The City of Monroe will accept sealed bids for the Monroe Business and Industrial Park Detention Improvements project until 11:00 a.m. on Tuesday, April 16, 2019 at the City of Monroe, City Clerk’s Office, City Hall, 1110 18th Avenue, Monroe, Wisconsin 53566, at which time they will be publicly opened and read aloud. CITY OF MONROE COMMON COUNCIL MINUTES Date: March 4, 2019 Time: 6:30 PM Place: City Hall Council Chambers - 1110 18th Avenue

CALL TO ORDER The Common Council was called to order on March 4, 2019. A. PLEDGE OF ALLEGIANCE B. ROLL CALL Present at roll call were Alders Brooke Bauman, Chris Beer, Jeff Newcomer, Richard Thoman, Ron Marsh, Rob Schilt, Donna Douglas, and Mickey Beam. Alder Michael Boyce was absent. C. CORRECTION OF MINUTES None. D. BUSINESS BY MAYOR Mayor Armstrong noted that Boy Scout Troop 101 was present working on their badge for citizens serving the community. Mayor Armstrong also made a American Legion Centennial Day Community Proclamation. E. APPEARANCES BY THE PUBLIC 1. Presentation in Conjunction with Monroe School District Regarding the Proposed Addition of a School Resource Officer Administrator Rath introduced to the Council the concept of the City and School District working together to have School Resource Officer personnel (SRO). The SRO would be an employee of the City and serve in the law enforcement division, but would spend time at the school district, mainly at the high school and other schools as needed. Rick Waski was present to answer questions and talk about the program. He discussed other roles in addition to law enforcement, such as classroom education, providing info on law enforcement, student rights, and student responsibilities in the classroom, outreach in different areas of interest, particularly AODA issues, and building relationships with students, families, and the Monroe Police Department. He explained that the person chosen for the SRO would need to be the right fit for the position, a person with a true interest in serving public schools. He mentioned a new requirement for a member of law enforcement to be on the school safety board for each school, and that the SRO could fill and provide consistency in that role. Funding for the SRO still needs to be worked out, and the school district is looking at funding 60% of the program and the city funding 40%. The SRO would work for the city during off-school times. Ideally the SRO position would begin in the fall of 2019 at the earliest. Administrator Rath mentioned that this may be a good time to take another look at the officer study. The Council asked for a timeline. Waski and Rath explained that the school board has asked for info for the March 11th school board meeting, and ideally a decision would be made by April. It would come back to the Council in late March or April, and then would go to S&P for a Memorandum of Understanding with the collective bargaining unit. Training would begin in June/July, and the position would begin in August/September of 2019. 2. Presentation from Bauman Associates - Introduction of Firm and Services Offered to City of Monroe Eric Davidson of Bauman Associates was present and gave a brief presentation on the firm and the services they are providing to the City of Monroe. Davidson comes with 25 years of experience with the firm, and 24 of those years he has worked with municipalities, school districts, and local government units. He explained that the firm provides CFO controller services. The firm is available for city council meetings to update on projects and other topics, and they can be available in person, by phone, or by video conference. Some of the special projects they are assisting with and services they are providing include looking at the budget process and targeted goals within the budget process, debt portfolio analysis, suggestions, and options, reviewing best practices and suggestions for greater efficiencies, updating the city on trends they see in the industry and current issues, access to accounting professionals for day to day coding issues, assistance with implementing best practices, monthly schedules and other things that should be routinely updated, guidance on significant accounting issues, access to HR professionals that can assist with issues involving HR, assistance with filing deadlines, sales tax, payroll questions, withholding questions and issues, tax policies, month end support, and other day to day accounting work and questions. Davidson explained that he has continued education and training, accreditation, and a Lean Six Sigma CPA Green Belt. He gave a brief update on the work that has done so far. The primary focus is preparing for the audit, and quite a bit of progress has been made with learning the accounting system and assisting the city with adjustments ahead of the audits. F. Alder Marsh asked if the city has investigated other areas of investments and returns. Administrator Rath explained that the city currently uses local banks, the Local Government Investment Pool (LGIP), and Ehlers Investment Partners, which looks at a variety of investment types such as CDs and market bonds. Resolution granting temporary "Class B" Wine and Fermented Malt Beverage License to Monroe Chamber of Commerce in conjunction with Stateline Home and Business Expo Motion by Richard Thoman to approve the resolution granting a temporary "Class B" wine and fermented malt beverage license to the Monroe Chamber of Commerce in conjunction with the Stateline Home and Business Expo, seconded by Rob Schilt. Upon roll call vote, motion carried. J. BUSINESS PRESENTED BY ALDERPERSONS Alder Marsh requested a special council meeting to discuss the Revolving Loan Fund timetables and decisions. NOTICE OF PENDING APPLICATION FOR PROPOSED GRADING

Robert Richardson, 2222 West Lawn Avenue, Madison, WI 53711 has applied to the Department of Natural Resources for a permit to grade more than 10,000 square feet and place riprap and habitat structures on the banks of Bushnell Creek. The project is located in the SE1/4 of the NE1/4 of Section 07, Township 02 North, Range 07 East, Town of Monroe, Green County. The project encompasses 2090 lineal feet of stream bank stabilization and habitat improvement by installing 26 stream barbs, 770 feet of riprap, 6 rock deflectors and shaping the banks above structures to a 3:1 slope. All practices will follow NRCS standards and specifications, approximately 1833 cubic yards of spoil material will be spread on adjacent crop fields, and all disturbed areas will be seeded with native vegetation and mulched. The Department will review the proposal provided by the applicant and any information from public comments and a public informational hearing, if requested. The Department will determine whether the proposal complies with ss. 1.11 and 30.19(4), Stats., and ch. NR 150, Wis. Adm. Code, and ensure that the required mitigation meets the standards in s. 281.36(3r), Stats. if the project impacts wetlands. The Department has made a tentative determination that it will issue the permit or contract for the proposed activity. Objection forms and appointments may be obtained from the Clerk. The Clerk must be notified of intent to file, or the forms returned, 48 hours prior to the Board of Review. Please be advised of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board. No person shall be allowed to appear before the Board of Review, to testify to the board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the Assessor to view such property. After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board about the person’s objection except at a session of the Board. No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of assessment unless, at least 48 hours before the first meeting of the boards or at least 48 hours before the objection is heard if the objection is allowed because the person has been granted a waiver of the 48 hour notice of an intent to file a written objection by appearing before the Board during the first two hours of the meeting and showing good cause for failure to meet the 48 hour notice requirement and files a written objection, that the person provides to the clerk of the Board of Review notice as to whether the person will ask for removal of any Board members and, if so, which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take. When appearing before the Board, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate. No person may appear before the Board of Review, testify to the Board by telephone or subject or object to a valuation, if that valuation was made by the Assessor or the Objector using the income method, unless the person supplies the Assessor all of the information about income and expenses, as specified in the manual under Sec. 73.02(2a), that the Assessor requests. The Town of Monroe has an ordinance for the confidentiality of information about income and expenses that is provided to the Assessor under this paragraph which provides exemptions for persons using information in the discharge of duties imposed by law or of the duties of their office or by order of a court. The information that is provided under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under Section 19.35(1) of Wisconsin Statutes. The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, surgeon or osteopath that confirms their illness or disability. No other persons may testify by telephone. A Board may decide to allow at the request of the property owner or their agent: That the owner or the owners representative appear by telephone under oath and testify. Submit written statements made under oath. Board discretion to allow sworn telephone or written testimony (request is not required to be granted). Facetime or skyping still not allowed.
