Bid Opening: Friday, March 8, 2024 at 3:00 p.m., C.S.T. The City of Monroe, for this project, will receive bids through QuestCDN.com via the online electric bid service (QuestvBid) or by sealed paper copy. Sealed paper bids shall be delivered to the Office of the City of Monroe located at 1110 18th Ave., Monroe, WI 53566. All bids will be downloaded and publicly read aloud during the public bid opening that will be held at the office of the City of Monroe at the above address. Description of Work: The Project consists of the installation of underground utilities (water main, sanitary sewer, and storm sewer) and the construction of a new street for the Haven Hills Estates Development project located adjacent to C.T.H. “N” in the City of Monroe. Proof of Responsibility of Bidders: In accordance with Wisconsin Statute 66.0901, all bidders must submit Bidder’s Proof of Responsibility to the City of Monroe at least five (5) calendar days prior to the bid opening. Bidder’s Proof of Responsibility forms are required once per calendar year. Bidders not submitting said forms at least five (5) calendar days prior to bid opening may be considered non-responsive and their bids may not be read. Bidder’s Proof of Responsibility forms may be obtained from the Director of Public Work’s office. Consideration of Bids: No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least five percent (5%) of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the Bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the Bidder as soon as the contract is signed. If after 15 days the Bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages.
