Chair Jerry Guth called the meeting to order at 7:00 p.m. The Clerk read the roll call with 26 present, 2 excused absences being Pennington and Truttmann, 1 absent being Kranig and 1 tardy being Hartwig. The board recited the Pledge of Allegiance. Sheriff Cody Kanable presented the Sheriff’s Office Annual Report. Motion by Snow, seconded by Thoman to receive the Sheriff’s Office Annual Report. Motion carried by a unanimous voice vote. Land Conservationist Todd Jenson presented the Land Conservation Annual report. Motion by Leonard, seconded by Roth to receive the Land Conservation Annual Report. Motion carried by a unanimous voice vote. County Clerk Arianna Voegeli presented the County Clerk’s Annual Report. WHEREAS, the Village of Belleville has passed Ordinance 2025-03 annexing land from the Town of Exeter to the Village of Belleville; and WHEREAS, the county supervisory district requires amendment pursuant to Wis. RESOLUTION 4-2-25 Resolution Awarding Sheriff Taser Contract (Contract Over $150,000)

WHEREAS, County Code Section 1-11-2, entitled COUNTY PURCHASES AND CONTRACTS, provides for review, approval and execution of all County contracts and purchases necessary to carry out approved budget operations; and WHEREAS, Section 1-11-2(A)(3) STATES: Cost or price in excess of one hundred and fifty thousand dollars ($150,000.00), recommendation by the appropriate department head and the supervisory committee to the full County Board with approval by the full Board before the purchase is made. Execution of the contract documents shall be by the Green County Board Chair and the appropriate Committee Chairperson, after the document has been reviewed by the Green County Corporation Counsel. ORDINANCE 25-0401 Ordinance Rezoning Parcel in Town of York

WHEREAS, the Green County Board of Supervisors has adopted the Green County Land Use and Zoning Ordinance; and WHEREAS, the Green County Land Use and Zoning Committee has been petitioned to rezone a certain parcel of land from agricultural to industrial; and WHEREAS, the Green County Land Use and Zoning Committee held a public hearing on the Petition on April 14, 2025, and has taken into consideration all of the testimony heard at such public hearing; and WHEREAS, it is the recommendation of the Green County Land Use and Zoning Committee that the land area described below be rezoned from agricultural to industrial. NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors in legal session assembled, that the following described parcel of land be rezoned agricultural to industrial, to-wit: Lot 2 of Certified Survey Map 5302 as recorded in Volume 25 of Certified Survey Maps on Pages 253 and 254 as Document 596095, Town of York, Green County, Wisconsin and BE IT FURTHER ORDAINED that this amendment shall not take effect until more than 40 days after the adoption of the Ordinance by the County Board unless the Town affected files a Resolution with the County Clerk approving the Ordinance, then said Ordinance shall become effective upon the filing of the Resolution of the Town approving the same with the County Clerk; and BE IT FURTHER ORDAINED that this Ordinance shall be published in the official newspaper of the County. ORDINANCE 25-0402 Modification of County Board Committees’ Duties Regarding Responsibility for Capital Projects and Maintenance of County Buildings

