NOTICE OF PUBLIC MEETING

Absentee Voting to be Administered on Thursday January 30, 2020 at: Aster Assisted Living of Monroe 1:00 PM Tuesday, February 4, 2020 at: St. Claire Friedensheim Assisted Living 9:00 AM Special Voting Deputies appointed by the City of Monroe will be administering absentee voting for the residents of these facilities for the February 18th, 2020 Spring Primary Election at the above times and places. Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot. A qualified elector is any U.S. Citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 10 consecutive days before the election. The elector must also be registered in order to receive an absentee ballot. Only observers from each of the two recognized political parties whose candidates for Governer or President received the greatest number of votes in the municipality at the most recent general election may accompany the deputies to each facility where absentee voting will take place. The observers may observe the process of absentee ballot distribution in the common areas of the home, facility, or complex. Each party wishing to have an observer present shall submit the name of the observer to the clerk or board of election commissioners no later than the close of business on the last business day prior to the visit. Family members residents may be present at the time of voting. PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS January 14, 2020 County Board Room, Green County Courthouse, 1016 16th Ave, Monroe, WI

Arthur Carter, Chair, called the meeting to order at 7:00 PM. The Clerk read the roll with 22 present, and 9 absent being Supervisors Francois, Gundlach, Krattiger, Luchsinger, Mandel, Schwartz, Snow, Torkelson, and Wickline. The Board recited the Pledge of Allegiance. Motion by Rufenacht, seconded by Neuenschwander to approve the minutes from the December 10, 2019 County Board meeting. Motion carried unanimously on voice vote. Tracy Pierner of Blackhawk Technical College gave a presentation on the Public Safety and Transportation Training Center Project. RESOLUTION 1-1-20 Resolution Approving Human Services Contracts (Over $75,000) WHEREAS, County Code Section 1-11-2, entitled COUNTY PURCHASES AND CONTRACTS, provides for review, approval and execution of all County contracts and purchases necessary to carry out approved budget operations; and WHEREAS, Section 1-11-2(A)(4) STATES: Cost or price in excess of seventy-five thousand dollars ($75,000.00), recommendation by the appropriate department head and the supervisory committee to the full County Board with approval by the full Board before the purchase is made. Execution of the contract documents shall be by the Green County Board Chair and the appropriate Committee Chairperson, after the document has been reviewed by the Green County Corporation Counsel. WHEREAS, Green County is a Plaintiff in the National Prescription Opiate Litigation currently being litigated in a federal district court in the State of Ohio; and WHEREAS, one of the defendants, Insys Therapeutics, Inc., has declared bankruptcy and the bankruptcy court has finalized the Bankruptcy Plan which requires the approval of the plaintiffs in the opioid lawsuit; and WHEREAS, Green County’s attorneys in the opioid litigation are recommending the County approve this plan because voting to accept the Plan increases the likelihood that the Plan is confirmed and decreases the likelihood that there are negative consequences that frustrate Green County’s and other municipalities' ability to recover in future Chapter 11 cases of opioid defendants and in the nationwide opioid litigation; and NOW, THEREFORE, BE IT RESOLVED by the Green County Board of Supervisors, in legal session assembled, that Green County vote to approve the bankruptcy Plan of Insys Therapeutics, Inc.
