The City of Monroe will accept sealed bids until 1:00pm Thursday, April 1, 2021 at City Hall Council Chambers – 1110 18th Avenue, Monroe, Wisconsin 53566, at which time they will be publicly opened and read aloud for the construction of: APPROX: 2568 L.F. REMOVE AND REPLACE 30” CONCRETE CURB AND GUTTER 4573 S.F. REMOVE AND REPLACE 6” CONCRETE SIDEWALK 760 L.F. SAW CUT CONCRETE Bid Documents may be obtained from the City Engineering Department located at 1821 12th Street, Monroe, Wisconsin 53566. The first copy of the bid documents is free of charge. A $10 fee will be charged for any additional copies obtained. Overnight mailing of bid documents will not be provided. Each bid shall be accompanied by a certified check or bank draft payable to the City of Monroe or satisfactory bid bond in the amount of 5% of the gross bid as a guarantee that if the bid is accepted as the successful bid, such successful bidder will execute and file the proper contract and performance bond within the time limit specified by the City of Monroe. NO CASH OR PERSONAL CHECKS WILL BE ACCEPTED. NOTE: SUBMITTAL OF A PERFORMANCE BOND IS REQUIRED. CALL TO ORDER FOR THIS MEETING

The Common Council meeting was called to order on Monday, March 1, 2021 at 6:30 PM. ROLL CALL Present at roll call were Alders Michael Boyce, Rob Driver, Donna Douglas, Tammy Fetterolf, Brooke Bauman, Joshua Binger, Richard Thoman and Mickey Beam. Absent at roll call was Alder Kelly Hermanson. A. APPROVAL OF MINUTES FROM FEBRUARY 15, 2021 Motion made by Rob Driver and seconded by Richard Thoman to approve February 15, 2021 minutes. On a roll call vote, Motion Passed. B. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. C. BUSINESS BY MAYOR None. D. APPEARANCES BY THE PUBLIC Melissa Even is signed up to speak, but would like to speak during the public hearing for the Business Registration Ordinance. E. CONSENT AGENDA 1. Claims List 2. FINANCE AND TAXATION COMMITTEE 1. City of Monroe Annual Investments Review - Ehler's The Council was provided with a financial report from Ehler's Investments. A presentation was done at Finance and Taxation Committee on February 22, 2021. City Administrator Lothspeich provided an overview. The City has stable investments with a ladder structure. If there are any questions, Administrator Lothspeich will field them and return with answers from Ehler's. The Council expresses the desire for future investment reviews to be brought directly to Council, rather than at the committee level first. It is also recommended by Alder Boyce for an overview of the City's entire investment policy and how Ehler's investments are only one piece of the whole picture. G. JUDICIARY AND ORDINANCE REVIEW COMMITTEE 1. Public Hearing for Ordinance Creating Chapter 3-16 of the Monroe City Code: General Business Registration Public hearing opened. Melissa Even spoke as a representative of the Monroe Chamber and Commerce. Since the proposed ordinance has been made public on the website, she has received multiple concerns by local businesses. First, the current proposed ordinance does not clearly define what is identified as a business. Secondly, this is planned to be a free and voluntary registration process. However, there are concerns regarding if, or how soon, this could change to mandatory as the City has to maintain the process. Lastly, there are concerns of how this will carry over to other departments or processes within the City. She would encourage further discussion to address these concerns at the committee and Council level. Public hearing closed. 2. Approve Ordinance Creating Chapter 3-16 of the Monroe City Code: General Business Registration Alder Bauman has concerns with the presented ordinance. She agrees the proposed ordinance does not clearly define what a business is. Secondly, she has concerns that this references voluntary compliance, yet also states licenses will not be issued to a business if they are not registered. Alder Thoman had five business owners reach out to him today with concerns. His concerns echo those shared in the public hearing. He has a fear of the control that this could lead to and he does not want to discourage business development in the City of Monroe. Alder Douglas shares her favor of the businesses registering for general awareness. She encourages the City and Chamber of Commerce to work together on maintaining a list of active businesses within the City