WHEREAS, the Committee of Committees has supervision over general required changes, updates and modifications to the Green County Code Title 1, Chapter 7, which lays out the duties and authorities of Green County’s standing committees; and WHEREAS, after review of the Green County Code, the Committee of Committees has indicated that the Green County Code is in need of updating as to committee authority over construction and maintenance of the County’s capital projects and buildings; and NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that the following modifications be made to Tile 1, Chapter 7 the Green County Code. 1-7-5: PROPERTY, PARKS AND INSURANCE COMMITTEE A. This Committee shall be comprised of five (5) County Board members. It shall be the duty of this Committee to take charge of the repairs and maintenance of all County buildings and grounds not specifically in charge of other officials, including County parks and green spaces. It shall also be the duty of this Committee to work on County conservation projects and to encourage conservation practices within and throughout the County. It shall be the duty of this Committee to consider, examine and report to the County Board, its findings in all matters of illegal assessments, tax titles and delinquent property tax land that may come before the Board for action, and to have jurisdiction over the acquisition, construction remodeling, building allocation and sale of all County property, both real and personal, except as pertains to highway and bridge construction and repair. It shall make recommendations to the County Board for emergency repairs or improvements that exceed five thousand dollars ($5,000.00) as needed or requested for any of the County-owned buildings not under jurisdiction of any other Committees. (Ord. 08-0401, 4/15/08) 1-7-5: PROPERTY, PARKS AND INSURANCE COMMITTEE A. This Committee shall be comprised of five (5) County Board members. This Committee will have jurisdiction over all new capital projects and remodeling projects with an estimated cost exceeding twenty-five thousand dollars ($25,000.00), excepting highway road projects and bridge construction and repair. This Committee will have jurisdiction over the acquisition and sale of all County real property. It shall be the duty of this Committee to take charge of the repairs and maintenance of all County buildings and grounds not specifically placed under the authority of another Committee by this chapter, including County parks and green spaces. It shall be the duty of this Committee to solicit bids from vendors to cover the necessary insurance requirements of the County and select insurance contracts to bring to the County Board for consideration. It shall be the duty of this Committee to consider, examine and report to the County Board, its findings in all matters of illegal assessments, tax titles and delinquent property tax land that may come before the Board for action. It shall make recommendations to the County Board for emergency repairs or improvements that exceed five thousand dollars ($5,000.00) as needed or requested for any of the County-owned buildings not under jurisdiction of any other Committees. (Ord. 08-0401, 4/15/08) 1-7-8: HIGHWAY COMMITTEE This Committee shall be comprised of five (5) County Board members. The members of this Committee shall be selected by the Chairperson of the County Board and shall be appointed to a two (2) year term commencing in April of each even-numbered year. It shall be the duty of this Committee to: (Ord. 03-1001, 10-21-03) A. Receive and make recommendations upon all highway matters referred to them during the sessions of this Board. B. Administer, in accordance with the duties as set forth by statutes, all matters with reference to the construction and maintenance of the highways and bridges of Green County. C. Make annual reports and recommendations to the County Board on their activities and to proceed in accordance with the laws of the State of Wisconsin all matters pertaining to their jurisdiction. It shall be the duty of this Committee to take charge of the repairs and maintenance of the Highway Department buildings and grounds including land deeded to the County for highway purposes. The Highway Committee shall be responsible for its own buildings. (R6-2-81; amd. Ord. 83-0610, 6-14- 83) 1-7-11: LAW ENFORCEMENT AND PUBLIC SAFETY COMMITTEE This Committee shall be comprised of five (5) County Board members and shall have supervision over the Green County Sheriff’s Department, over the Green County radio station KSB392, 911 Communications Center (dispatch) and over Emergency Management operations in Green County. This Committee shall work in an advisory capacity for supervision of the Green County Sheriff’s Office and Jail. It shall be the duty of this Committee to work collaboratively with the Sheriff for the repairs and maintenance of buildings and grounds under the authority of the Sheriff. This Committee is authorized to draw up and enforce recommend regulations for the efficient operation of the Sheriff’s Department Office. This Committee shall assist in the coordination of emergency medical services within the County. This Committee shall have responsibility and jurisdiction of the Green County jail building in collaboration with the Sheriff. This Committee shall coordinate the 911 Emergency Numbering System. It shall be the duty of this Committee to meet with the Emergency Management Director and set up a recommended budget to be presented to the Finance and Accounting Committee for the needs of this Department. The Committee shall act in conjunction with the Emergency Management Director in case of disaster within the County or for other civil defense programs. (ENS). (Ord. 09-0801, 8/11/2009; Ord. 16-0802, 8/10/16) 1-7-23: PLEASANT VIEW NURSING HOME COMMITTEE This Committee shall be comprised of five (5) County Board members. This Committee shall be a policy-making body determining the broad outlines and principles governing the administration of nursing home services provided at the Pleasant View Nursing Home. This Committee shall review policy issues relating to the Pleasant View Nursing Home and advise and recommend appropriate policy goals and legislative action to be taken by the County Board. It shall be the duty of this Committee to take charge of the repairs and maintenance of all buildings and grounds used exclusively in the operation of the Pleasant View Nursing Home. (Ord. 09-0502; 05/12/2009) 1-7-26: SOLID WASTE MANAGEMENT BOARD This Board shall be comprised of nine members as follows: five members of the Green County Board of Supervisors and four citizen members having recognized ability and demonstrated interest in the problems challenges of solid waste management. The five County Board Supervisors may be from any municipality, but the four citizen members shall be appointed from municipalities that are contracted users of the Green County transfer station site. The term of office of any appointed member of the Board shall be three years. The Green County Solid Waste Management Board shall have the duties and responsibilities as set forth in §59.70(2), Wis. Stats., and as set forth in Title 2 Chapter 13 of the Green County Code. It shall be the duty of this Committee to take charge of the repairs and maintenance of all buildings and grounds used exclusively in the operation of the Green County transfer station as well as the two landfills. ORDINANCE 25-0403 Amendments to Title 9: Zoning; Public Safety, Health & Welfare; And Sanitary Code Violations

WHEREAS, the Green County Land Use and Zoning Committee has general supervision over administration of the County Zoning Code Regulations; and WHEREAS, after review of the Green County Code, the Green County Land Use and Zoning Committee has indicated that the Green County Code is in need of updating to address current land uses; and NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that Title 9 of the Green County Code be amended as is attached to this Ordinance.
