CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Douglas on Tuesday, February 20, 2024, at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Richard Thoman, Lynne Kleven, Heidi Treuthardt, Mary Jane Grenzow, Tom Miller, Corinne Wartenweiler, and Kyle Knoll. Absent were Alder Chris Schindler and Andrew Kranig. B. CORRECTION OF MINUTES - FEBRUARY 5, 2024 The February 5, 2024, minutes were accepted as presented. C. Approval of Resolution for Holly's Heart & Sole Family Fun Run Special Event Permit Motion made by Tom Miller and seconded by Corinne Wartenweiler to approve the resolution. On a roll call vote, Motion Passed. J. FINANCE AND TAXATION COMMITTEE 1. Discussion Regarding City "Farmers Market" Property Use and Potential Donation for GCDC Home Construction Cooperative Project Administrator Rindy reported that discussions were held in the Finance committee regarding city-owned property with a restriction for a farmers’ market. The proposal is to transfer or sell this property to GCDC, which collaborates with the school district on home-building programs. Attorney Bartholf explained the process required to remove the farmers market restriction, which was placed on the property in the 1890s. Olivia from GCDC presented details about their program and ongoing initiatives. Monroe students are currently remodeling a home donated by SSM Health, and proceeds from its sale will support the program. GCDC is seeking the city's donation of land to build homes, modeled after the capstone program. They are collaborating with UWP students to determine the best fit, exploring options like single-family homes or duplexes. Approximately 50 students are interested in the program, which aims to address housing shortages and encourage participation in the trades. The Council posed questions about the property, the Launch Program, and the way forward. The consensus was to continue negotiations with GCDC over the land. 2. Approval of Resolution for the City of Monroe's Capital Infrastructure Federal Funding Needs for Fiscal Year 2025 Motion made by Mary Jane Grenzow and seconded by Heidi Treuthardt to approve the resolution. On a roll call vote, Motion Passed. 3. Approval of Resolution Disallowing Wal-Mart 2023 Overassessment Claim Motion made by Mary Jane Grenzow and seconded by Tom Miller to approve the resolution. On a roll call vote, Motion Passed. K. LICENSE COMMITTEE 1. Approval of Resolution Granting BOCO Monroe Alcohol License There was a discussion on how this situation was overlooked and whether citation is appropriate. Chief Kelley emphasized the need to initiate checks on businesses. Several alderpersons expressed the opinion that a citation should be considered for selling without a license. Chief Kelley will collaborate with Attorney Bartholf to review the potential citation at the staff level. Motion made by Lynne Kleven and seconded by Corinne Wartenweiler to approve the resolution. STATS. 19.85(1)(C): Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility: REGARDING CITY EMPLOYEE SEPARATION AGREEMENT 2. BUSINESS CLOSED UNDER WIS. STATS. 19.85(1)(E) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: DISCUSSION REGARDING POTENTIAL CONTRIBUTION TO A REGIONAL LIFT STATION Motion made by Kyle Knoll and seconded by Mary Jane Grenzow to enter closed session at 7:22 PM. On a roll call vote, Motion Passed. -REDACTED- The Council discussed the separation agreement and the reasons for the termination of the employee. There was a discussion about a potential partnership at a regional lift station. Administrator Rindy sought direction on whether to collaborate with the school district or not, considering the option of moving forward with negotiations. Additional discussions included the development of the subdivision and the potential benefits of a lift station for the area and the community. There was a consensus to move forward with conversations and negotiations involving the school district and B&S regarding a regional lift station. Motion made by Tom Miller and seconded by Kyle Knoll to return from closed session at 8:29 PM. On a roll call vote, Motion Passed. 3. BUSINESS: OPEN a. Possible Action Regarding Employment Separation Agreement from Closed Session Motion made by Lynne Kleven and seconded by Corinne Wartenweiler to approve the separation agreement as presented. On a roll call vote, Motion Passed. M. BUSINESS PRESENTED BY ALDERPERSONS Alder Miller provided information about the recent Green County Leaders class, noting that it was the largest graduating class to date. He mentioned that the class recently took a trip to the Capitol to engage with state leaders and representatives. N. BUSINESS PRESENTED BY DEPARTMENT HEADS Administrator Rindy sent out a memo appointing Rob Jacobson to oversee the city when she is not available. She also encouraged the Council to read the most recent League's magazine. O. BUSINESS PRESENTED BY THE PRESS P.
