Resolution Approving Extra Territorial Field Stone Subdivision Plat in Town of Clarno The City of Monroe has extra territorial plat review jurisdiction for properties within 1.5 miles of city limits but does not have extra territorial zoning review. This is usually reviewed to consider the layout for roads and ensure the property will not conflict with the City comprehensive plan and future development. There is no consideration to annex this subdivision to the City. The City staff did encourage this, however there would be a need for expensive lift stations so the property owner was not interested. There is no cost to the City for this development. Motion made by Joshua Binger and seconded by Richard Thoman to approve the extra territorial Field Stone Subdivision Plat in Town of Clarno resolution. On a roll call vote, Motion Passed. 2. Ordinance Adopting Change of Zoning Petition from “SR-5” Single Family Residential Zoning District to “I” Institutional Zoning District for Indoor Recreational Spaces and Group Childcare Center, commonly known as Green County Family YMCA, Inc. located at 1307 2nd Street The change of zoning only applies to the Green County Family YMCA property itself. This will bring the parcel into zoning compliance and allow for expansion. There will be further considered conditional uses presented to Plan Commission next month. Resolution Authorizing Installation of Additional Handicap Parking Stall(s) on 18th Avenue in Front of City Hall on 18th Avenue Motion made by Andrew Kranig and seconded by Joshua Binger to approve resolution authorizing installation of additional handicap parking stalls on the east side of the eleventh block of 18th Avenue in front of City Hall. On a roll call vote, Motion Passed. K. FINANCE AND TAXATION COMMITTEE 1. Resolution Approving Updated 2023-2027 Capital Plan Motion made by Richard Thoman and seconded by Chris Schindler to approve the updated 2023-2027 Capital Plan resolution. On a roll call vote, Motion Passed. 2. Resolution Approving 2022 Capital Carry Over Requests Funded by General Fund Alder Binger inquires on the purpose for the carry over request. Director of Public Works Gerber advises there were three projects that were not able to be done in 2022 but will be in 2023. There were also projects that came in under budget. Motion made by Richard Thoman and seconded by to approve the 2022 capital carry over requests funded by the General Fund resolution. On a roll call vote, Motion Passed. 3. Resolution Approving Finance Policy for Annual Contract Renewals Motion made by Richard Thoman and seconded by Tom Miller to approve finance policy for annual contract renewal resolution. On a roll call vote, Motion Passed. L. COUNCIL OF THE WHOLE 1. Resolution Authorizing to Proceed with City Administrator Recruitment Services with Public Administration Associates, LLC City Clerk summarized three proposals were received from the 15 requests sent out. A team of internal staff reviewed the proposals, interviewed each company and completed reference checks to make the recommendation of Public Administration Associates (PAA) based out of Whitewater, Wisconsin. Alder Thoman asked if all proposals could be included in the agenda packets for their review in future instances. Clerk Rindy does elaborate the items that set PAA above the other proposals and advises the total cost was the most cost effective option of the three, as it does include the guarantee and set rate model. Motion made by Joshua Binger and seconded by Brooke Bauman to Authorizing to Proceed with City Administrator Recruitment Services with Public Administration Associates, LLC. On a roll call vote, Motion Passed. M. BUSINESS PRESENTED BY ALDERPERSONS 1. Update on Ad Hoc Committee - Monroe Fire Department Operations and Structure Alder Treuthardt provides an update on the Ad Hoc Committee Monroe Fire Department operations. The next meeting will be April 3, 2023. There was no meeting tonight due to attendance conflicts. The Fire Department annual report will be provided by Interim Chief Rufer prior to the next meeting so that may also be discussed at the next meeting. N. BUSINESS PRESENTED BY DEPARTMENT HEADS Director of Public Works Gerber advises a DNR report regarding storm sewer is currently in process. The report summarizes budget, public education, projects and permit requirements. The report will be submitted by the end of the month and will be distributed to the Council and posted on the website. Clerk Rindy reminded the Council of the upcoming election and changes to Council seats in April. The last meeting for the current Council will occur on Monday, April 17th and the new Council will take seat at a special meeting on Tuesday, April 18th. O. BUSINESS PRESENTED BY THE PRESS P.
