City of Monroe Common Council minutes

CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Armstrong on Monday, February 7, 2022 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Michael Boyce, Richard Thoman, Donna Douglas, Mickey Beam, Joshua Binger, Andrew Kranig, and Chris Schindler. Alder Beam joined at 6:32 PM. Absent was Alder Brooke Bauman. B. APPROVAL OF MINUTES - JANUARY 17, 2022 Motion made by Donna Douglas and seconded by Richard Thoman to approve the January 17, 2022 minutes. On a roll call vote, Motion Passed. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR Procedural items discussed. 1. Mayor Armstrong reviewed the policy for the items discussed in closed session. The Council is the body to decide whether to release closed records and the Mayor summarized the procedure to follow. The Council may release closed session materials or a summary, only based upon discussion and decision in closed session. 2. A motion and second is technically required prior to holding a discussion on an agenda item. that is to be followed by allowing all Alders first round of discussion before proceeding with back-and-forth conversation. 3. There is no longer a Council President due to the recent resignation of Alder Driver. The Council president or any Council member may call a meeting to order, therefore, there is no plan to vote for a replacement for Council President prior to the annual special meeting in April. 4. At the next meeting the Mayor will appoint the replacements that do not require Council approval. The special boards, committees or Commissions will be appointed for Council confirmation at the next meeting. 5. Mayor Armstrong reviews the history of the selection of Alder Driver for the appointment to the Council. The Mayor did not choose to appoint Alder Driver for the known conflicts. His appointment was turned down by Council, and then followed by the removal of the Mayor's power to appoint individuals for Council confirmation to fill Alder vacancies. He urges the Council to reconsider how the Council fills future vacancies. 1. Resolution Recognizing City of Monroe Employee Retirements - Marge Klinzing and Tom Boll Current Director of Park and Recreation Skibba presented Marge Klinzing with her retirement gift basket. Motion made by Donna Douglas and seconded by Chris Schindler to approve the resolution recognizing City of Monroe employee retirements - Marge Klinzing and Tom Boll. On a roll call vote, Motion Passed. 2. Recognizing City of Monroe Employees for Length of Service - Police Department The Mayor recognized Scott Fields for his 10 years of service. Chief Kelley provided Officer Fields with his gift basket. 3. Oath of Office - Firefighter Shannon Jones Clerk Rindy administered the Oath of Office for Firefighter Shannon Jones. 4. Optimist Day Proclamation Mayor Armstrong shared the Optimist Day Proclamation for Thursday, May 3, 2022. E. APPEARANCES BY THE PUBLIC None. F. CONSENT AGENDA 1. Claims List 2. Resolution Granting Miscellaneous Licenses Alder Boyce comments on the payments for weather applications included on this claims list for an annual cost of approximately $6,000-$9,000 between the Streets and Utilities departments. He urges consideration of the cost for this technology with its uses and availability, particularly when considering associated costs for potential technology related to equipment tracking purposes. Alder Kranig continues to see purchases from Amazon and would prefer to see local purchases. He also comments on the expenses related to contracted snow removal when the City has staff and equipment for this purpose. Alder Schindler shares agreement there are significant expenses listed that could be further evaluated. Motion made by Michael Boyce and seconded by Andrew Kranig to approve the consent agenda. On a roll call vote, Motion Passed. G. JUDICIARY AND ORDINANCE REVIEW COMMITTEE 1. HOLD PUBLIC HEARING and Consideration of Ordinance Repealing and Recreating Subsection 4-2-6(B)(11)(a) of the Monroe City Code: Parking of Vehicles on Paved or Graveled Surface Public hearing opened up. No public comments made. Attorney Bartholf summarized the proposed changes to the ordinance as it relates to the parking of a vehicle on a paved or gravel surface, clarifying the surface needs to cover the full length and width of the vehicle. Public hearing closed. Motion made by Richard Thoman and seconded by Andrew Kranig to approve the ordinance repealing and recreating subsection 4-2-6(B)(11)(a) of the Monroe City Code: Parking of Vehicles on Paved or Graveled Surface. On a roll call vote, Motion Passed. H. LICENSE COMMITTEE 1. Resolution Granting Available "Class B" Liquor and Fermented Malt Beverage License to Bullquarian Brewhouse, LLC Alder Boyce congratulates Bullquarian on this positive change for their business and wishes them success going forward. Clerk Rindy summarizes Bullquarian is a brewpub that currently has a Class "B" license to serve malt beverages, and this will be "Class B" license allowing sale of intoxicating liquors in addition to the malt beverages. This license became available when the prior Luna Maya Restaurant II license from their previous location was returned to the City of Monroe. Bullquarian was the only applicant for consideration of issuing the license. Motion made by Donna Douglas and seconded by Andrew Kranig to Motion. On a roll call vote, Motion carried. Resolution Approving the Southwestern Regional Planning Commission Agreement for Grant Writing Application Services Motion made by Donna Douglas and seconded by Richard Thoman to approve the resolution for Southwestern Regional Planning Commission agreement for grant writing application services. On a roll call vote, Motion Passed. J. SALARY AND PERSONNEL COMMITTEE 1. Resolution Authorizing Employee Compensation Payment in Lieu of City