The Green County Highway Department is accepting price quotes for Hot Mix per ton, picked up at the plant. This material will be used on Town of Clarno for Honey Creek Road (from CTH B to Figi Road), Town of Exeter for Exeter Crossing (front Panorama to CTH CC), Town of Jordan for Smock Valley Road (from CTH M to Ullom Road), Town of Mount Pleasant for Oliver Road (from Rechsteiner Road to CTH F). Set Public Hearing for April 15, 2024 for Ordinance Changes for the Format for the NW Street Naming A public hearing was set for April 15, 2024. Administrator Rindy summarized the public hearing process and discussions that have occurred. Alders expressed a preference to remain with the numbering system recommended by J&O and avoid a theme such as beer and cheese. There was a discussion about the numbering order in the current ordinance. Director Gerber provided a map to the Alders for review, illustrating what would be defined by our current ordinance. He recommends changing the baseline to avoid confusion caused by similar numbers in proximity. Alder Miller mentioned that the public input he has received is not in favor of a beer and cheese theme. He is in favor of a tree theme. J. BOARD OF PUBLIC WORKS 1. Resolution Awarding Contract for 2024 Curb and Gutter and Sidewalk Construction to JW Schultz Construction Motion made by Andrew Kranig and seconded by Mary Jane Grenzow to approve the resolution. On a roll call vote, Motion Passed. 2. Resolution Awarding Contract for 2024 Mill and Overlay Project to Rock Road Companies Motion made by Andrew Kranig and seconded by Mary Jane Grenzow to approve the resolution. Resolution Approving Developer's Agreement with GCDC for Donation of Farmer's Market Land for Home Construction Cooperative Program Discussion regarding the restriction of the land remaining for the purpose of a Farmer's Market. Attorney Bartholf is working through that process. In the 1800s, the original designation was for an open market. It will be presented to F&T and Council to authorize Attorney Bartholf to take it to court to remove that designation. There is a contingency in the presented developer's agreement that it would not proceed if that could not be removed. There is concern about distrust in not upholding the original intent of a donation to the city, setting an unwanted precedent. It's a great opportunity to support a community program and partnership with the school. Motion made by Richard Thoman and seconded by Mary Jane Grenzow to approve the resolution.
