The Common Council meeting was called to order on Monday, December 20, 2021 by Mayor Armstrong at 6:30 PM. A. SET PUBLIC HEARING FOR JANUARY 3, 2022 - Ordinance Repealing and Recreating Subsection 4-2-6(B)(11) of the Monroe City Code: Parking of Vehicles as Part of Safe and Sanitary Maintenance of Property Public hearing set for January 3, 2022. I. FINANCE AND TAXATION COMMITTEE 1. Resolution Authorizing the Fire Department to Purchase of 2022 RAM 3500 Pickup from EWALD Automotive Interim Chief Rufer answers this is to replace the oldest of three command vehicles. The current 2007 Durango will be sold once the new vehicle is received. The vehicle will be more versatile for department operations and allow for towing of all trailers and equipment. Interim Chief Rufer does not see a benefit to hold on proceeding with the purchase, as the costs are increasing rapidly, and there would be increased maintenance costs for the current vehicle. He further advises the department will be evaluating the long term capital plan more closely going forward, as recent changes in coverage may result in a variation of long term needs. Motion made by Michael Boyce and seconded by Rob Driver to approve the resolution authorizing the Fire Department to purchase a 2022 RAM 3500 pickup from EWALD automotive. On a roll call vote, Motion Passed. 2. Resolution for TID 9 to Cover 2021 Utility Expenses if Sufficient Increment is Generated At the Committee level Alder Boyce expressed concerns of including storm water in the reimbursement. This can be further discussed and considered at a future date. Motion made by Michael Boyce and seconded by Rob Driver to approve the resolution for TID 9 to cover 2021 Utility expenses if sufficient increment is generated. On a roll call vote, Motion Passed. J. BOARD OF PUBLIC WORKS 1. Resolution to Accept Bids and Award Contract for 2022-2023 Forestry Work One bid was received for the Forestry Contract Services. In the past it has been inquired why these services are contracted versus performed internally and Alder Boyce would like a review of that rationale. Director of Public Works Gerber advises the services are for trees that are larger and require significant equipment that the City does not have, including grinders. Whitney Tree Service has provided this service for many years successfully. The rate increases over the last few years were reviewed, with minor increases. Alder Douglas has observed Whitney Tree Service complete their work and mentions the likelihood of increased liability the City would be exposed to if the work was performed by City Staff. Motion made by Brooke Bauman and seconded by Donna Douglas to approve the resolution accepting bids and awarding the 2022-2023 forestry contract to Whitney Tree Services. On a roll call vote, Motion Passed. 2. Resolution Authorizing the Purchase of Replacement Endloader Discussion held regarding the number of end loaders the City owns. There are currently two end loaders in the Streets Department, one in utility/wastewater, and one at the Airport. This would be replacing the highest hour machine. The Streets Department uses the end loaders more than the other departments. Motion made by Brooke Bauman and seconded by Donna Douglas to approve the resolution authorizing the purchase of replacement end loader. On a roll call vote, Motion Passed. 3. Resolution Authorizing Purchase Patrol Truck and Associated Equipment Discussion held regarding where the surplus funds are applied from the sale of current vehicles. Motion made by Brooke Bauman and seconded by Richard Thoman to approve the resolution authorizing the purchase of patrol truck and associated equipment. On a roll call vote, Motion Passed. 4. Resolution Authorizing Purchase 3/4 Ton Truck and Associated Equipment The purpose and use of this vehicle was reviewed by Director of Public Works Gerber. Discussion held regarding the current difficulties in ordering vehicles and equipment, along with increased and rapidly changing costs and availability. Whether or not this vehicle will remain available for purchase after tonight's approval remains questionable. The current vehicle it is replacing has rust, engine code and maintenance issues. If the vehicle is unavailable or the price has increased, the purchase will have to be delayed. Motion made by Brooke Bauman and seconded by Donna Douglas to approve the resolution authorizing the purchase of 3/4 ton truck and associated equipment. On a roll call vote, Motion Passed. K. SALARY AND PERSONNEL COMMITTEE 1. Resolution Approving the Water and Wastewater Succession Plan Motion made by Rob Driver and seconded by Michael Boyce to approve the water and wastewater succession plan. On a roll call vote, Motion Passed. 2. Resolution Approving Severance Policy Alder Bauman appreciates the policy going into place. She had concerns with the recent retirement given on short notice in the Utility Department. She is agreeable with this policy to avoid a similar situation going forward. Alder Boyce hopes to explore opportunities with other municipalities to have a potential labor exchange agreement to provide assistance during a crisis. Motion made by Rob Driver and seconded by Joshua Binger to approve the severance policy resolution. On a roll call vote, Motion Passed. L. REDEVELOPMENT AUTHORITY 1. Amended Agreement for Funding Alice Place Project with City of Monroe Alder Thoman inquires why this is being amended. Following internal discussions with the finance team, Vierbicher, and Ehlers it was advised to transfer the affordable housing funds to the special revenue fund rather than TID 9, so it is not mistaken as TID 9 revenue. This agreement is amended to correctly describe the transfer of funds going to the special revenue fund rather than TID 9. Motion made by Brooke Bauman and seconded by Rob Driver to approve the amended RDA agreement for funding the Alice Place project with affordable housing funds. On a roll call vote, Motion Passed. M. BUSINESS PRESENTED BY ALDERPERSONS Alder Bauman welcomes newly appointed Alder Schindler to the Common Council. N. BUSINESS PRESENTED BY DEPARTMENT HEADS Clerk Rindy shares a drawing by a local artist that was presented from the Green County Public Health and Emergency Management team for the collaborative efforts taken over the last two years in response to the COVID-19 pandemic.
