The City of Monroe will accept sealed bids until 2:00pm Wednesday May 10, 2023 at City Hall Council Chambers – 1110 18th Avenue, Monroe, Wisconsin 53566, at which time they will be publicly opened and read aloud for the construction of: APPROX: 6536 L.F. Alder Miller advises there is a rain date for Cars on the Square, and the Concerts do not have a provision. If the band has an alternate date to reschedule, that would have to return for approval. Fire Department Annual Report for 2022 Interim Fire Chief Rufer summarized his annual 2022 Fire Department report that was provided to the Public Safety Committee on March 27, 2023. He highlighted statistics related to call volume, personnel, response times, training hours. Interim Chief Rufer shares last week he had a conversation with the State regarding the City of Monroe Fire Department regarding building inspections, the number of personnel, training levels, and community engagement. It was a good conversation and they were very complimentary. He further shares there was conversation at length at the Public Safety meeting regarding fire inspections. He has immediately began taking action including inquiring at other communities and the State with possible resolutions. The Fire Inspection audit provided additional tasks. They were overall pleased with the current action plan. He will plan to present and report more in near future. The State confirmed there is no impact if immediate action is taken versus planned action, and the desired outcome is to become compliant within 2023. Interim Chief Rufer is open to the consideration of utilizing current staff interested in performing inspections while being budget conscious. There is learning process for what resources are available. It is confirmed the current staff number of 19 listed was the number as of December 31, 2022 and remains at 19 today. Alder Schindler inquires if the MERIT training center is meeting the NFPA 1403 standards. Interim Chief Rufer responds it does require inspections and that has been a lengthy process. In the last month the WTCS (Wisconsin Technical College System) for engineering firms provided quotes to perform inspections. He is investigating potential companies to perform the inspections and how to finance the inspections. It is required to be inspected every five years and to his knowledge it has never been inspected. There is no concern with continued use of the facilities based on internal inspections and maintenance care of the building. Discussion held regarding planned recruitment efforts in regards to project plans and the financial impact. The plan includes the ability to target specific markets for greater impact. Discussion held regarding the streaming applications and how it will target specific markets. The budget for the project was reviewed in detail. A recruitment committee composed of MFD members was created and will continue to discuss other opportunities outside of the media projects described. Alder Schindler inquires if the Fire Department has sought grant reimbursement for training expenses. Interim Chief Rufer asks for those known opportunities to be shared with him so he can explore them. Alder Treuthardt inquires on the potential to begin recruitment at the high school level. He has reached out to the school without clear direction. There has been consideration of implementing an explorer program, but that presents its own challenges. There may also be the consideration of hiring on individuals to work under the maintenance classification to engage and draw interest. Partner training efforts with other municipalities has not occurred recently, but has in the past. Alder Bauman thanks Interim Chief Rufer on his efforts to put the report together demonstrating the substantial activity that has occurred in the last year by the firefighters serving the City of Monroe. 3. Police Department Annual Report for 2022 Police Chief Kelley presents his annual 2022 Police Department report. He highlights statistics related call volume, crime, scams, drug abuse, alcohol abuse, traffic incidents, and special events. There was clarification of what qualifies as a call for service to require an incident report. Discussion held regarding the roles and responsibility of the School Resource Officer (SRO). They include security and police discipline efforts, with primary services provided to the high school based on the school's preferences. Discussion held regarding the use of the K-9 department at the school occurs only when requested by the School. J. COUNCIL OF THE WHOLE 1. Discussion and Possible Action with Public Adminstrative Associates, LLC Regarding Recruitment for the Vacant City Administrator Position Kevin Brunner with Public Administrative Associates (PAA) summarized the Council and Mayor will need to provide direction regarding items shared within the agenda packet. A draft position announcement will be sent out in 45-50 different online locations. The other methods for advertising the position was reviewed. Alder Binger is in support of what is presented. The recommended salary range is $115,000 to $135,000, which is consistent with many comparable community administrators appointed in the last couple of years. It is currently an employee market and a tough marketplace. PAA is confident to attract good candidates with that range. The benefit package can be designed to encourage local residency. It can't be required but can be encouraged by covering moving costs and one time bonus for moving. There is an expressed interest by Alder Kranig to also include qualifications that relate to operating a large company and not be limited to government experience. PAA advises this is listed out in page 3 of the announcement and there has been an interest in similar positions by individuals with military experience. There is one suggested edit to change the reference to Fire Department Reorganization to Fire Department improvements. Discussion held on the direction to apply by sending information to a gmail account. It is suggested to add the website portal to the announcement, along with the email option. The draft schedule is reviewed. Alder Binger is agreeable to the schedule and agrees to proceed with recruitment immediately. There can be flexibility in the special meetings. Discussion held regarding the process for presenting the candidates to the Common Council, and proposed interview plan. Alder Binger shares it was helpful during the last recruitment to interview a broad range of candidates with varying backgrounds and experience. There is consensus to proceed with draft schedule as detailed out. Kevin encourages Council members to reach out to him with any suggested potential candidates. K. BUSINESS PRESENTED BY ALDERPERSONS Alder Binger expressed gratitude to Chief Kelley and Interim Chief Rufer for the annual reports provided and the time and effort put into supporting the community by both the Police and Fire department. 1. Update on Ad Hoc Committee - Monroe Fire Department Operations and Structure Alder Treuthardt provides an update on the Ad Hoc Fire Department Operations and Structure Committee. The survey results were discussed and firefighters in attendance were welcomed to speak. There has only been one response from the townships in regards to meet and discuss opportunities to collaborate. There will be more direct follow up with the townships that did not respond. There were conversations with Interim Chief Rufer regarding inspections and recruitment.