limits. City Administrator Lothspeich reviewed the proposal for this ordinance developed following a Directors meeting. The goal for this ordinance was to develop a program to facilitate communication between the City of Monroe and local businesses. New businesses considering establishing themselves within the City of Monroe could ensure they are doing so within zoning, license and permit compliance. Alder Boyce references the State of Wisconsin requires all businesses to register, and provides a searchable mechanism. He strongly suggests other avenues or sources of data that already exist, rather than create another hurdle for the businesses. Alder Beam encourages involvement of GCDC, Monroe Chamber, Main Street Monroe in the process. Alder Thoman further explains the goals of this proposed ordinance will likely not be met with voluntary compliance. He agrees with the suggested inclusion of other organizations and consideration of databases that already exist. Motion made by Mickey Beam and seconded by Donna Douglas to to approve ordinance creating chapter 3-16 of the Monroe City Code: General Business Registration. On a roll call vote, Motion Failed. Public Hearing for Ordinance Repealing and Recreating Subsections 10-2- 3(A)(12) and 10-2-5(E) of the Monroe City Code: Winter Parking Restrictions and Snow Routes Public hearing opened up. Approve Resolution for Temporary "Class B" Wine and Malt Beverage Licenses for St. Clare of Assisi/St. Victor Home and School Motion made by Donna Douglas and seconded by Rob Driver to approve resolution for temporary "Class B" Wine and Malt Beverage licenses for St. Clare of Assisi/St. Victor Home and School. Review and Possible Action Regarding Proposed Temporary Expansion of Employee Emergency Time off Related to COVID-19 The Salary and Personnel Committee passed a motion recommending to temporarily allow employees to utilize their medical and extraordinary leave banks for absences related to COVID-19; with re-evaluation every 30 days. Alder Boyce recommends to draft a resolution for Council approval at the next meeting, setting the policy change with a retroactive date of March 1, 2021. There is a general consensus to approve the policy change and allow the policy to become effective today, returning with a formal resolution for approval at the next Council meeting. J. BUSINESS PRESENTED BY ALDERPERSONS Alder Boyce inquires when a report from the Building Inspector will be presented to the Council, based on the policy approved in October 2020. Alder Beam advises she has been informed the Building Inspector will report to the City Administrator and the Administrator will share that information with Council. K. BUSINESS PRESENTED BY DEPARTMENT HEADS None. L. BUSINESS PRESENTED BY THE PRESS None. M. COUNCIL OF THE WHOLE 1. Review Resolution Post COVID-19 Recovery Action No action or discussion. 2. Approve Resolution Authorizing the City Clerk to Appoint Tabulators to Serve at the Polling Place Clerk Rindy shares a summary of the purpose to appoint tabulators for the Spring Election is due to the anticipated high number of ballots with write-ins to be tallied following the closing of the polls. Motion made by Rob Driver and seconded by Mickey Beam to approve the resolution authorizing the City Clerk to appoint tabulators to serve at the polling place. On a roll call vote, Motion Passed. 3. Discussion and Consideration Regarding Approval of City Administrator Housing Allowance The contract for City Administrator Lothspeich included a clause to allow for a housing allowance up to $7500. The purpose for this review is to allow for the $7500 to be paid for the purchase of his second home in Lake Geneva, rather than a property near the City of Monroe. Alder Boyce reviews his interpretation of the clause does not put a limitation on the location of the home. Alder Bauman struggles with the definition of "near", as she does not believe Lake Geneva should qualify as nearby. The direction from Council tonight is to approve the payment of the allowance, if it qualifies under the definitions of the contract. This request could fall under the contract clause allowing the $7500 allowance to be used for "any other expenses as approved by Council". Motion made by Donna Douglas and seconded by Richard Thoman to approve the City Administrator's request to grant the $7500 allowance for moving expenses. On a roll call vote, Motion Passed.