Health Savings Account (HSA) Contribution City Administrator summarizes the purpose for this proposed policy change as it is to be fair to employees that are on Medicare, making them ineligible to receive the HSA (Health Savings Account) contribution. Motion made by Michael Boyce and seconded by Richard Thoman to approve the resolution authorizing the employee compensation payment in lieu of City Health Savings Account (HSA) contribution. Resolution Authorizing Replacement of Annual Health Savings Account (HSA) Payment to Quarterly HSA Payment Schedule for Eligible Employees It is confirmed this policy change will be effective for fiscal year 2023. The history of the implementation of the HSA program was summarized by City Administrator Lothspeich. As the City moved to the high deductible plan, the HSA program was added to help offset the increased cost. The plan has been in place for multiple years, allowing employees to build their HSA savings and financially plan their own contributions based on the change that would occur in fiscal year 2023. Motion made by Michael Boyce and seconded by Richard Thoman to approve the resolution authorizing the replacement of the annual health savings to quarterly HSA payment schedule for eligible employees. Resolution Approving Increase in Monroe Municipal Airport Seasonal Summer Laborer Wages Alder Boyce thanks Director of Facilities and Logistics for proceeding with the Request for Bid (RFP) services. He understands there are regulations due to the Airport, but comments the RFP seemed to be a little heavy for the request. He appreciates the effort taken and agrees the proposed wages are fair. It is confirmed the proposed wages align with similar positions in other departments. Motion made by Joshua Binger and seconded by Donna Douglas to approve the resolution increasing the Monroe Municipal Airport seasonal laborer wages. On a roll call vote, Motion Passed. L. City of Monroe Public Health Emergency Personnel and Leave Policy Alder Boyce believes it is time to end the Temporary Amendment to the Employee Paid Time Off Policy based on the current status of the COVID-19 pandemic. Alder Beam inquires what would be done when the next variant occurs. She is advised the policy could always be revisited and reinstated. Alder Boyce comments the low activity of COVID-19 cases in the schools, and it is time to consider returning to normal. Alder Boyce made a motion to discontinue the policy for the temporary employee paid time off policy, seconded by Alder Kranig. Alder Douglas inquires if the policy change has resulted in an expense to the City. City Administrator Lothspeich advises it is an earned benefit for the employee, that would result in a cost to the City overall. The actual usage numbers are not up to date, but in the last month there was a significant increase in the number of employees out due to COVID-19. As COVID-19 is no longer an FMLA qualifying event, this amendment to the policy allowed employees to still use their medical leave banks versus PTO for time off related to COVID-19. Alder Kranig comments some businesses can't pay for employees to be off when they are sick; the City should also start treating the City as a business. It is clarified this is an earned benefit, not an additional benefit. The agenda includes the monthly review the Public Health Emergency policy along with the temporary amendment to the temporary amendment to the employee time off policy. Alder Boyce would be more comfortable waiting to reconsider both of these items with more detail at the next meeting. Alder Boyce makes a motion to post pone his original motion to the next Council meeting, seconded by Alder Binger. Motion carried by roll call vote. BUSINESS PRESENTED BY ALDERPERSONS Alder Thoman comments on the housing difficulties for landlords as it relates to the utility expenses and the responsibility falling onto the landlord if the tenant does not make payment. He would like to see further evaluation of the policy and procedure for collection of delinquent utility payments from tenants versus landlords. Alder Boyce congratulates Marge on her retirement and wishes her well on her future endeavors. Alder Kranig inquires on the materials sitting at the Merit Center. Administrator Lothspeich responds the material was purchased as part of the CDBG grant that was awarded, but not in time to complete the project in fall. The project will be complete in the spring. The materials were purposefully ordered due to the shortage of materials and greater costs that would be incurred if purchased in spring. Alder Schindler inquires on the purpose of the Lakeside Consultant property maintenance report. Administrator Lothspeich advises this is an update on the property maintenance code enforcement program adopted by the Council in 2021. There will be monthly updates to see all the properties that receive notice and the progress that is being made. The Mayor reminds the Council this is not an opportunity for dialogue regarding items that were not included on the agenda. Alder Binger congratulates Tom Boll, Streets Supervisor, and Marge Klinzing, Parks and Recreation Direction, on their upcoming retirements. Alder Binger thanks Alder Driver for his service to the City of Monroe and his disappointment in the need to step down but understands. He sends him well wishes to continue to manage the Airport. Alder Douglas echoes the sentiment for Marge Klinzing's retirement. Marge Klinzing has greatly contributed to the City throughout her 43 years of service. N. BUSINESS PRESENTED BY DEPARTMENT HEADS Marge Klinzing expresses her gratitude for the opportunity to work for the City of Monroe over the years. She acknowledges and shares memories of the colleagues she has worked with over the years and is grateful for the wonderful team that will be left in place.
