CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Douglas on Monday, March 4, 2024, at 6:30 PM. A. On a roll call vote, Motion Passed. I. COUNCIL OF THE WHOLE 1. Presentation of Department of Public Works Facility Study Norman Barrientos, from Barrientos Design & Consulting, delivered a presentation on the space needs, site selection, and conceptual design study for a new Department of Public Works (DPW), Parks department, and Street department building. He outlined the current requirements and explored potential site locations. Additionally, Barrientos introduced the concept of sharing a site and building with the Green County Highway Department, which has been considering a new building. Barrientos presented details on what a shared location might entail, along with associated costs. He emphasized that working out the specifics of a shared building and location would require collaboration between the city and the county. Following the presentation, the council had an opportunity to pose questions to Norman Barrientos. Many inquiries revolved around the operational aspects of a shared building with the county. The council expressed a consensus to proceed with the project and initiate communication with the county regarding a shared location. Discussions took place on whether an Ad Hoc committee or the Board of Public Works should engage in discussions with the county. An email will be circulated to gauge interest from council members in participating in the committee. 2. Follow Up Presentation on WWTP Facility Plan and Possible Approval of Resolution Authorizing WWTP Facility Plan Submission to the DNR Chris DeSilva, representing Fehr Graham, presented a follow-up on the discussion from the last council meeting. He delved into the financial aspects of the project, covering revenues, expenses, and loan balances. If approved by the Department of Natural Resources (DNR), the plan is to utilize cash reserves to pay off the current loan and subsequently secure a new loan through the DNR to cover the project. This strategy aims to minimize the impact on current rates. During the presentation, council members had the opportunity to ask questions about the finances and loan structure. They emphasized their desire for the industry to contribute their share and expressed the view that residents should not bear the cost of industrial use. Motion made by Tom Miller and seconded by Mary Jane Grenzow to approve the resolution. On a roll call vote, Motion Passed. 3. Discussion Regarding WWTP Proposed Permit Exceedance rate Policy Adjustments Chris DeSilva from Fehr Graham discussed industry permitted flows and the existing industry rate summary. He presented a potential solution involving rate increases if the permit was exceeded, essentially imposing penalties for exceeding the permitted limits. Concerns were raised about the threshold that would trigger penalties and the potential consequences of pushing industries out of town. Mike Kennison addressed the discussion by emphasizing the strengths of the city's sampling processes, explaining that it's based on an average per quarter. Council members inquired about the city's authority to set rates and the feasibility of implementing daily sampling. Various questions were raised by the council and expressed concerns about the potential financial burden on industries. PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS March 12, 2024 County Boardroom, Green County Courthouse, 1016 16th Ave, Monroe, WI

Chair Jerry Guth called the meeting to order at 7:00 p.m. The Clerk read the roll call with 29 present, 1 absent being Bristow and 1 tardy being Hartwig. The Board recited the Pledge of Allegiance. County Clerk Arianna Voegeli and the County Board of Supervisors recognized retiring Supervisors Harvey Mandel for 28 years and Dave Bristow for 2 years and thanked them for their service. Harvey Mandel spoke about his years of service with the county. UW-Extension staff presented the UW-Extension Annual Report. Motion by Sass, seconded by Pennington to receive the UW-Extension Annual Report. Motion carried by a unanimous voice vote. UW-Extension Community Resource Educator Victoria Solomon and Troy Maggied from Southwestern Wisconsin Regional Planning Commission gave an overview of the strategic planning process. Motion by Rufenacht, seconded by Roemer to approve the minutes of the February 13, 2024, meeting. Motion carried by a unanimous voice vote.

ORDINANCE 24-0301 Modification of Committee Structure

WHEREAS, the Committee of Committees has supervision over general required changes, updates and modifications to the Green County Code; and WHEREAS, after review of the Green County Code, the Committee of Committees has indicated that the Green County Code is in need of updating; and NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that the following modification be made to the Green County Code. 1-7-1: COMMITTEE STRUCTURE C. All Committees, both elected and appointed, shall elect from their members the Chairpersons of said Committees. All committees described in this Chapter shall elect from their members the Chairperson of said Committees. A Committee may elect a Vice-chairperson and a Secretary. With the exception of the Committees described in Sections 18, 19, 22, 24 and 28, the Chairpersons and Vice-chairpersons must be County Board Supervisors. NOW, THEREFORE, BE IT FURTHER ORDAINED that this modification shall take effect as of the April 2024 Organizational Meeting of the Green County Board of Supervisors. WHEREAS, the Green County Land Use and Zoning Committee has general supervision over administration of the County Zoning Code Regulations; and WHEREAS, after review of the Green County Code, the Green County Land Use and Zoning Committee has indicated that the Green County Code is in need of updating; and NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that Section 4-6-2 of the Green County Code be repealed and recreated as is attached to this Ordinance. RESOLUTION 3-1-24 Resolution Designating County Elected Officers’ Salaries

WHEREAS, the Green County Personnel and Labor Relations Committee is charged with the responsibility for recommending salaries and conditions of office for each new four-year term for County Constitutional Officers; and WHEREAS, Green County Code section 1-6-1 provides as follows: Upon recommendation of the Personnel and Labor Relations Committee, the Board shall, prior to the earliest time for filing the nomination papers for any elective office to be voted on in the County (other than Supervisors and Circuit Judges), which officers are paid in whole or part from the County Treasury, establish the total annual compensation for services to be paid, pursuant to Section 59.22 of the Wisconsin Statutes.
