PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS March 11, 2025 County Boardroom, Green County Courthouse, 1016 16th Ave, Monroe, WI

Chair Jerry Guth called the meeting to order at 7:01 p.m. The Clerk read the roll call with 29 present and 1 excused absence being Gundlach. The board recited the Pledge of Allegiance. Motion by Sass, seconded by Roemer to approve the minutes of the February 11, 2025, meeting. Motion carried by a unanimous voice vote. Community Resource Educator Victoria Solomon and 4-H & Youth Development Educator Ellen Andrews presented the UW-Extension Annual Report. Lillian Sievers from the Clarence Bridge Pioneers 4-H Club spoke on the positivity 4-H clubs bring to youth. Motion by Roth, seconded by Knox to receive the UW-Extension Annual Report. Motion carried by a unanimous voice vote.

RESOLUTION 3-1-25 Resolution Approving Property Contract (Over $150,000)

WHEREAS, County Code Section 1-11-2, entitled COUNTY PURCHASES AND CONTRACTS, provides for review, approval and execution of all County contracts and purchases necessary to carry out approved budget operations; and WHEREAS, Section 1-11-2(A)(3) STATES: Cost or price in excess of one hundred and fifty thousand dollars ($150,000.00), recommendation by the appropriate department head and the supervisory committee to the full County Board with approval by the full Board before the purchase is made. Execution of the contract documents shall be by the Green County Board Chair and the appropriate Committee Chairperson, after the document has been reviewed by the Green County Corporation Counsel. RESOLUTION 3-2-25 Resolution Accepting Wisconsin Department of Tourism Grant

WHEREAS, the Finance and Accounting Committee adopted a Grant Application and Acceptance procedure at its August 2, 2005 meeting, which states that grants over ten thousand dollars ($10,000.00) shall be subject to County Board consideration before acceptance, after approval by the oversight committee and Finance Committee; and WHEREAS, County Code Section 2-12-1, entitled COUNTY BOARD APPROVAL, provides for County Board approval of programs or services within Green County which are funded by other than County funds and revenues. ORDINANCE 25-0302 Revised Sales of Tax Deeded Lands WHEREAS, the Property, Parks and Insurance Committee has general oversight of all countywide policies and procedures; and WHEREAS, after review of the Green County Code and the Wisconsin Statutes, the Green County Property, Parks and Insurance Committee believes that the Green County Code is in need of updating due to legislative and case law changes; and NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that Title 1, Chapter 11, Section 9 of the Green County Code be repealed and recreated in its entirety. ANNOUNCEMENTS: Clerk Voegeli reminded the board that county board will be held the third Tuesday in April (April 15). The clerk also reminded the board that upcoming elections are April 1. DISTRIBUTIONS: Sheriff’s Office Annual Report, Land and Water Conservation Annual Report, County Clerk’s Annual Report and a Forward Analytics pamphlet were distributed.
