CITY OF MONROE COMMON COUNCIL MINUTES

CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order on Monday, January 20, 2020. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Rob Driver, Kelly Hermanson, Mickey Beam, Richard Thoman, Brooke Bauman, Donna Douglas, Tammy Fetterolf, and Joshua Binger. Absent was Alder Michael Boyce. B. CORRECTION OF MINUTES None. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR 1. Resolution Recognizing City of Monroe Employees for Length of Service Mayor Armstrong reviewed the resolution acknowledging the employees and their length of service awards. He presented the employees with their gift baskets and thanked them for their commitment to the City of Monroe. E. APPEARANCES BY THE PUBLIC Following residents presented to the Council: 1. Resolution Granting Miscellaneous Licenses Motion made by Donna Douglas and seconded by Joshua Binger to approve the consent agenda. On a roll call vote, Motion Passed. G. COMMENTS/QUESTIONS ON TREASURER'S REPORT (2ND REGULAR MEETING OF EACH MONTH) 1. Treasurer's Report Discussion held that the current Treasurer's report does not include final adjustments for the year of 2019. The final budget transfers and entries to tie out the accounts will coincide with the audit in the first week of March. 1. BOARD OF PARK AND RECREATION COMMISSIONERS a. Green County Leaders - Twining Park Splash Pad Green County Leader representative Laura Hibbard, presented on behalf of their request for funding a Twining Park Splash Pad. She shared the history and purpose of the Green County Leaders and their role in the development of the splash pad proposal. A presentation was shared reviewing what a splash pad is, their goals for the splash pad, benefits of the splash pad, budget and on-going costs associated with the splash pad, and the projected evolution and time frame. 1. What is a splash pad: a zero depth aquatic attraction that is accessible to all (toddlers to teens, special needs, handicapped, etc) 2. Goals for the Splash pad: The Green County Leaders are proposing for the splash pad to be located at Twining park with a completion goal of 2021. Another goal includes to provide free admission and to add amenities to the local community, aiding to keep business local. 3. Benefits of the splash pad: 69% of residents surveyed believe a splash pad is an important feature for the Monroe Parks system. The splash pad will increase attractiveness of the community for families, provide sensory rich team play, is associated with lower vandelism rates, all with relatively low maintenance and longevity. 4. Budget and on going associated costs: Estimated cost of $250,000- $300,000 for a 2500-3000 square foot splash pad with an estimated annual operational cost of $11,000-$13,000. The group reports after further review the updated estimate for annual operating costs is $5000 - $6000 annually for a flow through system. Routine maintenance includes winterization and summer start up. 5. Funding: Proposal for the City of Monroe to fund half of the installation cost (approximately $125,000-$150,00). Green County Leaders has set a goal to fund the other half through fundraisers. Discussed the Parks survey was distributed through various avenues including social media, recreation group emails, chamber of commerce emails and advertising through the radio. Alder Hermanson questioned if there was consideration for negative effects regarding revenue and use of the community pool after installing a splash pad. Marge Klinzing, Parks Director advised area communities that have installed a splash pad did not see a significant loss in use or revenue at the pool. She also reviewed the reasons for choosing Twining Park for the location includes the new shelter, large space available, ease of accessibility and ample parking. The decrease in the annual operational costs is due to lower costs for sewer water. The group recently discovered the ability to discharge water into the creek. This would require DNR approval, but this has been easily obtained for other communities. Discussion held regarding the advantages of the flow through system versus the recycling system. The recycling system would save water, however the initial cost and regular maintenance costs would be significantly greater. A shower is also required to be available with a recycling system. Alder Hermanson is in favor of the splash pad due to the accessibility it provides for a variety of residents in the community. She is hesitant for the splash pad due to funding for the initial installation, as well as the annual impact it will have on the budget. Alder Binger questioned the goals for fundraising and if more money is received than anticipated, where would that money be applied. As a group the Green County Leaders have not concluded how they would handle a larger amount of money raised than anticipated. Likely they would contribute to the City to offset the cost or set aside a fund to assist with annual costs. Alder Binger is in favor of the splash pad as a father and previous child growing up in the community, he also believes this will be a great amenity for the north side of town. Operationally, there are settings to when the water can be turned on during set hours, which can also limit the use. The water will only run when the activator is pushed, with capabilities to alter the length of time the water will run once it is activated. Alder Beam questioned the concern of vandalism at the parks. Vandalism has gone down with installation of the splash pads in other communities. The City also is under recreation immunity, and there would not be an increase in insurance or liability cost associated with the splash pad. Mayor Armstrong advised the Finance Committee will further consider the splash pad and if this is feasible for the budget going forward. This will occur when budget discussion begins in summer. It was acknowledged this does not fit into the time line the Green County Leaders are requesting for installation by 2021. Alder Bauman advises this should be referred to Finance and Taxation during budget time, due to the annual operational costs to be considered along with the installation cost. H. FINANCE AND TAXATION COMMITTEE 1. Resolution Approving City Attorney Legal Fees Proposal Motion made by Richard Thoman and seconded by Mickey Beam to approve resolution increasing City Attorney legal fees. On a roll call vote, Motion Passed. I. BOARD OF PUBLIC WORKS 1. Resolution Awarding 2020-2021 Forestry Contract to Whitney Tree Services Motion made by Brooke Bauman and seconded by Mickey Beam to approve resolution awarding 2020-2021 Forestry Contract to Whitney Tree Services. On a roll call vote, Motion Passed. 2. Resolution Approving Long Term Snow Storage Agreement with Green County Fair Association Motion made by Brooke Bauman and seconded by Donna Douglas to approve resolution for long term snow storage agreement with Green County Fair Association. On a roll call vote, Motion Passed. J. BUSINESS PRESENTED BY ALDERPERSONS Brooke Bauman thanked the Green County Leaders for their presentation and information, and acknowledges the effort that was put into the proposal. Alder Richard Thoman, would like future discussion and consideration to improve the bill services available to the public, including online bill payments. Alder Donna Douglas, discussed the current hours for the City Hall and would like that to be reviewed in the future. She would hope to extend the hours on Friday beyond 11 AM to better serve the public. Mayor Armstrong advised this will be discussed with the new City Administrator when in place. The City Hall will remain open until 3:30 PM on Friday, January 31, 2020 for final tax bill collection. K. BUSINESS PRESENTED BY DEPARTMENT HEADS None. L. BUSINESS PRESENTED BY THE PRESS None. M.
