CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Armstrong on Monday, January 3, 2022 at 6:33 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Mickey Beam, Brooke Bauman, Donna Douglas, Richard Thoman, Joshua Binger, Rob Driver and Chris Schindler. On a roll call vote, Motion Passed. I. BOARD OF PUBLIC WORKS 1. Resolution to Hire Engineering Firm for WWTF Facilities Plan and Design Alder Driver inquires if this is an open ended contract or if there is an estimated cost. It is estimated to be $15,000-$20,000 for first phase for EDA grant submission, another $40,000-$75,000 for phase two. That amount will be dependent on the scoping meeting with the staff and what plant design will be required. The last waste water treatment facility design was 7-8 years ago. The staff is very comfortable with the selection of Fehr Graham based on the scoring of the submissions. Motion made by Brooke Bauman and seconded by Mickey Beam to approve the resolution hiring the engineering firm Fehr Graham for waste water treatment facilities plan and design. On a roll call vote, Motion Passed. J. COUNCIL OF THE WHOLE 1. Resolution Combining Wards for 2022 Elections and Establishing Polling Place Location It is confirmed that the City of Monroe elects Alderperson at Large and this allows for the tallying of the results as a whole, rather than by ward. Motion made by Rob Driver and seconded by Mickey Beam to approve the resolution combining wards for 2022 elections and establishing the polling place location. On a roll call vote, Motion Passed. 2.
