CITY OF MONROE COMMON COUNCIL MINUTES Date: February 18, 2019

CALL TO ORDER The Common Council was called to order on February 18, 2019. A. PLEDGE OF ALLEGIANCE B. ROLL CALL Present at roll call were Alders Michael Boyce, Jeff Newcomer, Ron Marsh, Rob Schilt, Donna Douglas, and Mickey Beam. Alders Brooke Bauman, Chris Beer, and Richard Thoman were absent. C. Treasurer's Report There were no questions or comments on the Treasurer's Report. H. PLAN COMMISSION 1. Ordinance rezoning property # 161 (Set public hearing) A public hearing was set for March 18, 2019. I. FINANCE AND TAXATION COMMITTEE 1. Resolution Extending Life of Tax Increment District No. 5 for the Purpose of Funding Affordable Housing in the City of Monroe Ron Marsh inquired about the fund balance of TID 5. Administrator Rath explained that the fund balance would remain, the extension would only take the additional increment for the one year extension and put towards affordable housing projects. The fund balance not including the additional year increment would be split between the taxing jurisdictions when the district closes. Alder Boyce explained that the RDA is piggybacking off the goals of TID 7, the Comprehensive Plan, and the Housing Study. The purpose of the TIF extension is to offset the need for borrowing in the RDA and to use as collateral for additional borrowed amounts, lessening the need to bond. Motion by Michael Boyce to approve the resolution extending the life of TID # 5 for the purpose of funding affordable housing in the City of Monroe, seconded by Donna Douglas. Upon roll call vote, motion carried. 2. Resolution Extending Life of Tax Increment District No. 4 for the Purpose of Funding Affordable Housing in the City of Monroe Motion by Michael Boyce to approve the resolution extending the life of TID # 4 for the purpose of funding affordable housing in the City of Monroe, seconded by Ron Marsh. Upon roll call vote, motion carried. J. PUBLIC SAFETY COMMITTEE 1. Resolution approving special event Motion by Rob Schilt to approve the resolution approving special event, seconded by Mickey Beam. Upon roll call vote, motion carried. K. LICENSE COMMITTEE 1. Resolution amending Temporary Class "B" Fermented Malt Beverage License issued to Monroe Chamber of Commerce in conjunction with Business After 5 event at Sugar River Bank Motion by Donna Douglas to approve the resolution amending the Temporary Class "B" Fermented Malt Beverage license issued to the Monroe Chamber of Commerce, seconded by Mickey Beam. Upon roll call vote, motion carried. 2. Resolution granting a temporary amendment to licensed premises description for "Class B" liquor and fermented malt beverage license to add an outdoor beer garden for Suisse Haus Inc. Motion by Donna Douglas to approve the temporary amendment to the licensed premises for the "Class B" liquor and fermented malt beverage license issued to Suisse Haus Inc, seconded by Rob Schilt. Upon roll call vote, motion carried. L. COUNCIL OF THE WHOLE 1.Resolution establishing polling location for 2019 Spring Election Motion by Donna Douglas to approve the resolution establishing polling location for the 2019 Spring Election, seconded by Rob Schilt. Upon roll call vote, motion carried. M. BUSINESS PRESENTED BY ALDERPERSONS Alder Boyce shared the dates, times, and locations for the public info sessions regarding the RDA: Thursday Feb 21st, 11:30 am - 12:30 pm at the Green County Courthouse Tuesday Feb 26th, 5:30 pm - 6:30 pm at the Green County Courthouse Thursday Feb 28th, 5:00 pm - 6:00 pm at the Monroe Golf Club Alder Marsh requested better communication from the City regarding meeting schedules and cancellations. Alder Schilt thanked the Streets Department for their hard work on clearing the snow during recent weather. N. BUSINESS PRESENTED BY DEPARTMENT HEADS City Clerk Voegeli advised that there would not be a Spring Primary Election on February 19th, as the City of Monroe did not have anything that required a primary. NOTICE TOWN OF CLARNO BOARD OF REVIEW & OPEN BOOK

NOTICE IS HEREBY GIVEN that the Board of Review for the Town of Clarno of Green County, WI. Will be held on the 17th day of May 2019, from 11:00 A.M. to 1:00 P.M., at the Town Hall in the Town of Clarno. The Open Book sessions for the Town of Clarno will be held at the Clarno Town Hall on the following date, April 30th, 2019, 11:00 A.M. to 1:00 P.M. Appointments are requested for person’s appearing for Open Book. Appointments can be made by calling Associated Appraisal 920-749-1995. Please be advised of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board: No person shall be allowed to appear before the Board of Review, to testify to the Board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the Assessor to view such property. After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board about the person’s objection except at a session of the Board. No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of assessment unless, at least 48 hours before the first meeting of the Board or at least 48 hours before the objection is heard if the objection is allowed because the person has been granted a waiver of the 48 hour notice of an intent to file a written objection by appearing before the Board during the first two hours of the meeting and showing good cause for failure to meet the 48 hour notice requirement and files a written objection, that the person provides to the Clerk of the Board of Review notice as to whether the person will ask for removal of any Board members and, if so, which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take. When appearing before the Board, the person shall specify, in writing, the persons estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at the estimate. No person may appear before the Board of Review, testify to the Board by telephone or subject or object to a valuation; if that valuation was made by the Assessor or the Objector using the income method; unless the person supplies the Assessor all of the information about income and expenses, as specified in the manual under Sec. 73.03(2a), that the Assessor request. The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, surgeon or osteopath that confirms their illness or disability. Sealed Bids for the construction of the 2019 Water Main and Sanitary Sewer Improvements will be received by the City of Monroe, at 1110 18th Avenue, Monroe, WI 53566, until 1 P.M., local time, on March 28, 2019, at which time the Bids will be publicly opened and read aloud.
