The Green County Highway Department will be accepting proposals for Highway Winter Road Deicing Salt for the 2023/2024 winter season. Specifications can be obtained by calling the Green County Highway Department, (608)328-9411, from 6:00 a.m. to 4:00 p.m., Monday through Thursday. Proposals are due no later than 10:00 a.m., Thursday May 4, 2023. The Green County Highway Department reserves the right to accept or reject any or all bids or to accept any bid which, in their opinion, is the most advantageous for Green County. Permittee: Edelweiss Creamery, LLC, W6117 County Hwy C, Monticello, WI, 53570 Facility Where Discharge Occurs: Edelweiss Creamery, LLC, W6117 Cty Hwy C Monticello WI 53570 Receiving Water And Location: Groundwaters of the Sugar Pecatonica River Basin Brief Facility Description and Summary of Proposed Changes: Edelweiss Creamery, LLC, formerly known as Edelweiss Creamery Properties and Pastureland Cooperative Dairy, is a small dairy processing facility located west of Monticello. The dairy produces hard cheeses including low fat cheese, Havarti, Butterkase, Muenster, Gouda, Emmenthaler, and Gruyere. Typically, the dairy processes about 60,000 lbs of milk per day but can go as high as 75,000 lbs per day. Wastewater is collected during cleanup operations and flows by gravity to a 6,000 gallon settling/dosing tank. Small amounts of boiler blow down flow by gravity to the settling/dosing tank. Process wastewater is directed to two different land treatment systems, a 2 acre ridge & furrow system and a 7 acre spray irrigation field system. The facility no longer land applies dairy wash water. Sample Point number 001 was inactivated and discharge to land application sites is not authorized under this permit. The Department found the facility to be in substantial compliance with their current permit. Where designated as a reviewable surface water discharge permit, the U.S. Environmental Protection Agency is allowed up to 90 days to submit comments or objections regarding this permit determination. If no comments are received on the proposed permit from anyone, including U.S. EPA, the permit will be issued as proposed. The Department may schedule a public informational hearing if requested by any person and shall schedule a public informational hearing if a petition requesting a hearing is received from 5 or more persons or if response to this notice indicates significant public interest pursuant to s. 283.49, Stats. The Green County Emergency Food and Shelter Program Board has been awarded $7,990.00 of Phase 40 Federal funds under the National Emergency Food and Shelter Program to supplement emergency food and shelter programs in Green County. The selection was made by a National Board that is chaired by the U.S. Department of Homeland Security's Federal Emergency Management Agency and consists of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the U.S.A.; The Jewish Federations of North America; The Salvation Army; and United Way Worldwide. The Local Board will determine how the funds will be awarded. Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be private voluntary non-profits or units of government, 2) be eligible to receive federal funds, 3) have an accounting system, 4) practice nondis-crimination, 5) have demonstrated the capability to deliver emergency food and/or shelter programs, and 6) if they are a private voluntary organization, they must have a voluntary board. Qualifying agencies are encouraged to apply.
