ADVERTISEMENT TO BID LEAD SERVICE LINE REPLACEMENT PROJECT CITY OF MONROE, WI

The City of Monroe will accept sealed bids for the Lead Service Line Replacement Project until 2:00 p.m. on Thursday, February 24, 2022, at the City of Monroe, City Hall, 1110 18th Avenue, Monroe, Wisconsin, at which time they will be publicly opened and read aloud. The work under this contract shall consist of replacement of the existing lead water service lines on both the public and private side of the right-of-way. Public replacement will run from the water main to the curb stop and private replacements will run from the curb stop to the meter connection point. Completed Bidders Proof of Responsibility forms must be submitted at least five (5) calendar days prior to bid opening. Bidders Proof of Responsibility forms are required once per calendar year. Bidders not submitting said forms at least five (5) days prior to Bid opening may be considered non-responsive and their bids may not be read. Bidders should submit a base bid as a unit price per service as outlined in the bid documents. Each bid shall be accompanied by a certified check, or bank draft, payable to the City of Monroe, or satisfactory bid bond, in the amount of 5% of the gross bid as a guarantee that if the bid is accepted as the successful bid, such successful bidder will execute and file the proper Contract and Performance Bond within the time limit specified by the City of Monroe. NO CASH OR PERSONAL CHECKS WILL BE ACCEPTED. NOTE: SUBMITTAL OF A PERFORMANCE BOND IS REQUIRED. If the Successful Bidder fails to file an executed Contract and Performance Bond with the City, the Bid Bond will be executed, and its face value will be forfeited to the City as liquidated damages. CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Armstrong on Monday, January 17, 2022 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Rob Driver, Brooke Bauman, Michael Boyce, Donna Douglas, Mickey Beam, Joshua Binger, Andrew Kranig and Chris Schindler. On a roll call vote, Motion Passed. J. BOARD OF PUBLIC WORKS 1. Resolution to Authorize Purchase of 1/2 Ton Pickup Truck Alder Kranig inquires how many miles are on the current 2007 pickup truck. Parks Supervisor Trame confirms the current pickup truck has 200,000 miles and there are maintenance needs including rusting on the fuel tank, floor and running boards. Supervisor Trame further explains use of the various pickup trucks throughout the year. He advises the recommended pickup truck is based on the needs and for a cost standpoint. The Parks department is back up to full staff as of today. Motion made by Brooke Bauman and seconded by Donna Douglas to approve the resolution to authorize the purchase of the 1/2-ton pickup truck from capital funds. On a roll call vote, Motion Passed. Ayes: Bauman, Beam, Binger, Boyce, Douglas, Driver, Schindler Nays: Kranig 2. Resolution to Authorize the Use of Capital Funds for Tool cat Broom Attachment Parks Supervisor Trame advises last year a Tool cat was purchased to replace two units with one multiuse equipment. The goal was to share equipment with the Streets Department. The streets broom is too wide to use for sidewalk snow removal, so it is being requested to purchase a smaller broom. The attachment will be shared with the Streets department as needed. Motion made by Brooke Bauman and seconded by Mickey Beam to approve the resolution to authorize the use of capital funds for Tool cat broom attachment. On a roll call vote, Motion Passed. K. BUSINESS PRESENTED BY ALDERPERSONS Alder Kranig mentioned that there were reports that a local cheese company may be moving out of the City of Monroe and was concerned about possible negative impacts on the downtown and city employment. Alder Boyce congratulates Josh Trame on his first victory as interim head varsity basketball coach. Alder Boyce refers to an email received from SSM health with an infographic with the recent COVID hospitalization levels in Monroe. He inquires on the purpose of SSM health sharing this infographic with the elected officials. He would like to have a deeper conversation with SSM health regarding the purpose of the email, as well as consider the conversation if a vaccine mandate should be considered for all City of Monroe employees. Alder Douglas inquires if annual reports will be provided by Department heads/Directors to the appropriate committees and Common Council. Alder Kranig would like to evaluate all City of Monroe equipment and facilities to have an idea of what will be necessary for replacement, as hyperinflation is occurring. L. BUSINESS PRESENTED BY DEPARTMENT HEADS None. M. BUSINESS PRESENTED BY THE PRESS None. N. COUNCIL OF THE WHOLE 1. BUSINESS: CLOSED a. Closed pursuant to Wis. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. UPDATE TO COUNCIL CONCERNING DISCIPLINE-RELATED PERSONNEL MATTER Alder Boyce inquires on the purpose to go into closed session and suggests holding the conversation in open session, as it relates to individuals that are no longer employees of City of Monroe. Attorney Barker recommends to move to closed session for the concern of legal liability and protection. The Workers Compensation defense cannot be used for defamation. Motion made by Rob Driver and seconded by Chris Schindler to move to closed session at 7:00 PM. On a roll call vote, Motion Passed.
