CITY OF MONROE COMMON COUNCIL MINUTES

CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order on December 16, 2019. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Rob Driver, Donna Douglas, Kelly Hermanson, Mickey Beam, Richard Thoman, Joshua Binger, and Tammy Fetterolf. Absent was Alder Michael Boyce and Brooke Bauman. B. CORRECTION OF MINUTES None. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR 1. Reappoint of BID Members Amanda King, Chris Soukup, Jim Bartels, Mike Doyle, and Patrick Bodell (2 year terms) 2. Reappoint Housing Authority Member Marilyn Kubly Schmid (5 year term) Motion made by Donna Douglas and seconded by Rob Driver to confirm the BID and Housing Authority committee appointments as presented. On a roll call vote, Motion Passed. 3. Appoint Election Inspectors (2 year term) Motion made by Donna Douglas and seconded by Mickey Beam to confirm the Election Inspectors presented for appointment of a 2 year term. On a roll call vote, Motion Passed. E. APPEARANCES BY THE PUBLIC Nick Bartels of 2635 15th Street is representing the Monroe Fire Department. He spoke to the Council regarding his long-term fire service and the history with the Monroe Fire Department. He referenced the difficulty of maintaining and recruiting volunteers because of the issues that continue within the fire department. He references the loss of pride and ownership within the membership of the MFD. He does not support decisions that have been made by the current chief and deputy chief. Nick Bartels is resigning effective immediately from his current Captain's position, but will remain active as a firefighter on the department due to his desire to continue to provide fire service for his community and family. Chad Pfund of 824 6th Street representing the Monroe Fire Department also presented to submit a letter of resignation from his current Lieutenant position on the Monroe Fire Department. He will remain active on the Fire Department as a firefighter. F. CONSENT AGENDA 1. Claims List Motion made by Joshua Binger and seconded by Rob Driver to approve the consent agenda. On a roll call vote, Motion Passed. G. COMMENTS/QUESTIONS ON TREASURER'S REPORT (2ND REGULAR MEETING OF EACH MONTH) 1. Treasurer's Report No discussion held. H. JUDICIARY AND ORDINANCE REVIEW COMMITTEE 1. Ordinance Repealing and Recreating Section 1-5-7 of the Monroe City Code: Common Council Meetings Order of Business (Set Public Hearing for January 6, 2020) Public hearing set for January 6, 2020 for the Ordinance Repealing and Recreating Section 1-5-7 of the Monroe City Code: Common Council Meetings Order of Business. I. PLAN COMMISSION 1. Resolution Adopting the City of Monroe 2020-2025 Park and Open Space Plan Alder Douglas advises the plan was very well done and is very comprehensive. Motion made by Donna Douglas and seconded by Mickey Beam to approve the resolution adopting the City of Monroe 2020-2025 Park and Open Space Plan. On a roll call vote, Motion Passed. J. FINANCE AND TAXATION COMMITTEE 1. Resolution Authorizing Purchase of Public Works Capital Equipment Motion made by Richard Thoman and seconded by Mickey Beam to approve the resolution authorizing the purchase of the public works capital equipment. On a roll call vote, Motion Passed. K. SALARY AND PERSONNEL COMMITTEE 1. Resolution Approving 2020 Miscellaneous Wages Motion made by Richard Thoman and seconded by Donna Douglas to approve the resolution approving the 2020 miscellaneous wage rates. On a roll call vote, Motion Passed. L. COUNCIL OF THE WHOLE 1. BUSINESS: CLOSED SESSION PER WISCONSIN STATUTE 19.85(1) (g): Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to be involved; to wit: Discussions with City Attorney as to Current Litigation Matters Council members do not have an interest in entering closed business regarding the above agenda item, therefore the Council did not enter closed business. 2. BUSINESS OPEN: Consideration and Potential Action on Approval of Mediation Settlement Agreement with William Klein on Case #18-CV-121 Motion made by Donna Douglas and seconded by Richard Thoman to approve mediation settlement agreement with William Klein on Case#18-CV- 121 and authorize the City Attorney to negotiate and finalize any other details as necessary. On a roll call vote, Motion Passed. M. BUSINESS PRESENTED BY ALDERPERSONS Donna Douglas wishes everyone a Merry Christmas. N. BUSINESS PRESENTED BY DEPARTMENT HEADS None. O.
