City of Monroe Common Council Minutes

CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Douglas on Monday, March 6, 2023 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Brooke Bauman, Richard Thoman, Andrew Kranig, Chris Schindler, Heidi Treuthardt, Mary Jane Grenzow, Lynne Kleven, and Tom Miller. Absent was Alder Joshua Binger. B. CORRECTION OF MINUTES - FEBRUARY 20, 2023 The February 20, 2023 minutes were accepted as posted. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR 1. Green County Development Corporation (GCDC) Update Olivia Otte, Green County Development Corporation (GCDC) executive director provides an update on current action and ways for the City of Monroe to partner with their organization. GCDC is a non-profit organization that bridges the gap between the private and public sector with a focus on business recruitment, retention, talent attraction and development. Current initiatives were summarized and include addressing child care challenges in the community, seeking grants, broadband improvements and the housing summit. During the City's time of transition she encourages the City to reach out for any needs in the future. 2. Update on Ad Hoc Committee - Monroe Fire Department Operations and Structure Mayor Douglas reiterates the goal for the creation of the Ad Hoc Committee was to open communication between the departments and community organizations to find solutions for community's public safety future. It requires cooperation and communication, which is the primary goal. The Ad Hoc Committee survey results have been received and are being processed. E. APPEARANCES BY THE PUBLIC 1. Resolution Granting Miscellaneous Licenses Motion made by Tom Miller and seconded by Andrew Kranig to approve the consent agenda. On a roll call vote, Motion Passed. G. LICENSE COMMITTEE 1. Resolution Approving Temporary Class "B" Fermented Malt Beverage and Wine License to Monroe Chamber of Commerce Motion made by Brooke Bauman and seconded by Lynne Kleven to approve resolution for temporary class "B" fermented malt beverage and wine license to Monroe Chamber Commerce. On a roll call vote, Motion Passed. H. BOARD OF PUBLIC WORKS 1. Resolution Awarding Contract for 2023 Fence Replacement Capital Projects Motion made by Brooke Bauman and seconded by Andrew Kranig to approve the resolution awarding contract for 2023 fence replacement capital projects. On a roll call vote, Motion Passed. I. SALARY AND PERSONNEL COMMITTEE 1. Resolution Approving the Job Description and Salary for the Housing and Property Maintenance Code Administrator Position Alder Kranig inquires if a vehicle will be provided to the employee in this position. City Administrator Lothspeich advises a city vehicle will only be used when traveling out of town for training, etc. The employee will use his own vehicle for work within the City. Motion made by Lynne Kleven and seconded by Tom Miller to approve resolution for the job description and salary for Housing and Property Maintenance Code Administrator position. On a roll call vote, Motion Passed. J. FINANCE AND TAXATION COMMITTEE 1. Resolution Approving 2023 Budget Amendment(s) For Property Maintenance Code Enforcement Officer Position and Building Inspection Services. Motion made by Brooke Bauman and seconded by Tom Miller to approve 2023 budget amendments relate to the property maintenance code administrator position and building inspection services. On a roll call vote, Motion Passed. 2. Resolution Authorizing to Contract with Three C Inspections, LLC for Building Inspection Services Motion made by Brooke Bauman and seconded by to approve resolution authorizing to contract building inspection services with Three C Inspections, LLC. On a roll call vote, Motion Passed. Ayes: Bauman, Grenzow, Kleven, Miller, Schindler, Thoman, Treuthardt Nays: Kranig 3. Resolution Ratifying Purchase of Four (4) Police Department Pursuit Vehicles Motion made by Brooke Bauman and seconded by Andrew Kranig to approve resolution ratifying purchase of four police department pursuit vehicles. On a roll call vote, Motion Passed. K. COUNCIL OF THE WHOLE 1. Resolution Authorizing Contract with GovTemps for the Position of Interim City Administrator Mayor Douglas comments on Council's prior decision to consider proceeding with an interim City Administrator. The request for proposal was distributed to 15 executive search firms and posted in other various avenues. The City only received two candidates, but the candidates are suitable and highly recommended. Internal staff interviewed the two candidates and is making a recommendation of the candidate that fit best with the City of Monroe. City Administrator Lothspeich advises the hourly rate has since been reduced to $87 per hour. The Interim Administrator will be paid on an hourly basis and reimbursed for housing assistance. The staff received a late clarification on the financials to share with Council today. The proposal is to reimburse the candidate for a maximum of $1500 for temporary housing. At a thumbnail comparison of the existing administrator position expenses versus the interim position it shows If the minimum 31 hours are worked then it results in a reduction in expenses to the City. If the interim works the normal 40 hours per week, the expenses are consistent with the current administrator position expenses. The candidates start date would be anticipated for April 3, 2023. Current City Administrator Lothspeich advises he will remain available as needed to assist during the transition. Staff sought out references for the candidate that were very positive. Alder Bauman makes a statement that the expenditures are worthy of the stress it will releave of the current staff that have already went through a similar transition. It is worth the consideration. The proposed candidate does have a worthy background and experience suitable for the City of Monroe. Alder Miller made a motion to alter the resolution to reflect the new rate of $87 per hour and include travel and housing reimbursements, seconded by Alder Bauman. Motion carried by unanimous roll call vote. Alder Bauman made a motion to approve the resolution authorizing to contract with GovTemps for the position of Interim City Administrator, seconded by Alder Miller. Motion carried by unanimous roll call vote. L. BUSINESS PRESENTED BY ALDERPERSONS Alder Bauman inquires if the 2023 budget packet will be placed on the website. She also thanks Administrator Lothspeich for his service and recognizes this is his last meeting as the City of Monroe administrator. She wishes him well. Mayor Douglas echoes Alder Bauman's sentiment to Administrator Lothspeich. Administrator Lothspeich echoes the sentiment and is thankful to have worked with everyone and the City is in good hands going forward. M. BUSINESS PRESENTED BY DEPARTMENT HEADS City Clerk/Treasurer Rindy recognizes Administrator Lothspeich's last Common Council meeting and thanks him for his service and leadership he provided during his tenure at the City of Monroe. She wishes him well on his next opportunity. N. BUSINESS PRESENTED BY THE PRESS O. ADJOURNMENT Motion made by Andrew Kranig and seconded by Chris Schindler to adjourn. On a voice vote, Motion Passed.
