A. CALL TO ORDER The Common Council meeting was called to order by Mayor Douglas at 6:30 PM on Monday, April 7, 2025. B. PLEDGE OF ALLEGIANCE C. Resolution Recognizing City of Monroe Employee Retirement - Captain Jerry Dahlen and K-9 Bane Mayor Douglas recognized Jerry Dahlen and K-9 Bane for their dedicated years of service to the City of Monroe. Chief Kelley also extended his appreciation, commending both for their commitment and contributions to public safety throughout their time with the department. Administrator Rindy provided a brief summary outlining the new timeline, which will be shared once finalized. K. BOARD OF PUBLIC WORKS 1. Resolution Awarding Contract for 2025 Mill and Overlay Project to Rock Road Companies A motion was made by Kranig, seconded by Miller, to approve the resolution. COUNCIL OF THE WHOLE 1. Consideration of CSKW's Request to Appeal Building Inspector Order Allowed by City of Monroe Code 4-1-23 Administrator Rindy provided an overview of the current policies and procedures related to both the repeal process and the permitting application process. She informed the Council that their actions tonight may set a precedent regarding how double permit fees and appeals are handled in the future. Council discussion followed, with alderpersons expressing concerns about the confusion, assumptions, and miscommunication that contributed to the situation. There was also recognition that this decision could establish a new precedent moving forward. The Council was divided on whether the action would be considered pro-business or if the ordinance should be upheld strictly as written. Several suggestions were made to refer the ordinance back to the Judiciary and Ordinance Review Committee for clarification and possible modification. It was suggested that only the building permit portion of the double fees be charged, totaling $15,910, instead of the full amount across all permit types. A motion was made by Knoll, to remove double fees for the permit. The motion failed due to lack of a second. A motion was made by Kleven, seconded by Wartenweiler, to approve imposing double fees only on the Building Permit - Group 3 for $15,910, and not the Review of Plans, Electrical, HVAC, and Plumbing permits.
