CALL TO ORDER The Common Council was called to order on January 7th, 2019. A. PLEDGE OF ALLEGIANCE B. ROLL CALL Present at roll call were Alders Michael Boyce, Brooke Bauman, Chris Beer, Jeff Newcomer, Richard Thoman, Ron Marsh, Donna Douglas, and Mickey Beam. Alder Rob Schilt was absent. C. CORRECTION OF MINUTES None. D. BUSINESS BY MAYOR Mayor Armstrong shared article from 1931 regarding brewery disposing of alcohol in sewer system. 1. Reappoint Gerald Ellefson to the Housing Authority Board (5-year term) Motion made by Ron Marsh and seconded by Brooke Bauman to confirm the reappointment of Gerald Ellefson to the Housing Authority Board. Recommendation of 2019 Miscellaneous Wages Motion made by Brooke Bauman and seconded by Mickey Beam to approve the resolution with recommended miscellaneous wages for 2019. Resolution Setting Compensation for Coordinator of Behring Senior Center Motion made by Brooke Bauman and seconded by Mickey Beam to approve the resolution setting compensation for the Coordinator of the Behring Senior Center. On a roll call vote, Motion Passed. J. REDEVELOPMENT AUTHORITY 1. Establishment of Redevelopment Project Area No. 1 Boundaries (Hold public hearing) Boundaries were not ready for the public hearing. The public hearing was postponed to January 21, 2019. 2. Resolution approving Redevelopment Authority By-laws Alder Marsh asked for clarification on the amount the Redevelopment Authority is able to bond for. Alder Boyce explained that borrowing can be done as a separate body for amounts that are authorized by state statutes. Motion made by Michael Boyce and seconded by Richard Thoman to approve the resolution approving the Redevelopment Authority By-Laws. On a roll call vote, Motion Passed. K. BUSINESS PRESENTED BY ALDERPERSONS Alder Douglas stated concerns with late meeting materials. L. Reason for Modification: The current permit in effect (WPDES Permit No. WI-0063207-03-0) contains effluent limitations for temperature calculated using procedures specified in subch. V of Ch. NR 106, Wis. Adm. Code. As allowed under subch. VI of ch. NR 106, Wis. Adm. Code the permittee requested alternative effluent limitations (AEL) for temperature. In support of this request, the permittee submitted a demonstration that the water quality based effluent limits (WQBELs) calculated using procedures specified in subch. V of Ch. NR 106, Wis. Adm. Code are more stringent that necessary to assure protection and propagation of shellfish, fish, and wildlife in the receiving water. Based on the information submitted, the Department concurs with the demonstration and is proposing to establish the proposed AELs for temperature. The proposed temperature AELs are included in the public noticed permit. Supporting documents including the submittal and approval documents are included in the public noticed fact sheet. Any interested person may comment upon the proposed AELs for temperature. Persons wishing to comment on or object to the proposed permit action, or to request a public hearing, may write to the Department of Natural Resources at the permit drafter’s address. All comments or suggestions received no later than 30 days after the publication date of this public notice will be considered along with other information on file in making a final decision regarding the permit. Anyone providing comments in response to this public notice will receive a notification of the Department’s final decision when the permit is issued. The Department may schedule a public informational hearing if requested by any person and shall schedule an informational hearing if a petition requesting a hearing is received from 5 or more persons or if response to this notice indicates significant public interest pursuant to s. 283.49, Stats.
