CITY OF MONROE COMMON COUNCIL MINUTES

CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order on February 3, 2020. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Rob Driver, Mickey Beam, Donna Douglas, Joshua Binger, Tammy Fetterolf, Richard Thoman, Kelly Hermanson, and by telephone Brooke Bauman. Absent was Alder Michael Boyce and City Attorney Bartholf. B. CORRECTION OF MINUTES None. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR Mayor Armstrong addressed the Youth in Government program. The time to establish the next round of Youth in Government members is coming up this spring. It will need to be decided if Council and the current members would like to continue the program. He will send out an email to current Youth in Government members questioning their interest in continuing the program and ask if they would like to continue as mentors. The Mayor held discussion regarding the current City Policy manual. Certain policies have recently been reviewed as recommended by the Ad Hoc Committee for the Fire Department review. The Mayor acknowledges there is an extensive amount of policies, so it is difficult to track employee knowledge or awareness of the policies. Mayor Armstrong provided the Alders with a summary of the policies. He will continue to work with the Directors to review current policies at upcoming meetings. The Directors will then share the policies with staff. The goal is to keep the employees educated regarding current policies. At the March 11, 2019 Salary and Personnel meeting, it was recommended to develop the Use of City Vehicle and Equipment Policy and review them annually. The mayor has signed and approved the policies signed by the employees. Currently, it is also required for S&P to approve and sign the policies. At a future S&P meeting, the members will review and approve the submitted policies, as well as consider changing the policy so that S&P is not required to sign the submitted forms. The Mayor states this would be an example of micromanaging that is trying to be avoided. E. APPEARANCES BY THE PUBLIC Katelin Rische - 1219 11th Street representing herself and families in the community spoke in favor of the Splash pad proposal at Twining Park. F. CONSENT AGENDA 1. Claims List Alder Douglas has a question regarding an item under Professional Services for Karla. It was recommended for Alder Douglas to email or call Karla tomorrow to discuss. Motion made by Donna Douglas and seconded by Richard Thoman to approve the consent agenda. On a roll call vote, Motion Passed. G. COUNCIL OF THE WHOLE 1. Resolution Approving Termination of Tax Incremental District (TID) #5 Alder Thoman read the resolution for the termination of TID#5. Motion made by Richard Thoman and seconded by Donna Douglas to approve the resolution terminating Tax Incremental District (TID) #5. On a roll call vote, Motion Passed. H. BUSINESS PRESENTED BY ALDERPERSONS Alder Binger informed Council Alder Thoman approved his request for Finance and Taxation to discuss the Splash Pad proposal at their next meeting, currently scheduled for Monday, February 10, 2020. NOTICE TO RESIDENTS OF: TOWN OF MONROE and TOWN OF SYLVESTER PRESIDENTIAL PREFERENCE PRIMARY AND SPRING ELECTION – APRIL 7, 2020 VOTING BY ABSENTEE BALLOT

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot. A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 10 consecutive days before the election. The elector must also be registered in order to receive an absentee ballot. Proof of identification must be provided before an absentee ballot may be issued. You must make a request for an absentee ballot in writing. Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both. You may also submit a written request in the form of a letter. Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature. You may make application for an absentee ballot by mail or in person. Making application to receive an absentee ballot by mail The deadline for making application to receive an absentee ballot by mail is: Thursday, April 2, 2020 at 5 p.m. Note: Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror. If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot. Voting an absentee ballot in person You may also request and vote an absentee ballot in the Clerk’s Office during the days and hours specified for casting an absentee ballot in person. Hours: By appointment, Monday-Friday from March 17 – April 3, 2020 The first day to vote an absentee ballot in the clerk’s office is: Tuesday, March 17, 2020 The last day to vote an absentee ballot in the clerk’s office is: Friday, April 3, 2020 No in-person absentee voting may occur on a weekend or legal holiday or on the day before the election. The municipal clerk will deliver voted ballots returned on or before Election Day to the proper polling place or counting location before the polls close on Tuesday, April 7, 2020.
