Authority in place of Alder Schindler. 2. Mayoral Appointments to Special Boards, Committees, Commissions and Offices including Designations of Chairpersons The Council Special Committee appointments are reviewed by the Mayor. Alder Kranig made a motion to approve the Council special committee appointments, seconded by Alder Schindler. Motion carried by unanimous roll call vote. The Mayor reviewed the remaining special committee appointments of non-Council members. Chris Schindler made a motion to confirm the appointments, seconded by Tom Miller. Motion carried by unanimous roll call vote. I. APPOINT OFFICIAL NEWSPAPER Motion made by Tom Miller and seconded by Chris Schindler to appoint the Monroe Times as the official newspaper. On a roll call vote, Motion Passed. J. BUSINESS PRESENTED BY ALDERPERSONS Alder Miller welcomes the new Alders and thanks the prior Alders Bauman and Binger for their service and will miss them dearly. Alder Schindler also expresses thanks to Alder Bauman and Binger for their service. K. Recommend to Common Council Two (2) Year of Service Accreditation for Paid Time Off (PTO) Accrual to Code Enforcement Officer Position Clerk Rindy clarifies it was an oversight this was not included with the salary and establishment of the position. She further clarifies it is a credit of years of service determining how much PTO will be accrued, not crediting actual time off. Motion made by Joshua Binger and seconded by Richard Thoman to approve the resolution accreditation of two years of service for paid time off (PTO) accrual to the Code Enforcement Officer position. On a roll call vote, Motion Passed. K. BOARD OF PUBLIC WORKS 1. Resolution Approving Lead Service Line Replacement Project It is confirmed the expense for the engineering is an eligible grant expense from the congressionally directed funds received for this project. Motion made by Brooke Bauman and seconded by Tom Miller to approve the resolution approving the lead service line replacement project engineering proposal with Fehr Graham. Resolution Approving Purchase of 5600lb Pavement Roller Motion made by Brooke Bauman and seconded by Andrew Kranig to approve resolution ratifying the 5600lb pavement roller purchase. Resolution Approving Purchase of Plow, Box, and Sander for Two Patrol Trucks Motion made by Brooke Bauman and seconded by Andrew Kranig to approve the resolution ratifying the purchase of patrol truck equipment (plow, box, and sander) for two 2025 patrol trucks. Resolution Approving Membership in the Rock River Stormwater Group Director of Public Works Gerber answers an inquiry of why we would participate in the Rock River group. He explains the City of Monroe is considered an island and therefore is allowed to participate in this group to share resources and opportunities. It also meets the DNR permit requirement. There is a portion of our system that does eventually drain into the Rock River. Motion made by Brooke Bauman and seconded by Andrew Kranig to approve the resolution approving membership in the Rock River Stormwater group. On a roll call vote, Motion Passed. L. PLAN COMMISSION 1. Resolution Approving Extra Territorial Certified Survey Map (CSM) in Section 20 of Town of Sylvester - Anita Best Motion made by Joshua Binger and seconded by Tom Miller to approve the extra territorial certified survey map for a parcel in Section 20 of the Town of Sylvester. On a roll call vote, Motion Passed. 2. Ordinance Adopting Zoning Change from Light Industrial (LI) to UMU (Urban Mixed Use) for Property Located at 1720 14th Avenue Joshua Foulker summarizes the property is an old cheese factory with plans to renovate for a salon and potential apartments in the future. This change of zoning will allow those uses. Motion made by Joshua Binger and seconded by Andrew Kranig to approve the ordinance adopting the zoning change from Light Industrial (LI) to Urban Mixed Use (UMU) for property located at 1720 14th Avenue. On a roll call vote, Motion Passed. M. FINANCE AND TAXATION COMMITTEE 1. Resolution Approving Purchase of LUCAS Automated CPR Compressions Device with Grant Funds Motion made by Richard Thoman and seconded by Brooke Bauman to approve the resolution to purchase the LUCAS automated CPR compression device with grant funds. On a roll call vote, Motion Passed. 2. Resolution Approving Single Audit Engagement Letter with Baker Tilly US, LLP Motion made by Richard Thoman and seconded by Chris Schindler to approve the resolution authorizing the single audit engagement letter with Baker Tilly LLC. N. AD HOC COMMITTEE 1. Update on Ad Hoc Committee - Monroe Fire Department Operations and Structure Alder Treuthardt summarizes the recent discussions held at the Ad Hoc Committee meeting earlier this evening. There were representatives from the Town of Monroe and Town of Clarno, as well as the Monroe Fire Department Interim Fire Chief and Monroe Rural Fire District Fire Chief. Discussion included collaborative efforts with training and resources. There is a general agreement to continue to work forward with positive action and maintain communication between the two departments and municipalities. The next meeting will occur in two weeks and hopefully result in developing recommendations to the share with the Common Council. Interim Chief Rufer was asked to comment on the progress made with the Ad Hoc Committee. He states the process has been good and provided an opportunity for the members to gain a better understanding of challenges in the fire service. He is looking forward to hearing their recommendations. Communication between the department’s Chiefs has been occurring for the last 4-5 months and there is a commitment to continue to improve relations. The MFD is doing well and he is excited for the current direction. Alder Bauman hopes the Ad Hoc Committee will make a recommendation for the City and PFC to resume recruiting a new Fire Chief. Interim Fire Chief Rufer deserves the support with a full time Fire Chief sooner than later. Alder Binger is thankful for the Ad Hoc Committee facilitating the discussions. There should be involvement by the Council and community to understand how to support the MFD. He is hopeful the recommendations will foster better communication for a new Chief when onboarded. Alder Miller comments that all parties are happy with their current status and services and their commitment to support each other when needed. He extends thanks to the Interim Fire Chief Rufer for his time and efforts. O. BUSINESS PRESENTED BY ALDERPERSONS P.
