Sealed ELECTRONIC proposals for the work described herein will be received until 2:00 p.m., local time, Thursday, March 6th, 2025, by the Wisconsin Department of Transportation - Bureau of Aeronautics, on behalf of the Secretary of Transportation, the authorized agent for the City of Monroe, in accordance with Wis. Stat. §114.32(3). Bids will be unsealed (electronically opened) as provided above and will be publicly read. The bid opening will be broadcast live via Teams. Stat. §66.0901(7). The bid template within BidExpress.com platform established for the project includes all elements required to be submitted with the contract. Required fields are established within the template. Automatic checking of the bid proposal will identify if any required fields are missing and alert the bidder to complete the missing information prior to final submission. Submission of an incomplete bid will result in the bid not being opened, and/or rejected as non-responsive. Plan holder registration required: Plans and specifications are available to anyone after completing a simple registration. There is NO cost to obtain a registration. Registration is required to be recorded as a plan holder. Registered plan holders will be notified of important project information such as issuance of addendums or other critical information. Only the prime or general contractor selecting to submit a bid is required to obtain additional Digital ID credentials. Obtaining a digital ID is relatively quick, however it may take a couple of days to complete the process. Please request and obtain registration and digital ID’s as early as possible to not jeopardize your ability to submit a bid. There is NO cost to obtain a digital ID. Subscriptions can be turned on and off at any time by the registered user. Only the prime or general contractor submitting a bid are responsible for payment. Proposal guaranty: A bid security in the amount of 5% of the total amount of the bid is required for the contract. Each proposal must be accompanied by a bid bond, certificate of annual bid bond, a certified check, bank's draft, bank's check, or postal money order made payable to the Wisconsin Department of Transportation Secretary for 5% of the total amount bid. The electronic template will allow the following options for meeting the proposal guaranty. E-Verify bid bond (Surety2000 & SurePath), uploading a copy of the bid bond or certificate of annual bid bond, certified check, bank draft, or money order. Any bid security, other than a E-verified bond or certificate of annual bid bond is provided, the department will require that the apparent two lowest bidders to mail or hand-deliver the original bond, certified check, bank draft, or money order to the Bureau of Aeronautics by close of business two business days following the close of bids and must be received by the Bureau of Aeronautics no later than 5 days from the posting of the bid results. Affidavit of non-collusion: The required affidavit of non-collusion will be incorporated as part of the proposal cover provided to each prospective bidder. Failure to complete the sworn statement will make the bid non-responsive and not eligible for award consideration. By signing the proposal cover each bidder by, or on behalf of the person, firm, association, or corporation submitting the bid, certifies that such person, firm, association, or corporation has not, either directly or indirectly, entered into agreement, participated in any collusion, or otherwise taken any action, in restraint of free competitive bidding in connection with the submitted bid. This sworn statement will be executed and sworn to by the bidder before a person who is authorized by the laws of the state to administer oaths. Pre-bid conference: A pre-bid conference will not be held. A physical visit of the site may be authorized by the airport on a case-by-case basis and must be scheduled and coordinated with airport management. Questions arising from site visits shall be submitted by email to the contact person below. Answers will be provided to all plan holders via a subsequent addendum. The purpose of the meeting and site visit will be to familiarize all concerned persons with the bid specifications. PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS February 11, 2025 County Boardroom, Green County Courthouse, 1016 16th Ave, Monroe, WI

Chair Jerry Guth called the meeting to order at 7:02 p.m. The Clerk read the roll call with 28 present, 2 excused absences being Sheaffer and Hartwig and 1 absent being Torkelson. The board recited the Pledge of Allegiance. Motion by Roemer, seconded by Rufenacht to approve the minutes of the January 14, 2025, meeting. Motion carried by a unanimous voice vote. Project/Construction Management Services for the Sheriff’s Office/Jail were discussed. Motion by Snow, seconded by Tschudy to approve hiring Kraemer Brothers as the Project/Construction Manager for the Sheriff’s Office and Jail as presented. Motion carried by a unanimous voice vote.

RESOLUTION 2-1-25 Resolution Awarding Contract for Needs Assessment / Master Planning Design Services (Contract Over $150,000)

WHEREAS, County Code Section 1-11-2, entitled COUNTY PURCHASES AND CONTRACTS, provides for review, approval and execution of all County contracts and purchases necessary to carry out approved budget operations; and WHEREAS, Section 1-11-2(A)(3) STATES: Cost or price in excess of one hundred and fifty thousand dollars ($150,000.00), recommendation by the appropriate department head and the supervisory committee to the full County Board with approval by the full Board before the purchase is made. Execution of the contract documents shall be by the Green County Board Chair and the appropriate Committee Chairperson, after the document has been reviewed by the Green County Corporation Counsel. RESOLUTION 2-2-25 Resolution Accepting Wisconsin Department of Justice (DOJ) Statewide Crisis Intervention Program (SCIP) Grant

WHEREAS, the Finance and Accounting Committee adopted a Grant Application and Acceptance procedure at its August 2, 2005 meeting, which states that grants over ten thousand dollars ($10,000.00) shall be subject to County Board consideration before acceptance, after approval by the oversight committee and Finance Committee; and WHEREAS, County Code Section 2-12-1, entitled COUNTY BOARD APPROVAL, provides for County Board approval of programs or services within Green County which are funded by other than County funds and revenues. NOW, THEREFORE, BE IT RESOLVED by the Green County Board of Supervisors, in legal session assembled, that the Board approve the recommendation of the appropriate oversight committee and the Finance and Accounting Committee for approval of the following grant application(s) and amend the departmental budget for 2025 as follows: Department - Human Services Grant Amount - Amended Revenues Budget $24,096 Account - 90533210-4329 Budget - $24,096 Increase - $24,096 Purpose - Statewide Crisis Intervention Program SIGNED: FINANCE AND ACCOUNTING COMMITTEE Kristi Leonard, Chair Jody Hoesly, Vice-chair Brenda Carus Jerry Guth Will Oemichen Motion by Furgal, seconded by Boll to approve Resolution 2-2-25. ORDINANCE 25-0202 Revised Records Retention Schedule

WHEREAS, the Resolutions, Legislative & Judicial Committee has general oversight of all countywide policies and procedures; and WHEREAS, the Wisconsin Public Records Board (WPRB), updated its General Records Schedules (GRSs) which provides guidance for records that are actually created or received by the County; and WHEREAS, after review of the Green County Code and the Wisconsin Statutes, the Green County Resolutions, Legislative & Judicial Committee believes that the Green County Code is in need of updating as it relates to the records retention schedule; and NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that Title 1, Chapter 12 of the Green County Code be repealed and recreated in its entirety. FURTHER, the County Clerk is directed to send the Notification of General Schedule Adoption to the Public Records Board Executive Secretary. FURTHER, Title 1, Chapter 12 of the Green County Code will become effective upon execution of the Notification of Adoption forms by the State Archivist and Executive Secretary of the State Public Records Board, or publication, whichever occurs last. ANNOUNCEMENTS: Clerk Voegeli reminded the board that Tuesday, February 18 is elections and also reminded the board there is a Facilities Forum at 5:30 p.m. before the March county board meeting.
