CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order on Monday, February 17, 2020. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Rob Driver, Kelly Hermanson, Richard Thoman, Michael Boyce, Brooke Bauman, Donna Douglas, Joshua Binger, and Tammy Fetterolf. Absent was Alder Mickey Beam. B. CORRECTION OF MINUTES None. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR 1. Monroe Fund Advisory Board Members Mayor Armstrong recommended for approval of the Monroe Fund Board Members for a 3 year term: Katie Doyle Baumann and Susie Davis. JUDICIARY AND ORDINANCE REVIEW COMMITTEE 1. Ordinance Repealing and Recreating Subsection 8-4-4(B) of the Monroe City Code: Cross Connection Inspections Ordinance Repealing and Recreating Subsection 8-4-4(b) of the Monroe City Code was originally reviewed and passed at Council level on July 1, 2019. However no official publication of the enactment of the ordinance occurred, therefore it is being passed again to allow for publication of the ordinance within 15 days of Council's approval. Reviewed the original change to the ordinance in July 2019 was to allow the Utilities department to charge business for the cross connection inspections that are mandated by the State and the Public Service Commission. Discussion held that it may be difficult to enforce delinquent payments or deadlines for installations when the ordinance was not legally in effect without the publication. Further reviewed how the Public Works Committee and Council reviewed alternative options to recovering the cost for the cross inspection fees prior to passing this ordinance in July 2019. This included consideration of splitting the cost across all taxpayers versus only the businesses that have the cross connections. Al Gerber advised this effects approximately 800 businesses in the City of Monroe. The inspections vary from one to eight hours based on the number of connections and size of the business. Council agrees the state mandated requirement to inspect the cross connections needs to be recovered as the City is unable to absorb the cost in the budget. Motion made by Donna Douglas and seconded by Tammy Fetterolf to approve Ordinance repealing and recreating Subsection 8-4-4(B) of the Monroe City Code: Cross Connection Inspections. Ordinance Adopting General Development Plan for Pursuit Processing, LLC Planned Development Motion made by Donna Douglas and seconded by Rob Driver to approve Ordinance adopting general development plan for Pursuit Processing, LLC Planned Development.
